On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt Agenda as amended. The motion was adopted
unanimously by the following vote:

A. ID-16-1088 Receive Sealed Bids for:
1. Heavy Duty Dump Truck
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Board
proceeded to open bids submitted for furnishing Heavy Duty Dump Truck in
accordance with specifications and instructions for bidding on file in the office of
City Clerk: Proof of publication of legal advertisements was presented and
ordered filed.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept and refer the foregoing bids to the Purchasing
Department and Various Departments for review and recommendation back to
the Board for award. The motion was adopted unanimously by the following
vote:

B. ID-16-1090 Approve request for Advertisement for Jackson State University National
Alumni Association, Inc. presents the Black Tie Scholarship &
Recognition Gala

Mayor Flaggs stated that purchasing an advertisement from Jackson State
University National Alumni Association, Inc. will bring into favorable notice the
opportunities, possibilities and resources of the City of Vicksburg and will be
helpful toward advancing the moral, financial and other interest of the City of
Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a Silver Sponsorship Package from Jackson State University
National Alumni Association, Inc. Black Tie Scholarship & Recognition Gala in
the amount of $5,000.00. The motion was adopted unanimously by the following
vote:

C. ID-16-1091 Approve request from the Alcorn State University Extension Program for
Complimentary Use of the Auditorium on November 02, 2016

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve the request from the Alcorn State University
Extension Program for Complimentary Use of the City Auditorium on November
02, 2016. The motion was adopted unanimously by the following vote:

D. ID-16-1094 Approve request from the Southern Heritage Air Foundation to use the
City's Crowd Barricades for the 2016 Air Show at the Vicksburg-Tallulah
Regional Airport on October 14 and 15, 2016

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the request from the Southern Heritage Air
Foundation to use the City's Crowd Barricades for the 2016 Air Show at the
Vicksburg-Tallulah Regional Airport on October 14 and 15, 2016 . The motion was
adopted unanimously by the following vote:

E. ID-16-1093 Accept Crime Stats for June 2016 - July 2016 from the Police
Department

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to accept Crime Stat for June 2016 - July 2016 from the
Police Department. The motion was adopted unanimously by the following vote:

F. ID-16-1096 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety, and welfare of the community

before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. Along with the
following actions:

List, Rick Beers in the IT Department. The motion was adopted unanimously by
the following vote:

H. ID-16-1089 Authorize Mayor to Execute Boundary Line Agreement between The
City and J. Mack Varner

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize the Mayor to Execute Boundary Line
Agreement between The City and J. Mack Varner. The motion was adopted

I. ID-16-1092 Authorize Mayor to Execute Affordable Housing Program Agreement

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to authorize the Mayor to Execute Affordable
Housing Program Agreement for Owner Occupied Project with Federal Home
Loan Bank of Dallas. The motion was adopted unanimously by the following

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to Execute Contract with
Stantec Consulting Services, Inc. for City of Vicksburg Drainage and Storm
Sewer Improvements. The motion was adopted unanimously by the
following vote:

Docket of Claims:
J. ID-16-1087 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 133838 through
133846.
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Rescind/Correct Longevity Pay in the Waste Water
Department (1); Suspension in the Street Department (1); New Hire in the Senior
Center Department (1); Discussion Matter in the Recreation Department (1);
Discussion in the Gas Department (1). The motion was seconded by Alderman
Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs,
Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Rescind/Correct Longevity Pay in the Waste
Water Department (1); Suspension in the Street Department (1); New Hire in the
Senior Center Department (1); Discussion Matter in the Recreation Department
(1); Discussion in the Gas Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Pam Flagg - Human Resource Associate, John W. Carroll, Sr. - Deputy City
Clerk, Brian Boykins - Mayor’s Administrative Assistant, Debra Goodman -
Mayor’s Administrative Assistant, Danitta Reed - Southward's Administrative
Assistant.

Personnel Matters:
A. ID-16-1097 Rescind/Correct Longevity Pay - Waste Water Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Rescind/Correct Longevity Pay from
August 01, 2016 Board Meeting from $13.83 per hour to $13.98 per hour to
correct amount of $13.83 per hour to $13.91 per hour in the Waste Water
Treatment Plant. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
B. ID-16-1098 Suspension - Street Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Suspension for Laborer for five (5)
days for violating the City's Attendance Policy. The motion was adopted
unanimously by the following vote:

C. ID-16-1151 New Hire - Senior Center Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to table this Agenda Item. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
D. ID-16-1152 Discussion Matter - Recreation Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen discussed and voted to approve permission to Post for
Position in the Recreation Department. The motion was adopted unanimously
by the following vote:

E. ID-16-1153 Discussion Matter - Gas Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to table this Agenda Item. The motion was
adopted unanimously by the following vote:

All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Thursday, August 25, 2016, to take up and act upon any
and all matters that may come before the Board.
