Department Crime Statistic Report for January 2017. The motion was adopted

E. ID-17-0203 Approve request from Christy Pecanty regarding Riverfest 2017

Aldermen voted to approve the request from Christy Pecanty, President
(Riverfest, Inc.) to hold the 30th Annual Riverfest Music & Arts Festival on Friday,
April 07, 2017, and Saturday, April 08, 2017, in downtown Vicksburg, along with
the following assistance: Street closures from the Traffic Department; Security
from the Vicksburg Police Department; Electrical power and water; Street
cleanup from Community Services, ROW, and Street Department; Garbage
pickup; Setup and removal of fencing and barricades; Request permission to use
the City's panels of fencing and barricades; Use of City-owned bleachers; Street
Department. The motion was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsor ad from Vicksburg Family Development Service, Inc.
for the 5th Annual Justin Henry Charity Baseball Camp in the amount of $500.00.

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to execute Change Order
No. 3 and Certificate of Substantial Completion with E. Cornell Malone
Corporation for Vicksburg Convention Center Re-roof. The motion was
adopted unanimously by the following vote:

Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Fire Department (1); New Hire in
the Recreation Programs (1); Pay Adjustment in the Fire Department (1); Status
Change in the Recreation/City Pool (1); Suspension in the Sewer Department (1),
Community Development Department (1); Termination in Court Services (1),
Community Development Department (1), Recreation Tennis (1); Permission to
Post for Permit Technician in the Community Development Department (1); Retro
Pay Adjustment in the Fire Department (1); Pay Adjustment Correction in the
Police Department (1). The motion was seconded by Alderman Thompson, and
upon vote being taken, the following voting aye: Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

Personnel Matters:
A. ID-17-0225 Longevity - Fire Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for EMS/Paramedic
from $11.43 per hour to $11.49 per hour in the Fire Department, for five (5)
years of service. The motion was adopted unanimously by the following vote:

B. ID-17-0226 New Hire - Recreation Programs (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hire for VGSA Softball Umpire at
$20.00 per game in the Recreation Programs. The motion was adopted
unanimously by the following vote:

C. ID-17-0227 Pay Adjustment - Fire Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Firefighter III at
$9.92 per hour to Firefighter IV at $10.36 per hour in the Fire Department. The
motion was adopted unanimously by the following vote:

D. ID-17-0228 Status Change - Recreation/City Pool (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Status Change for Seasonal
WSI/Lifeguard at $7.75 per hour to Part-Time WSI/Lifeguard at $7.75 per hour
in the Recreation/City Pool. The motion was adopted unanimously by the

On motion of Alderman Thompson, seconded by Alderman Mayfield, the

indefinitely pending termination hearing in the Sewer Department. The
motion was adopted unanimously by the following vote:

the Community Development Department. The motion was adopted
unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Termination for Tennis Helper in the
Recreation/Tennis, effective February 17, 2017. The motion was adopted
unanimously by the following vote:

K. ID-17-0260 Retro Pay Adjustment - Fire Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Retro Pay Adjustment for Firefighter IV
paid at the incorrect rate of pay when hired in the Fire Department. Total
hours worked between the dates of January 18, 2017 and February 14, 2017
was as follows: regular hours worked 212 x $.44 = $93.28 and overtime hours
worked 20 x $.66 = $13.20. Total retro due is $106.48 The motion was adopted
unanimously by the following vote:

L. ID-17-0261 Pay Adjustment Correction - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment Correction for Officer
from $15.59 per hour to $15.79 per hour in the Police Department. The motion
was adopted unanimously by the following vote:

Executive Session
On motion of Alderman Thompson, seconded by Alderman Mayfield, the

All Items Taken Up in Executive Session. The motion was adopted
unanimously by the following vote:
