The Purchasing Director stated there are multiple line items and with permission
of the Board the bids be made available for review immediately following the
Board Meeting rather than reading them aloud at this time.
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept and refer the foregoing bids to the Purchasing
Department and Various Departments for review and recommendation back to
the Board for award. Authorize City Clerk to re-advertise Sealed Bids for Shaved
Ice Stand; Exclusive Pouring Rights; Traffic Management Supplies; Sand, Rock
and Gravel. The motion was adopted unanimously by the following vote:

Vicksburg Airport Terminal Building Elevator Project. The motion was adopted
unanimously by the following vote:

C. ID-15-0705 Approve request from Y's Men Club for permission to hold Oktoberfest

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the following Reports: City Sexton,

by the attached vote:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Thompson. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Fire Department (2); New Hire in
the Traffic Department (1); Pay Adjustments in the Administration Department;
Police Department (1), Fire Department (2); Retro Pay Adjustment in the Fire
Department (1); Resignation in the Fire Department (1); Retirement in the Fire
Department (1); Termination in the Gas Department (1); Suspension in the Sewer
Department (1); Permission to Post in the Gas Department (1). The motion was
seconded by Alderman Mayfield, and upon vote being taken, the following voting
aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson. None voting nay,
the motion was unanimously adopted.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Fire Department (2);
New Hire in the Traffic Department (1); Pay Adjustments in the Administration
Department; Police Department (1), Fire Department (2); Retro Pay Adjustment in
the Fire Department (1); Resignation in the Fire Department (1); Retirement in the
Fire Department (1); Termination in the Gas Department (1); Suspension in the
Sewer Department (1); Permission to Post in the Gas Department (1).
The Mayor and Aldermen are now in executive session.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Longevity Pay for Deputy Chief from
$30.29 per hour to $30.38 per hour for twenty (20) years of service; Training
Officer from $19.22 per hour to $19.31 per hour in the Fire Department. The
motion was adopted unanimously by the following vote:

B. ID-15-0727 New Hire - Traffic Department (1)
On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to approve New Hire Supervisor at $42,000.00 annually in the
Traffic Department. The motion was adopted by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Pay Adjustment for Police Officer/FTO
from $17.25 per hour to $16.50 per hour Police Department. The motion was
adopted unanimously by the following vote:

Ambulance III from $10.51 per hour to Firefighter Ambulance IV at $10.92 per
hour; Captain V+ from $14.90 per hour to $15.16 per hour in the Fire
Department. The motion was adopted unanimously by the following vote:

F. ID-15-0731 Retro Pay Adjustment - Fire Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Retro Pay Adjustment for Deputy Chief
for longevity hours worked from May 10, 2015, through June 09, 2015. Total
regular hours worked = 177.55x.09=$15.98 and no overtime hours. Total due
employee is $15.98 in the Fire Department. The motion was adopted
unanimously by the following vote:

Mayor and Aldermen voted to accept Resignation from Paramedic in the Fire
Department. The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept Retirement from Captain in the Fire
Department. The motion was adopted unanimously by the following vote:

I. ID-15-0734 Termination - Gas Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Termination for Welder in the Gas
Department for violation of City Drug Policy and DOT Drug Policy. The
motion was adopted unanimously by the following vote:

J. ID-15-0735 Suspension - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Suspension of Foreman for three (3)
day in the Sewer Department for violation of the City's Attendance Policy (8
unexcused absences). The motion was adopted unanimously by the
following vote:

K. ID-15-0736 Permission to Post - Welder - Gas Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Request to Post for Welder in the Gas
Department. The motion was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to come out of Executive Session and Approve
everything done in Executive Session. The motion was adopted unanimously
by the following vote:

C. ID-15-0728 Pay Adjustments - Administration Department (3)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted Pay Adjustments for Mayor from $93,808.00 annually to
$98,498.40 annually, Southward Alderman from $75,046.40 annually to
$78,798.72 annually, Northward Alderman $75,046.40 annually to $78,798.72
annually. Pursuant to Section 2-1(c) of the Code of Ordinance of the City of
Vicksburg, the Board of Mayor and Alderman receive a pay adjustment of 5%

increase every 2nd and 3rd July 1 of their term. The motion was adopted
unanimously by the following vote:
