Call to Order: Meeting called to order by B. Tucker Long at 5:30pm. 2. Roll Call: Beth Tucker Long, Brandon Braithwaite, Spencer Harrison 5:35pm Also present: Carla Fisher (AECOM), Michael Trotter, Assistant Public Works Director, Bryan Manning, Public Works Director, Jamie Aulik, City Administrator, Kyle Neeve (AECOM), Jess Billmeyer (AECOM) 3. Public Comment. None 4. Approval of the Minutes: September 23, 2024. Brandon noted a correction for edit in previous minutes: Brian Braitwaite to Brandon Braithwaite. Moved by Brandon Braithwaite and seconded by Spencer Harrison to approve the minutes with suggested edit. Motion Carried 3-0. 5. Discussion and Possible Action: Emergency Generator Transfer Switch for Public Works Building -Dauman Electric. B. Braithwaite asked about bid and staff reported this was the first emergency high bid of several future bids for comparison. B. Tucker Long asked about environmentally friendly sustainability, the new replacement generator will be natural gas instead of diesel. B. Braithwaite asked if this generator will be moved to the new Public Works Facility in the future. Staff reported TBD. B. Tucker Long asked about finance for the new generator, staff responded with equipment replacement and emergency funding. Moved by Spencer Harrison and seconded by Brandon Braithwaite to approve the Emergency Transfer Switch for Public Works Building in the amount not to exceed $60,000.00 Motion Carried 3-0. 6. Discussion and Possible Action: Pay Request #9 Project #2023-105 (East View Reconstruction) – Parisi Construction. B. Braithwaite asked if this is the final payment, staff responded that there should be one more request to finalize the project. Moved by Brandon Braithwaite and seconded by Beth Tucker Long to approve Pay Request #9 in the amount of $174,322,36. Motion carried 3-0. 7. Discussion and Possible Action: Pay Request #1 Project #2022-109 (Well #4 Rehab) – Rhode Brothers, Inc. Moved by Brandon Braithwaite and seconded by Spencer Harrison to approve of pay request #1 for Project #2022-109 in the amount of $4,940.00 Motion Carried 3-0. 8. Discussion and Possible Action: Pay Request #2 Project #2022-109 (Well #4 Rehab) – Rhode Brothers, Inc. Moved by Spencer Harrison and seconded by Brandon Braithwaite to approve of pay request #2 for Project #2022-109 in the amount of $15,675.00 Motion Carried 3-0. S. Harrison asked why the three pay request. Staff reported that these were from submittals, permit, bonds and supervision work from May, July, and Aug. respectively. 9. Discussion and Possible Action: Pay Request #3 Project #2022-109 (Well #4 Rehab) – Rhode Brothers, Inc. Moved by Beth Tucker Long and seconded by Spencer Harrison to approve of pay request #1 for Project #2022-109 in the amount of $6,175.00 Motion Carried 3-0. 10. Discussion and Possible Action: Pay Request #1 Project #2023-102 (Pavement Surface Treatment) - Scott Construction Inc. B. Tucker Long asked if this is the final payment, staff responded that there may be one more pay request to finalize this project. Moved by Spencer Harrison and seconded by Brandon Braithwaite to approve pay request #1 Project # 2023-102 in the amount of $367,051.18 Motion Carried 3-0. 11. Discussion and Possible Action: Pay Request #1 Project #2023-108. (Nine Mound Sidewalk)- Raymond P. Cattel Inc. Moved by Brandon Braithwaite and seconded by Spencer Harrison to approve pay request #1 for Project #2023-108 in the amount of $60,319.22 Motion Carried 3-0. 12. Discussion and Possible Action: Inspection Service Agreement, (Liberty Business Park Phase 6) - JT Engineering, Inc. Moved by Beth Tucker Long and seconded by Brandon Braithwaite to approve of inspection services contract for Liberty Business Park Phase 6 with JT Engineering for a cost not to exceed $56,525.00 Motion Carried 3-0. 13. Discussion and Possible Action: Consulting Service Agreement, (Master Water Plan)-AECOM B. Tucker Long asked if the plan should be updated more often. Staff responded yes, every five years due to rapid growth. B. Braithwaite asked about the AECOM contract with the City. Staff responded that they have a Master Service Contract that is from 2010 that should be reviewed. Moved by Spencer Harrison and seconded by Brandon Braithwaite to approve of the Consulting Service Agreement with AECOM for time and material cost not to exceed $151,400.00 Motion Carried 3-0. 14. Discussion and Possible Action: Project 2024-105 Mark Drive Reconstruction Design -AECOM No action taken. B. Tucker Long asked about a future sidewalk and multi-use path policy as Mark Drive design may explore the options of sidewalk. B. Braithwaite asked for the city to investigate compatible surrounding community’s sidewalk policies and explore options for a future policy. Recommendation by committee is to explore a sidewalk policy before approving sidewalk design cost for Mark Drive. Staff were directed to establish a city-wide comprehensive pedestrian and bike policy for connectivity of sidewalks and bike paths throughout the city. 15. Discussion and Possible Action: Project 2023-112 Legion Street Reconstruction Design - AECOM No action taken. B. Tucker Long asked about exploring the possibility of design changes for street realignment and/or implementation of a roundabout. Staff were directed to investigate further cost into options including realignment of streets and mini roundabout street designs. 16. Staff Report: 17. Adjourn: Moved by B.
