On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to open the Appeal Hearing: Rose Carson and Malcolm
Carson. Voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Thompson.
None voting nay, the hearing proceeded as follows:
Today being the date set for hearing the Appeal filed by Rose Carson and
Malcolm Carson from the decision of the Board of Architectural Review rendered
in meeting held on Tuesday, July 28, 2015, issuing a 150 Day Stay of Demolition
for the building located at 916 Walnut Street for the purpose of consultation with
the applicant, consultation with local preservation groups and any other
interested parties, and dissemination of information concerning this structure as
provided by Ordinance 71-8 of the Code of Ordinances of the City of Vicksburg,
Mississippi, which was thereupon ordered filed.
The testimony as taken by Amy Key, bonded reporter, is made a matter of record
hereof as thoughtfully set out herein.
The minutes of the Board of Architectural Review meeting is made a matter of
record hereof as though full set out herein.
Rose Carson and Malcolm Carson presented their case to the City as follows:
Upon motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to take under advisement the decision of the Board of
Architectural Review rendered in meeting held on Tuesday, July 28, 2015, issuing
a 150 Day Stay of Demolition for the building located at 916 Walnut Street for the
purpose of consultation with the applicant, consultation with local preservation
groups and any other interested parties, and dissemination of information
concerning this structure as provided by Ordinance 71-8 of the Code of
Ordinances of the City of Vicksburg. Voting aye, Mayor Flaggs, Alderman

Upon completion of testimony, on motion of Alderman Mayfield, seconded by
Alderman Thompson, the Mayor and Aldermen voted to close hearing of Rose
Carson and Malcolm Carson. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Thompson. None voting nay, the motion was unanimously adopted.

Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the

Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of September 2015 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.
C. ID-15-1008 Adopt Resolution to Set Downtown Tax Rate
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt Resolution to Set Downtown Tax Rate. The motion
was adopted unanimously by the following vote:

requesting the Board to waive the cost of rental at the pavilion.

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to execute Municipal /
Government Entity Auction Agreement with Jeff Martin Auctioneers, Inc. The
auction will be held at the City Pavilion on Saturday, December 05, 2015.
Also, requesting the Board to waive the cost of rental at the pavilion. The
motion was adopted unanimously by the following vote:

O.1 ID-15-1089 Authorize advertisement in the Jackson Advocate's 78th Anniversary

Mayor Flaggs stated that purchasing an advertisement from The Jackson
Advocate Ad will bring into favorable notice the opportunities, possibilities
and resources of the City of Vicksburg and will be helpful toward advancing

On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg
approved the purchase of a half page ad from The Jackson Advocate 78th
Anniversary Issue in the amount of $600.00. The motion was adopted
unanimously by the following vote:

Alderman Mayfield returned to the Board Meeting.
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Water Maintenance Department
(1), Gas Department (1), Landscape Department (1); New Hire in the Right of Way
Department (1), Police Department (1); Pay Adjustments in the Police Department
(4); Work Schedule Adjustment at the Airport (1); Pay Correction in the Street
Department (1); Rescind Pay Correction in the Police Department (1); Retro Pay
Adjustment in the Police Department (1); Resignation in the Water Treatment
Plant (1); Termination in the Fire Department (1); Permission to Post for Secretary
II in the Police Department (1), Deputy Court Clerk in the City Court (1), Police
Specialist in the Police Department (1). The motion was seconded by Alderman
Mayfield, and upon vote being taken, the following voting aye: Mayor Flaggs,
Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

Personnel Matters:
A. ID-15-1052 Longevity - Water Maintenance Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Longevity Pay for Foreman from
$12.70 per hour to $12.79 per hour in the Water Maintenance Department for
twenty (20) years of service. The motion was adopted unanimously by the
following vote:

B. ID-15-1053 Longevity - Gas Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Longevity Pay for Lead Foreman from
$11.78 per hour to $11.87 per hour in the Gas Department for twenty (20)
years of service. The motion was adopted unanimously by the following vote:

C. ID-15-1054 Longevity - Landscape Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Longevity Pay for Foreman from
$13.30 per hour to $13.39 per hour in the Landscape Department for twenty

On motion of Alderman Mayfield, seconded by Alderman Thompson, the

Administrative Assistant. Action Form approved on June 19, 2006, for
longevity paid .09 cents for her 10 year longevity pay, when she should have
been paid .08 cents in the Street Department. The motion was adopted
unanimously by the following vote:

I. ID-15-1058 Rescind Pay Correction - Police Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to Rescind the action from approved by the Board
on August 10, 2015 to correct the rate of pay to reflect $10.00 per hour in the
Police Department. The motion was adopted unanimously by the following
vote:

J. ID-15-1059 Retro Pay Adjustment - Police Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Retro Pay Adjustment for hours
worked between August 10, 2015 - September 01, 2015, due to her not being
paid the correct Crossing Guard hourly rate of pay. The Crossing Guard
should have been paid $10.68 per hour, instead was paid $10.00 per hour.
This action waws approved by the Board on August 10, 2015. An Action
Form to correct the Crossing Guard's rate of pay will be presented to the
Board for approval on September 10, 2015. Total regular hours worked,
30x.68=$20.40 and no overtime hours worked during this pay period. Total
retro due = $20.40 in the Police Department. The motion was adopted
unanimously by the following vote:
