Invocation was given by Associate City Attorney Bobby Robinson.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt Agenda as printed. The motion was adopted
unanimously by the following vote:

A. ID-15-0526 Adopt Board Meeting Minutes:
1. April 20, 2015
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to delete the Minutes for April 20, 2015 from the Agenda .
The motion was adopted unanimously by the following vote:

Routine Agenda:
A. ID-15-0513 Receive Sealed Bids for:
1. Water Treatment Chemicals
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Board
proceeded to open bids submitted for furnishing Water Treatment Chemicals in
accordance with specifications and instructions for bidding on file in the office of
City Clerk: Proof of publication of legal advertisements was presented and
ordered filed.
WATER TREATMENT CHEMICALS:
HARCROS CHEMICALS INC., 4280 Rifle Range Road; Vicksburg, MS 39180
The Purchasing Director stated there are multiple line items and with permission
of the Board the bids be made available for review immediately following the
Board Meeting rather than reading them aloud at this time.
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept and refer the foregoing bids to the Purchasing
Department and Various Departments for review and recommendation back to
the Board for award. The motion was adopted unanimously by the following
vote:

B. ID-15-0508 Southern Cultural Heritage Center Updates
Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of May, 2015 and invited the public to attend.

The Mayor and Aldermen thanked Ms. Massey for attending the meeting
C. ID-15-0518 Accept recommendation of Allen & Hoshall to Award Proposal and
Contract for Generator Install - Year Two to Killen Contractors, Inc. in
the amount of $235,614.85

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to award Proposal and Contract for Generator Install - Year
Two to Killen Contractors, Inc. of Brandon, MS in the amount of $235,614.85 . The
motion was adopted unanimously by the following vote:

D. ID-15-0515 Authorize Mayor to execute Mississippi Landmark Permit issued by
Mississippi Department of Archives and History for roof replacement at
Central Fire Station

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to execute Mississippi Landmark
Permit issued by Mississippi Department of Archives and History for roof
replacement at Central Fire Station. The motion was adopted unanimously by the

E. ID-15-0516 Authorize Mayor to execute Mississippi Landmark Permit issued by
Mississippi Department of Archives and History for window replacement
at Central Fire Station

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to authorize the Mayor to execute Mississippi Landmark
Permit issued by Mississippi Department of Archives and History for window
replacement at Central Fire Station. The motion was adopted unanimously by the
following vote:

F. ID-15-0510 Discuss dilapidated buildings and overgrown lot codes and Authorize
Victor Gray-Lewis, Director of Buildings and Inspections, to proceed to
cut, clean, and demolish properties

Victor Gray-Lewis, Director of Community Development, came before the Board
to discuss and request permission to proceed to cut, clean and demolish the
attached properties:
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. Along with the
following actions:

and Aldermen voted to approve additions to employee driving list for Carlon
Ross - Purchasing Department; Akerius B. Jones - Street Department; Eliza

H. ID-15-0517 Approve request for sponsorship from Par-Busters Golf Association of
Vicksburg

Mayor Flaggs stated that purchasing an advertisement from Par-Busters Golf
Association of Vicksburg will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of an ad from Par-Busters Golf Association of Vicksburg in the
amount of $150.00. The motion was adopted unanimously by the following vote:

Resolutions:
I. ID-15-0511 Adopt Resolution declaring service weapon surplus and Authorize
sale to Officer Gordon Clay Griffin in accordance with Section
45-9-131 of the Mississippi Code of 1972

Mayor and Aldermen voted to adopt Resolution declaring service weapon

K. ID-15-0514 Authorize Mayor to execute Memorandum of Understanding with the
Mississippi Department of Transportation for the FY15 Urban Youth
Corps Project

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to execute Memorandum
of Understanding with the Mississippi Department of Transportation for the
FY15 Urban Youth Corps Project. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Thompson. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Thompson. None voting nay, the motion was unanimously
adopted.

The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hires in the Recreation/City Pool (5), Recreation
Programs (1), New Hire Parks and Recreation Maintenance Department (1); Pay
Adjustment in the Police Department (1); Retirement in the Fire Department (1);
Resignation in the Water Maintenance Department (1); Permission to Post in the
Water Maintenance Department (1). The motion was seconded by Alderman
Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs,
Alderman Mayfield, Alderman Thompson. None voting nay, the motion was
adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Recreation/City Pool (5), Recreation
Programs (1), New Hire Parks and Recreation Maintenance Department (1); Pay
Adjustment in the Police Department (1); Retirement in the Fire Department (1);
Resignation in the Water Maintenance Department (1); Permission to Post in the
Water Maintenance Departmen (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Thompson, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Walterine Langford - Human Resource Director, Tasha W. Jordan - Deputy
City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Danitta Reed -
Southward's Administrative Assistant.
Personnel Matters:
A. ID-15-0519 New Hires - Recreation/City Pool (5)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve New Hires for four (4) Lifeguards at
$7.25 per hour, WSI/Lifeguard at $7.75 per hour in the Recreation/City Pool.
The motion was adopted unanimously by the following vote:

B. ID-15-0520 New Hire - Recreation Programs (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve New Hire for Youth Softball Umpire at
$15.00 per game in the Recreation Programs. The motion was adopted
unanimously by the following vote:

C. ID-15-0521 New Hire - Parks and Recreation Maintenance Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve New Hire for Seasonal Laborer at $7.25
per hour in the Parks and Recreation Maintenance Department. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
D. ID-15-0522 Pay Adjustment - Police Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Investigator at
$15.45 per hour to $15.65 per hour in the Police Department. The motion was
adopted unanimously by the following vote:

E. ID-15-0523 Retirement - Fire Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Retirement for Fire Captain in the Fire
Department. The motion was adopted unanimously by the following vote:

F. ID-15-0524 Resignation - Water Maintenance Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept Resignation from Laborer in the Water
Maintenance Department. The motion was adopted unanimously by the
following vote:

Water Maintenance Department. The motion was adopted unanimously by
the following vote:

H. ID-15-0619 On motion of Alderman Mayfield, seconded by Alderman Thompson,
the Mayor and Aldermen voted to come out of Executive Session

On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor
and Alderman voted to approve Claims Docket. The motion was adopted
unanimously by the following vote:

Adjournment
On motion of Alderman Thompson, seconded by Mayor Flaggs, and unanimously
passed, the Mayor and Alderman of the City of Vicksburg adjourned to meet 10
o’clock a.m., Monday, May 18, 2015, to take up and act upon any and all matters
that may come before the Board.
