Invocation was given by Alderman Thompson.
Pledge of Allegiance was led by Alderman Mayfield.

3. Board Comments:
Mayor Flaggs thanked all who were involved in the Fourth of July Celebration.
Alderman Mayfield was very pleased with the way everything was conducted at
the celebration.
Alderman Thompson spoke about the text messaging feature for the public to
receive information.
4. Adopt Agenda
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Adopt Agenda as published. The motion was
adopted unanimously by the following vote:

Mayor Flaggs recognized David Miller in the Community Development
Department with twenty (20) years of service; Jeffery Richardson in the
Landscape Department with twenty (20) year of service.
The Mayor and Aldermen congratulated David Miller and Jeffery Richardson
for their years of service with the City of Vicksburg.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt the Board Meeting Minutes for April 07, 2014. The

A. ID-14-0209 Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of July 2014 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
B. ID-14-0168 Received Sealed Proposals for:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Board

Mayor Flaggs stated that purchasing an advertisement from Bethel AME Church
for advertisement in its 150th Church Anniversary Commemorative Souvenir
Book will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a full page ad from Bethel AME Church for advertisement in its
150th Church Anniversary Commemorative Souvenir Book in the amount of
$100.00. The motion was adopted unanimously by the following vote:

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was

Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discuss whether or not they should go into executive

Mayor and Aldermen voted to approve Longevity Pay for Code Enforcement
Officer from $19.09 to $19.18 per hour for twenty years of service in the
Community Development Department. The motion was adopted unanimously
by the following vote:

B. ID-14-0188 Longevity - Landscaping (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Longevity Pay for Landscaping
Architect from $26.95 per hour to $27.04 per hour Landscaping Department.

Police Officer at $14.80 per hour (BA) in the Police Department. The motion

at $14.26 per hour to Utility Service Administrator at $15.86 per hour, Cashier
at $9.79 per hour to Adjustment Specialist at $12.12 per hour in the Water &
Gas Department. The motion was adopted unanimously by the following
vote:

H. ID-14-0194 Pay Adjustment - Police (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Police Officer from
$16.47 per hour to $16.90 per hour (BA Degree) in the Police Department. The
motion was adopted unanimously by the following vote:

I. ID-14-0195 Pay Adjustment - Summer Youth - Human Resources (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Summer Youth
from 25 hours per week to 40 hours per week in the Summer Youth - Human
Resources Department. The motion was adopted unanimously by the
following vote:

J. ID-14-0196 Pay Adjustment - Parks & Recreation Maintenance (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Laborer at $7.25
per hour to Maintenance Technician at $11.00 per hour in the Parks &
Recreation Maintenance. The motion was adopted unanimously by the
following vote:

K. ID-14-0197 Pay Adjustment - Fire (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Captain V+ at
$14.13 per hour to $14.39 per hour in the Fire Department. The motion was
adopted unanimously by the following vote:

L. ID-14-0198 Pay Adjustment - Summer Youth - Community Development (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Summer Youth
Worker from $7.25 per hour to $8.25 per hour in the Summer Youth -
Community Development. Retroactive pay; employee should have been paid
$8.25 per hour instead of $7.25 per hour, which totals $19.37. The motion
was adopted unanimously by the following vote:

M. ID-14-0199 Pay Adjustment - Summer Youth - Accounting (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Summer Youth
Worker at $7.25 per hour to $8.25 per hour in the Summer Youth - Accounting
Department. Retroactive pay, employee should have been paid $8.25 per
hour instead of $7.25, which totals $32.08. The motion was adopted
unanimously by the following vote:

Board of Mayor and Aldermen Minutes - Final July 7, 2014
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Transfer for Operator at $10.39 per
hour in the Sewer Department to Operator at $10.39 per hour in the Water
Maintenance Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
O. ID-14-0201 Rescind - Fire (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to Rescind action from June 20, 2014, Board
Meeting: a Promotion for Captain V+ at $14.39 per hour to Assistant
(Battalion) Chief at $15.25 per hour in the Fire Department. The motion was
adopted unanimously by the following vote:

P. ID-14-0202 Resignation - Summer Youth - Central Mississippi (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept Resignation from Summer Youth
Worker in the Summer Youth - Central Mississippi. The motion was adopted
unanimously by the following vote:

Q. ID-14-0203 Suspension - Water Maintenance (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Suspension of Laborer for twenty (20)
days, in the Water Maintenance Department. Dane Lovell - Department Head
was present.The motion was adopted unanimously by the following vote:

R. ID-14-0204 Terminations - Summer Youth - MDOT (2)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Terminations for (2) Summer Youth
Workers in the Summer Youth - MDOT Program. The motion was adopted
unanimously by the following vote:

S. ID-14-0205 Termination - Street (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Termination for Asphalt Laborer in the
Street Department. The motion was adopted unanimously by the following
vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Termination for Laborer in the Water
Maintenance Department. Also, present was Dane Lovell - Department Head
and Wilheim Larkins. The motion was adopted unanimously by the following
vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
