On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt Board Meeting Minutes for July 10, 2015. The
motion was adopted unanimously by the following vote:

A. ID-15-1006 Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of September 2015 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting
B. ID-15-1014 Approve request to place three (3) manufacture homes for display on
city property located on South Madison Street during the MS Regional
Housing Summit from September 16-23, 2015. Private security will be
provided

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve request to place three (3) manufacture homes for
display on city property located on South Madison Street During the MS Regional
Housing Summit from September 16-23, 2015. Private security will be provided.

B.1 ID-15-1084 Approve advertisement in Vicksburg Post for $775.26 to promote
Vicksburg Youth Council
Mayor Flaggs stated that purchasing an advertisement from the Vicksburg Post
to promote the Vicksburg Youth Council will bring into favorable notice the
opportunities, possibilities and resources of the City of Vicksburg and will be
helpful toward advancing the moral, financial and other interest of the City of
Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of an ad from Vicksburg Post to promote the Vicksburg Youth
Council in the amount of $775.26. The motion was adopted unanimously by the
following vote:

C. ID-15-1033 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety and welfare of the community

before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
Fifth North Street, PPIN 17534; owned by the State of Mississippi (cut grass /
weeds; remove trash & debris)
2518 Franklin Street, PPIN 16807; owned by Josie Greer et al (cut grass / weeds;
remove trash & debris)
1200 Harrison St., PPIN 18230; owned by the State of Mississippi (cut grass /
weeds; remove trash & debris)
Lane Street, PPIN 15370; owned by Larry D. Minor et al c;o Larry D. Minor (cut
grass / weeds; remove trash & debris)

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties not complied to be a
public menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the
property owners.
The motion was adopted unanimously by the following vote:

H. ID-15-1025 Authorize issuance of requisition number 1509994 in the amount of
$27,492.56, written to Eastern Aviation Fuels, Inc. of New Bern, NC for

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the issuance of requisition number 1509994 in
the amount of $27,492.56, written to Eastern Aviation Fuels, Inc. of New Bern, NC
for the purchase of Avgas fuel for resale at the Airport. The motion was adopted
unanimously by the following vote:

I. ID-15-1007 Approve request for advertisement from jb Entertainment Group

Mayor Flaggs stated that purchasing an advertisement from jb Entertainment
Group will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship package ad from jb Entertainment Group for the
Alcorn State University Homecoming Weekend in the amount of $1.500.00. The
motion was adopted unanimously by the following vote:

J. ID-15-1009 Approve request for matching funds in the amount of $1,708.60 to
Central Mississippi Prevention Services, Inc. for After School Program

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve allocation of funds in the amount of $1,708.60 to
Central Mississippi Prevention Services, Inc. for after school program. The City
is authorized pursuant to Sec. 21-19-65 of the Mississippi Code of 1972, as
amended, for matching funds for social and community service programs and
the City is matching these funds. The motion was adopted unanimously by the

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to add to Executive Session a Resignation in the Police
Department. Voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield.
None voting nay, the motion was adopted unanimously.
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Police Department (1), Fire
Department (1); Pay Adjustments in the Fire Department (2), Sewer Department
(1); Discussion in the Fire Department (1); Permission to Post in the Sewer
Department (1); Resignation in the Fire Department (1); Litigation Matter (2). The
motion was seconded by Alderman Mayfield, and upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Police Department (1), Fire
Department (1); Pay Adjustments in the Fire Department (2), Sewer Department
(1); Discussion in the Fire Department (1); Permission to Post in the Sewer
Department (1); Resignation in the Fire Department (1); Litigation Matter (2).
The Mayor and Aldermen are now in executive session.

Firefighter/Ambulance V at $11.61 per hour to Firefighter V at $10.80 per hour
in the Fire Department. The motion was adopted unanimously by the

D. ID-15-1047 Pay Adjustment - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the

Operator at $11.59 per hour to $12.09 per hour in the Sewer Department. The
motion was adopted unanimously by the following vote:

F. ID-15-1032 Permission to Post - Equipment Operator - Sewer Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the

Operator in the Sewer Department. The motion was adopted unanimously by

F.1 ID-15-1083 Resignation - Police Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept Resignation from Police Officer in the
Police Department, effective September 04, 2015. Resignation under threat of
termination. The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Litigation Matters regarding City of
Vicksburg v. M.D.E.S. rescind authority to remove $235.00 and Authorize
settlement. Approve Litigation Matter regarding City of Vicksburg v. Marcus
Wells by authorizing Human Resource to to appeal unemployment benefits.
