Thompson, Alderman Thursday, September 11, 2014 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Mayfield. Pledge of Allegiance was led by Alderman Thompson. 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Willis T. Thompson 3. Board Comments: 4. Adopt Agenda On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt Agenda as printed. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Resolutions: B. ID-14-0516 Adopt Budget and Authorize Appropriations Attachments: THE FY2014-2015 BUDGET.pdf On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt Budget and Authorize Appropriations. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson A. ID-14-0514 Adopt Resolution to Set Downtown Tax Rate On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Resolution to Set Downtown Tax Rate. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Routine Agenda: A. ID-14-0515 Adopt Tax Levy Order On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt Tax Levy Order. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-14-0517 Approve Vicksburg-Tallulah Regional Airport Budget On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the Vicksburg-Tallulah Regional Airport Budget. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-14-0539 Approve Additions to Employee Driving List: 1. Samuel Jackson - Right of Way 2. Kamal Wesley, Nicholas Clay - Sewer 3. ID-14-0540 Approve request from Randy Ashcraft to block Clay Street between Walnut Street and Washington Street for a length of no less than two (2) days to remove parts of a damaged structure at 705 & 707 Clay Street On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve request from Randy Ashcraft to block Clay Street between Walnut Street and Washington Street for a length of no less than two (2) days to remove parts of a damaged structure at 705 & 707 Clay Street. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-14-0541 Approve Application from Vicksburg-Warren School District for Complimentary Use of City Auditorium On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Application from Vicksburg-Warren School District for Complimentary Use of City Auditorium on September 16 and 18, 2014. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-14-0546 Approve request from Vicksburg Main Street to hold the 14th Annual (KCS) Holiday Express Train On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve request from Vicksburg Main Street to hold the 14th Annual (KCS) Holiday Express Train. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for New Hire in the Recreation - Tennis (1), Pay Adjustment in the Fire Department (1); Promotions in the Fire Department (2), Police Department (8); Resignation in the Fire Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hire in the Recreation - Tennis (1), Pay Adjustment in the Fire Department (1); Promotions in the Fire Department (2), Police Department (8); Resignation in the Fire Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the Mayor and Aldermen of the City of Vicksburg went into executive session to discuss Personnel Action Forms for New Hire in the Recreation - Tennis (1), Pay Adjustment in the Fire Department (1); Promotions in the Fire Department (2), Police Department (8); Resignation in the Fire Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Walter W. Osborne, Jr. - City Clerk, Nancy Thomas - City Attorney, Walterine Langford - Human Resource Director, Tasha Jordan - Deputy City Clerk, Brian Boykins - Mayor's Administrative Assistant, Danitta Reed - Southward Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-14-0542 New Hire - Recreation -Tennis (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for Tennis Pro at $10.00 per City of Vicksburg Page 2 Printed on 1/15/2015 Board of Mayor and Aldermen Minutes - Final-revised September 11, 2014 hour in the Recreation - Tennis Program. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-14-0543 Pay Adjustment - Fire (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustment for Captain III at $13.52 per hour to Captain V at $14.05 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-14-0544 Promotions - Fire (2) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Promotions for Firefighter V at $10.61 per hour to Lieutenant I at $11.44 per hour, Firefighter III at $9.77 per hour to Lieutenant I at $11.44 per hour in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-14-0545 Resignation - Fire (1) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept Resignation of Lieutenant V in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson ID-14-0942 The Mayor and Aldermen recessed while still in executive session until 11:45 a.m. D. ID-14-0547 Promotions - Police (8) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Promotions for Sergeant (IAD) at $22.30 per hour to Lieutenant (IAD) at $24.23 per hour, Sergeant (Watch Commander) at $22.47 per hour to Lieutenant (Watch Commander) at $24.40 per hour, Patrolman at $17.60 per hour to Sergeant at $22.00 per hour, Sergeant (Watch Commander) at $23.11 per hour to Lieutenant Commander (Patrol) at $25.04 per hour, Sergeant, CID at $25.01 per hour to Lieutenant (Assistant Commander, CID) at $26.94 per hour, Lieutenant, CID at $25.37 per hour to Captain (Commander, CID) at $27.30 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-14-0941 ADD: Executive Session: Pay Adjustment - Police Departments (3) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted approve additions to the Agenda for Executive Session - Pay Adjustments - Police Department (3) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve addition to Executive Session - Pay Adjustments (3) - Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson G. ID-14-0940 ADDED ITEM: Pay Adjustment - Police Department (3) On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted approve Pay Adjustment for Patrolman at $17.60 per hour to Sergeant at $22.00 per hour, Patrolman at $18.35 per hour to Patrolman at $17.60 per hour, Patrolman at $17.15 per hour to Patrolman at $16.40 per hour, Sergeant (Juvenile CID) 20.96 per hour to Sergeant Juvenile at $19.96 per hour, Sergeant (Juvenile) at $19.96 per hour to Lieutenant (Watch Commander) at $21.89 per hour in the Police Department.
