Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A. Mayfield, Sr. Pledge of Allegiance was led by Alderman Willis T. Thompson 2. Adopt Agenda ADD: Authorize Mayor to Execute Agreement with Bottin Consulting Group, Inc. for Appraisal Services of Kuhn Property On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Proclamation: A. ID-16-561 Proclamation - Declaring May 23, 2016 through June 05, 2016 as National Click It or Ticket Period Attachments: Proclamation - National Click It or Ticket Routine Agenda: A. ID-16-563 Approve request for advertisement from the Vicksburg High Gator Booster Club for the Second Annual "Malcolm Butler Football Camp" Attachments: Malcolm Butler Football Camp Mayor Flaggs stated that purchasing an advertisement from Vicksburg High Gator Booster Club will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of an advertisement banner from Vicksburg High Gator Booster Club for the Second Annual "Malcolm Butler Football Camp" in the amount of $1,250.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-573 Approve request for advertisement from the Boy Scouts of America for the upcoming Pancake Supper on Saturday June 18th from 5:30 to 7:30 p.m. Attachments: Boy Scouts of America Mayor Flaggs stated that purchasing an advertisement from The Boy Scouts of America will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-562 Approve request for advertisement from the House of Peace Worship Church International for their Annual Regional Pastors, Ministers and Leaders Conference Attachments: House of Peace Worship Church International Mayor Flaggs stated that purchasing an advertisement from The House of Peace Worship Church International will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Thompson, seconded by Alderman Mayfield, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase for an advertisement from The House of Peace Worship Church International for their Annual Regional Pastors, Ministers and Leaders Conference in the amount of $500.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-565 Approve request from the Vicksburg Convention Center to block part of Mulberry Street and waive the Open Container Law to celebrate Mellow Monday held on May 23, 2016 from 5pm - 7pm. Attachments: Mellow Monday On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the request from the Vicksburg Convention Center to block part of Mulberry Street and waive the Open Container Law to celebrate Mellow Monday held on May 23, 2016 from 5pm - 7pm. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-564 Approve request for allocation of funds from the Warren County Soil and Water Conservation District in the amount of $15,000.00, pursuant to Section 69-27-24 of the Mississippi Code Attachments: Warren County Soil & Water Conservation District On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve allocation of funds in the amount of $15,000.00 to the Warren County Soil and Water Conservation District. The City is authorized pursuant to Sec. 69-27-24 of the Mississippi Code of 1972, as amended, for municipalities to contribute to soil conservation district. No limit or matching funds. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-16-569 Approve request from the Parks and Recreation Department to purchase 100 gift cards from the Hot Dog Man and 100 gift cards from Snow-Biz at $2.50 each totaling $500.00 to promote the 20th Anniversary of the City Pool Attachments: Parks & Recreation Department On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the request from the Parks and Recreation Department to purchase 100 gift cards from The Hot Dog Man and 100 gift cards from Sno-Biz at $2.50 each, totaling $500.00 to promote the 20th Anniversary of the City Pool. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Contracts: G. ID-16-570 Authorize Mayor to Execute Lease Agreement with Eastern Aviation Fuels, Inc. to lease one (1) Avgas Refueling Truck and one (1) Jet Refueling Truck at the Vicksburg Municipal Airport Attachments: Eastern Aviation Fuels, Inc. Letter Eastern Aviation Fuels, Inc. On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor to Execute Lease Agreement with Eastern Aviation Fuels, Inc. to lease one (1) Avgas Refueling Truck and one (1) Jet Refueling Truck at the Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson J. ID-16-571 Authorize Mayor to Execute Engineer Agreement Amendment No. 6 with Engineering Service, a division of M & G Enterprises, Inc., on the Primary Clarifiers Rehab at the Waste Water Treatment Facility Attachments: Engineering Service On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to Execute Engineer Agreement Amendment No. 6 with Engineering Service, a division of M & G Enterprises, Inc., on the Primary Clarifiers Rehab at the Waste Water Treatment Facility. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson K. ID-16-572 Authorize Mayor to Execute Contract Amendment with CDM Smith for the Water Treatment Plant Operations Attachments: CDM Smith On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor to Execute Contract Amendment with CDM Smith for the Water Treatment Plant Operations. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson K.1 ID-16-713 Authorize Mayor to Execute Agreement with Bottin Consulting Group, Inc. for Appraisal Services of Kuhn Property On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor to Execute Agreement with Bottin Consulting Group, Inc. for Appraisal Services of Kuhn Property. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson City of Vicksburg Page 3 Printed on 9/16/2016 Board of Mayor and Aldermen Minutes - Final May 16, 2016 Executive Session: Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Thompson, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for New Hire in Vehicle Maintenance (1); Amend Hire Dates in the Recreation Programs/City Pool (4); Resignation in the Police Department (1); Suspension in the Street Department (1); Termination in the Sewer Department (1). The motion was seconded by Alderman Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hire in Vehicle Maintenance (1); Amend Hire Dates in the Recreation Programs/City Pool (4); Resignation in the Police Department (1); Suspension in the Street Department (1); Termination in the Sewer Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Thompson, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, John W. Carroll, Sr. - Assistant City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Debra Goodman - Mayor's Administrative Assistant, Danitta Reed - Southward's Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-16-574 New Hire - Vehicle Maintenance (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the New Hire for Mechanic II at $14.00 per hour in the Vehicle Maintenance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-575 Amended Hire Dates - Recreation Programs/City Pool (4) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the amended Hire Dates from May 02, 2016 to May 16, 2016 for a Cage Worker at $9.00 per hour, Two (2) Returning Lifeguards at $7.50 per hour, Head Lifeguard at $8.00 per hour in the Recreation Programs/City Pool. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-576 Resignation - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept the Resignation from a Police Officer in the Police Department, effective May 20, 2016. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-577 Suspension - Street Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve the Suspension for a Laborer for three (3) days in the Street Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-578 Termination - Sewer Department (1) Tabled until next Board Meeting F.
