B. ID-17-0129 Vicksburg Convention Center Updates
Ms. Annette Kirklin, of the Vicksburg Convention Center, came before the Board
to inform the public of the upcoming events at the Vicksburg Convention Center
for the month of February 2017 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting.

Historic Preservation to close the block of Crawford Street in front of the
Southern Cultural Heritage Auditorium from 8:00 a.m. until 9:00 p.m. on February
25, 2017 for the 6th Annual Mardi Gras Carnival. The motion was adopted

Mayor Flaggs stated that purchasing an advertisement from 80th Annual
Mississippi Fire Chiefs and Firefighters Conference will bring into favorable

On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a full page ad from 80th Annual Fire Chief and Firefighters
Conference in the amount of $5,000.00. The motion was adopted unanimously by

the purchase of a full page ad from Alcorn State University for its magazine in the

all charges incurred to be assessed against the property owners. Along with the

adopted unanimously by the following vote:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Gas Distribution (1); New Hire in
the Gas Department (1), Animal Control Department (1), Sewer Department (2),
Senior Center (1); Department Transfer in Municipal Court (1); Resignation in the
Fire Department (1); Suspensions in the Police Department (1), Sewer
Department (1); Reaffirm Suspension in the Water Maintenance Department (1);
Termination in the Water Maintenance Department (1); Grievance Hearing in the
Police Department (1); Permission to Post for Cashier in the Water and Gas
Administration (1), Post for Equipment Operator in the Water Maintenance
Department (1). The motion was seconded by Alderman Thompson, and upon
vote being taken, the following voting aye: Mayor Flaggs, Alderman Thompson,
Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Gas Distribution (1);
New Hire in the Gas Department (1), Animal Control Department (1), Sewer
Department (2), Senior Center (1); Department Transfer in Municipal Court (1);
Resignation in the Fire Department (1); Suspensions in the Police Department (1),

The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Walterine Langford - Human Resource Director, Tasha W. Jordan - Deputy

the City of Vicksburg by not being truthful about going out on a 911

pending termination in the Water Maintenance Department, employee was
using city equipment for personal use in the county on at least two (2)
