Adopt Agenda ADD: Adopt Resolution to Provide Matching Funds to Jacob's Ladder Learning Center, Inc. (ID-16-1683) Discuss the Old #8 Fire Station on Halls Ferry Road (ID-17-0074) Approve Agreement with Dale Partners for Evaluation of Vicksburg Convention Center ID-17-0075) Executive Session: Pay Adjustments - Street Department (2) (ID-17-0076) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Agenda as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Recognitions: A. ID-16-1666 Employee Anniversary: 1. 5 years of service: Fire Department - Jeremy Chavez Mayor Flaggs recognized Jeremy Chavez in the Fire Department, for five (5) years of service. The Mayor and Aldermen congratulated Jeremy Chavez for his years of service with the City of Vicksburg. B. ID-16-1673 Certificate of Retirement: Claude Wright Mayor Flaggs presented a Certificate of Retirement to Claude Wright for sixteen (16) years of service Routine Agenda: A. ID-16-1626 Continue the State of Emergency for the following: 1. Repair of Traffic Light at Clay Street and Old Hwy 27 2. Repairs of Kemp Bottom Road Bridge On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Continue the State of Emergency for the following: 1. Repair of Traffic Light at Clay Street and Old Hwy 27; 2. Repairs of Kemp Bottom Road Bridge. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-1657 Southern Cultural Heritage Center Updates Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the Board to inform the public of the upcoming events at the Southern Cultural City of Vicksburg Page 1 Printed on 2/8/2017 Board of Mayor and Aldermen Minutes - Final December 9, 2016 Heritage Center for the month of December 2016 and invited the public to attend. The Mayor and Aldermen thanked Ms. Massey for attending the meeting. C. ID-16-1679 Approve request for Advertisement from The Vicksburg Post for the Letters to Santa Christmas Greetings Attachments: The Vicksburg Post Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Mayor Flaggs, seconded by Alderman Thompson, and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from The Vicksburg Post for the Letters to Santa Christmas Greetings in the amount of $1,500.00. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-1675 Declare Friday, December 23, 2016, a Holiday in further observance of the Christmas Holiday Attachments: Holiday On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to declare Friday, December 23, 2016, a Holiday in further observance of the Christmas Holiday. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-1664 Adopt Vicksburg Police Department Policy Number: 3.20 (Body Armor) Attachments: VPD Policy Number 3.20 On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to adopt the Vicksburg Police Department Policy Number: 3.20 (Body Armor). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson F. ID-16-1680 Update on Kuhn Memorial Hospital A discussion was held. No action was taken. G. ID-16-1646 Authorize City Clerk to Advertise Sealed Bids for: 1. Diesel Forklift 2. Excavator 3. Lawn Maintenance Attachments: Diesel Forklift Bid Excavator Bid Lawn Maintenance Bid On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the City Clerk to Advertise Sealed Bids for: 1. Diesel Forklift; 2. Excavator; 3. Lawn Maintenance. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson I. ID-16-1661 Authorize Mayor to Execute Contract for Services with Water Company of America Attachments: Vicksburg Contract - WCA Signed On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to authorize the Mayor to Execute Contract for Services with Water Company of America. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson J. ID-16-1662 Authorize Mayor to Execute Modification #2 to Grant Agreement for the VICK-Develop Heritage Walking Trail Network Project (P15AP00415) between The U.S. Department of the Interior National Park Service (Vicksburg NMP) and Vicksburg-Warren County Chamber of Commerce Community Fund, Inc. Attachments: Heritage Walking Trail Grant Agreement On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to Execute Modification #2 to Grant Agreement for the VICK-Develop Heritage Walking Trail Network Project (P15AP00415) between The U.S. Department of the Interior National Park Service (Vicksburg NMP) and Vicksburg-Warren County Chamber of Commerce Community Fund, Inc. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson K. ID-16-1663 Ratify the Mayor's signature on the City of Vicksburg's Executed Request for Cash #01 under the Capital Improvements Revolving Loan Program (CAP Loan with Mississippi Development Authority (MDA) Attachments: CAP Loan On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor and Aldermen voted to Ratify the Mayor's signature on the City of Vicksburg's Executed Request for Cash #01 under the Capital Improvements Revolving Loan Program (CAP Loan with Mississippi Development Authority (MDA). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson K.1 ID-17-0075 Approve agreement with Dale Partners for Evaluation of Vicksburg Convention Center On motion of Alderman Thompson, seconded by Mayor Flaggs, the Mayor and Aldermen voted to approve Agreement with Dale Partners for Evaluation of Vicksburg Convention Center Plan (Option A). The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Thompson, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Thompson moved to go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1); Pay Adjustment in the Information Technology Department (1), Recreation/Jackson Street (1), Police Department (2); Retirement in the Parks and Recreation Maintenance (1); Pay Adjustment in the Street Department (2). The motion was seconded by Alderman Mayfield, and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Longevity Pay in the Fire Department (1); Pay Adjustment in the Information Technology Department (1), Recreation/Jackson Street (1), Police Department (2); Retirement in the Parks and Recreation Maintenance (1); Pay Adjustment in the Street Department (2). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Thompson, Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, John W. Carroll, Sr. - Assistant City Clerk, Danitta Reed - Southward's Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson Personnel Matters: A. ID-16-1667 Longevity Pay - Fire Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Longevity Pay for EMS Paramedic from $13.43 per hour to $13.49 per hour in the Fire Department, for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson B. ID-16-1668 Pay Adjustment - Information Technology Department (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Adjustment for Part-Time IT Worker from $54.08 per hour to $55.16 per hour in the Information Technology Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson C. ID-16-1669 Pay Adjustment - Recreation/Jackson Street (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Adjustment for Helper at $8.00 per hour to $8.16 per hour in the Recreation/Jackson Street Program. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson D. ID-16-1670 Pay Adjustment - Police Department (2) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to approve Pay Adjustment for Police Officer from $15.15 per hour to $15.35 per hour, Patrol Officer/FTO from $15.15 per hour to Patrol Officer at $14.40 hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson E. ID-16-1672 Retirement - Parks and Recreation Maintenance (1) On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor and Aldermen voted to accept the Retirement from a Mechanic in the Parks and Recreation Maintenance.
