ID-15-0491 Vicksburg Convention Center Updates Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of May 2015 and invited the public to attend. The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting. D. ID-15-0482 Accept donation of a small Case International Tractor from City of Cleveland, Mississippi for use at the Vicksburg Municipal Airport Attachments: Tractor Donation On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept the donation of a small Case International Tractor from City of Cleveland, Mississippi for use at the Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I. ID-15-0506 Approve request for advertisement for the 2015 Red Carpet Bowl Football Classic to be held on Friday, August 21, 2015 Attachments: Red Carpet Mayor Flaggs stated that purchasing an advertisement from 2015 Red Carpet Bowl Football Classic will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of an ad from 2015 Red Carpet Bowl Football Classic in the amount of $2,500.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Contracts: J. ID-15-0485 Authorize Mayor to execute Amendment No. 1 to Agreement with AJA Management & Technical Services, Inc. for Engineering Services Attachments: AJA On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Amendment No. 1 to Agreement with AJA Management & Technical Services, Inc. for Engineering Services. ID-15-0486 Authorize Mayor to execute Contract with All Weather Inc. for AWOS Maintenance Services at the Vicksburg Municipal Airport Attachments: AWOS Maintenance On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Contract with All Weather Inc. for AWOS Maintenance Services at the Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson L. ID-15-0494 Authorize Mayor to execute Consulting Proposal with Plan B Financial Solutions, LLC Attachments: Consulting Proposal On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Consulting Proposal with Plan B Financial Solutions, LLC. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discuss whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (9), Gas Department (1), Police Department (1); New Hires in the Recreation Programs/City Pool (6), Recreation Program (1); Pay Adjustments in the Police Department (2), Resignation in the Fire Department (1); Retirements in the Fire City of Vicksburg Page 4 Printed on 6/2/2015 Board of Mayor and Aldermen Minutes - Final May 4, 2015 Department (2); Suspension in the Police Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay, the motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (9), Gas Department (1), Police Department (1); New Hires in the Recreation Programs/City Pool (6), Recreation Program (1); Pay Adjustments in the Police Department (2), Resignation in the Fire Department (1); Retirements in the Fire Department (2); Suspension in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Thompson, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, Brian Boykins - Mayor’s Administrative Assistant, Danitta Reed - Southward's Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-15-0497 Longevity - Fire Department (8) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the Longevity Pay for Firefighter from $11.57 per hour to $11.63 per hour, Firefighter from $11.55 per hour to $11.61 per hour, Firefighter at $12.98 per hour to $13.04 per hour, Firefighter from $13.24 per hour to $13.30 per hour, Firefighter from $11.57 per hour to $11.63 per hour, Firefighter from $14.58 per hour to $14.64 per hour, Firefighter from $14.84 per hour to $14.90 per hour, Firefighter from $13.52 per hour to $13.58 per hour in the Fire Department for twenty (20) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-15-0498 Longevity - Gas Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Longevity Pay for Serviceman from $8.65 per hour to $8.74 per hour in the Gas Department for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-15-0499 Longevity - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Longevity Pay for Secretary II from $11.74 per hour to $11.83 per hour in the Police Department for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-15-0500 New Hires - Recreation Programs/City Pool (6) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hires for WSI/Lifeguard at $7.75 per hour, Cashier Cage Operator at $9.00 per hour, Lifeguard at $7.25 per hour, WSI/Lifeguard at $7.75 per hour, WSI/Lead Head Lifeguard at $8.00 per hour, Lifeguard at $7.25 per hour in the Recreation Programs/City Pool. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-15-0501 New Hire - Recreation Program (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve New Hire for Score Keeper at $8.50 per game in the Recreation Program. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-15-0503 Resignation - Fire Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept Resignation from Non-Civil Service Paramedic in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson H. ID-15-0504 Retirements - Fire Department (2) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Retirements for Fire Investigator/Inspector, Fire Captain in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I. ID-15-0505 Suspension - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Suspension for Police Officer for ten (10) days to be served consecutively when determined by the Chief of Police to accommodate VPD scheduling needs in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson J. ID-15-0598 On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to come out of Executive Session and Approve everything done in Executive Session.
