On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt the Agenda as amended. The motion was adopted
unanimously by the following vote:

Booster Club for the Second Annual "Malcolm Butler Football Camp"

Mayor Flaggs stated that purchasing an advertisement from Vicksburg High
Gator Booster Club will bring into favorable notice the opportunities, possibilities
and resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of an advertisement banner from Vicksburg High Gator Booster
Club for the Second Annual "Malcolm Butler Football Camp" in the amount of
$1,250.00. The motion was adopted unanimously by the following vote:

B. ID-16-573 Approve request for advertisement from the Boy Scouts of America for
the upcoming Pancake Supper on Saturday June 18th from 5:30 to 7:30
p.m.

Mayor Flaggs stated that purchasing an advertisement from The Boy Scouts of
America will bring into favorable notice the opportunities, possibilities and

On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved

the purchase of a full page ad from The Boy Scouts of America for the upcoming
Pancake Supper on Saturday, June 18th from 5:30 to & 7:30 p.m. in the amount of
$100.00. The motion was adopted unanimously by the following vote:

C. ID-16-562 Approve request for advertisement from the House of Peace Worship
Church International for their Annual Regional Pastors, Ministers and
Leaders Conference

Mayor Flaggs stated that purchasing an advertisement from The House of Peace
Worship Church International will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase for an advertisement from The House of Peace Worship Church
International for their Annual Regional Pastors, Ministers and Leaders
Conference in the amount of $500.00. The motion was adopted unanimously by
the following vote:

D. ID-16-565 Approve request from the Vicksburg Convention Center to block part of
Mulberry Street and waive the Open Container Law to celebrate Mellow
Monday held on May 23, 2016 from 5pm - 7pm.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve the request from the Vicksburg Convention
Center to block part of Mulberry Street and waive the Open Container Law to
celebrate Mellow Monday held on May 23, 2016 from 5pm - 7pm. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
E. ID-16-564 Approve request for allocation of funds from the Warren County Soil and
Water Conservation District in the amount of $15,000.00, pursuant to
Section 69-27-24 of the Mississippi Code

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve allocation of funds in the amount of $15,000.00 to
the Warren County Soil and Water Conservation District. The City is authorized
pursuant to Sec. 69-27-24 of the Mississippi Code of 1972, as amended, for
municipalities to contribute to soil conservation district. No limit or matching
funds. The motion was adopted unanimously by the following vote:

F. ID-16-569 Approve request from the Parks and Recreation Department to
purchase 100 gift cards from the Hot Dog Man and 100 gift cards from
Snow-Biz at $2.50 each totaling $500.00 to promote the 20th
Anniversary of the City Pool

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the request from the Parks and Recreation
Department to purchase 100 gift cards from The Hot Dog Man and 100 gift cards
from Sno-Biz at $2.50 each, totaling $500.00 to promote the 20th Anniversary of
the City Pool. The motion was adopted unanimously by the following vote:

Mayor and Aldermen voted to authorize the Mayor to execute Standard
Hangar Lease Agreement with Darrell Jacks. The motion was adopted
unanimously by the following vote:

H. ID-16-568 Authorize Mayor to Execute Memorandum of Agreement (MOA) for
the Heritage Walking Trails Project between The City of Vicksburg
and The Warren County Chamber of Commerce Community Fund,
Inc.

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to Execute Memorandum

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize the Mayor to Execute Lease
Agreement with Eastern Aviation Fuels, Inc. to lease one (1) Avgas Refueling

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to Execute Engineer
Agreement Amendment No. 6 with Engineering Service, a division of M & G
Enterprises, Inc., on the Primary Clarifiers Rehab at the Waste Water
Treatment Facility. The motion was adopted unanimously by the following
vote:

K. ID-16-572 Authorize Mayor to Execute Contract Amendment with CDM Smith
for the Water Treatment Plant Operations

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize the Mayor to Execute Contract
Amendment with CDM Smith for the Water Treatment Plant Operations. The
motion was adopted unanimously by the following vote:

K.1 ID-16-713 Authorize Mayor to Execute Agreement with Bottin Consulting Group,

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize the Mayor to Execute Agreement with
Bottin Consulting Group, Inc. for Appraisal Services of Kuhn Property. The
motion was adopted unanimously by the following vote:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in Vehicle Maintenance (1); Amend Hire
Dates in the Recreation Programs/City Pool (4); Resignation in the Police
Department (1); Suspension in the Street Department (1); Termination in the
Sewer Department (1). The motion was seconded by Alderman Thompson, and
upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in Vehicle Maintenance (1); Amend
Hire Dates in the Recreation Programs/City Pool (4); Resignation in the Police
Department (1); Suspension in the Street Department (1); Termination in the
Sewer Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Walterine Langford - Human Resource Director, John W. Carroll, Sr. -
Assistant City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Debra
Goodman - Mayor's Administrative Assistant, Danitta Reed - Southward's
Administrative Assistant.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Personnel Matters:
A. ID-16-574 New Hire - Vehicle Maintenance (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the New Hire for Mechanic II at $14.00
per hour in the Vehicle Maintenance Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
B. ID-16-575 Amended Hire Dates - Recreation Programs/City Pool (4)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the amended Hire Dates from May 02,
2016 to May 16, 2016 for a Cage Worker at $9.00 per hour, Two (2) Returning
Lifeguards at $7.50 per hour, Head Lifeguard at $8.00 per hour in the
Recreation Programs/City Pool. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
C. ID-16-576 Resignation - Police Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to accept the Resignation from a Police Officer in
the Police Department, effective May 20, 2016. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
D. ID-16-577 Suspension - Street Department (1)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the Suspension for a Laborer for three
(3) days in the Street Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
E. ID-16-578 Termination - Sewer Department (1)

Mayor and Aldermen voted to Come Out of Executive Session and Approve
All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Wednesday, May 25, 2016, to take up and act upon any
and all matters that may come before the Board.
