On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to amend the Agenda as printed. The motion was adopted
unanimously by the following vote:

Mayor Flaggs recognized Michael Walker, Derrick Stamps, Andrew Rodgers and
Dorothy Bowman in the Fire Department; with fifteen (15) years of service.
William Nettle in the TV23 Department for five (5) years of service.
The Mayor and Aldermen congratulated Michael Walker, Derrick Stamps, Andrew
Rodgers, Dorothy Bowman and William Nettle for their years of service with the
City of Vicksburg.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve request from Vicksburg Catholic School to close
streets for 5K Run/Walk and 1 Mile Fun run Race/Event on Saturday, October 31,
2015. The motion was adopted unanimously by the following vote:

C. ID-15-0685 Approve request from Kathy Holden to block Military Avenue between
Halls Ferry Road and Franklin Street for the 1st Annual Marcus Bottom
Reunion on Saturday, July 11, 2015 from 12:00 noon until 6:00 p.m.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve request from Kathy Holden to block Military

D. ID-15-0682 Accept Letters for Cost of Cutting and Cleaning Lots and Adopt
Resolution to Establish Special Assessment for the following properties:
1. 1409 Lane Street, PPIN 15345; owned by Geneva Lewis Dorsey
2. 2938 Park Avenue, PPIN 5575; owned by State of Mississippi
3. 2714 Drummond Street, PPIN 5526; owned by State of Mississippi

presented to the Board:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept the foregoing Letters (Statements) for cost of
cutting and cleaning lots and Adopt the following Resolutions establishing
Special Assessments. The motion was adopted unanimously by the following
vote:

E. ID-15-0683 Discuss dilapidated buildings and overgrown lot codes and Authorize
Victor Gray-Lewis, Director of Community Development, to proceed to
cut, clean, and demolish properties

Victor Gray-Lewis, Director of Community Development, came before the Board
to discuss and request permission to proceed to cut, clean and demolish the
following property:
2511 Cedar Street, PPIN 15576; owned by Robert Wheatley Estate c/o Annie B.
Harrison (Cut grass/weeds; Remove trash & debris; Remove dilapidated building)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing property to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. The motion
was adopted unanimously by the following vote:

F. ID-15-0688 ADOPT RESOLUTION BY THE MAYOR AND ALDERMEN OF THE
CITY OF VICKSBURG, MISSISSIPPI TO DESIGNATE THE
PROPER INDIVIDUALS TO SIGN CHECKS AND PERFORM
BANKING TRANSACTIONS

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to ADOPT RESOLUTION BY THE MAYOR AND ALDERMEN
OF THE CITY OF VICKSBURG, MISSISSIPPI TO DESIGNATE THE PROPER
INDIVIDUALS TO SIGN CHECKS AND PERFORM BANKING TRANSACTIONS.
The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize Mayor to Execute Interlocal
Agreement Between The City of Vicksburg, Mississippi and Warren County,
Mississippi for FY2015 Edward Byrne Memorial Justice Assistance Grant
(JAG) Program Award. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Thompson. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Fire Department (4); Longevity
Pay in TV23 (1); New Hire in the Traffic Department (1); Pay Adjustment
Correction in the Police Department (1); Pay Adjustments in the Police
Department (3); Retirement in the Public Works Department (1); Termination in
the Landscape Department (1); Permission to Post in the Landscape Department
(1); Added Items: Termination in the Recreation/City Pool (1); Pay Adjustment in
the Water Maintenance Department (1). The motion was seconded by Alderman
Mayfield, and upon vote being taken, the following voting aye: Mayor Flaggs,
Alderman Mayfield, Alderman Thompson. None voting nay, the motion was
adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Fire Department (4);
Longevity Pay in TV23 (1); New Hire in the Traffic Department (1); Pay Adjustment
Correction in the Police Department (1); Pay Adjustments in the Police
Department (3); Retirement in the Public Works Department (1); Termination in
the Landscape Department (1); Permission to Post in the Landscape Department
(1); Added Items: Termination in the Recreation/City Pool (1); Pay Adjustment in
the Water Maintenance Department (1).
The Mayor and Aldermen are now in executive session.

Personnel Matters:
A. ID-15-0692 Longevity - Fire Department (4)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for Lieutenant
Paramedic from $13.99 per hour to $14.06 per hour, Lieutenant Firefighter
from $12.27 per hour to $12.34 per hour, Lieutenant Firefighter from $11.50
per hour to $11.57 per hour in the Fire Department. Longevity Pay for Training
Officer was postponed until Friday, June 19, 2015 Board Meeting. The motion
was adopted unanimously by the following vote:

B. ID-15-0693 Longevity - TV23 (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for Director from $17.79
per hour to $17.88 in TV23. The motion was adopted unanimously by the
following vote:

C. ID-15-0694 New Hire - Traffic Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to add New Hire in the Traffic Department to
Friday, June 19, 2015 Board's Meeting. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
D. ID-15-0695 Pay Adjustment Correction - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to rescind Pay Adjustment for Police Officer from
$17.15 per hour to $17.35 per hour on May 18, 2015, Board Meeting, along
with the motion to approve correct Pay Adjustment from $16.40 per hour to
$16.60 per hour in the Police Department. The motion was adopted
unanimously by the following vote:

E. ID-15-0696 Pay Adjustments - Police Department (3)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Police
Officer/FTO from $18.25 per hour to $18.45 per hour, Police Officer from
$14.80 per hour to $15.00 per hour; Police Officer from $14.05 per hour to
$14.25 per hour Police Department. The motion was adopted unanimously by
the following vote:

F. ID-15-0697 Retirement - Public Works Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept Retirement from Coordinator in the
Public Works Department. The motion was adopted unanimously by the
following vote:

G. ID-15-0698 Termination - Landscape Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Termination for Laborer in the
Landscape Department. The motion was adopted unanimously by the
following vote:

I. ID-15-0724 Termination - Recreation/City Pool (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Termination for WSI Lifeguard in the
Recreation/City Pool Program. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
J. ID-15-0725 Pay Adjustment - Water Maintenance Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Laborer at $7.25
per hour to $8.00 per hour in the Water Maintenance Department. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
K. ID-15-0909 Come out of Executive Session and Approve everything done in
Executive Session.
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to come out of Executive Session and Approve
everything done in Executive Session. The motion was adopted unanimously
by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Adjournment
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, June 19, 2015, to take up and act upon any and all
matters that may come before the Board.
