Mayor Flaggs announced:
"The City of Vicksburg, in conjunction with Jackson State University Gallery 1
and the Philadelphia Museum of the Arts will be sponsoring a Patrick Kelly
Tribute, Fashion Show, and Jazz Mixer on Sunday, March 5, 2017 from 4 pm to 6
pm at the Vicksburg City Auditorium. In addition, there will be a Public Exhibition
Fair for residents and students on Monday, March 6, 2017 from 8 am to 12 pm
also at the Vicksburg City Auditorium."

Public Hearing:
A. ID-17-0265 Appeal Hearing: Malcolm Carson regarding 916 Walnut Street
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to open the Appeal Hearing for Malcolm Carson owner of
property located at 916 Walnut Street. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Today being the date set for hearing the appeal of Malcolm Carson, from the
decision of the Architectural Review Board rendered in meeting held on January
10, 2017 appealing the decision of the Architectural Review Board denying
request for an additional ninety (90) day stay of demolition for property located at
916 Walnut Street, Vicksburg, Mississippi, which was thereupon ordered filed.
The testimony as taken by Aleshia Johnson, bonded reporter, is made a matter
of record herof as thoughtfully set out herein.

The minutes of the Architectural Review Board meeting are made a matter of
record hereof as thought fully set out herein.
Malcolm Carson presented his case to the City as follows:
Malcolm Carson withdrew his appeal regarding the stay of demolition on
property located at 916 Walnut Street and requested sixty (60) days to negotiate a
sale of building, and on the 61st day demolition of building will begin.
Upon motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor and
Aldermen voted to accept the appeal withdrawing, and approve request from
Malcolm Carson for sixty (60) days to negotiate a sale of building, and on the 61st
day demolition of building will begin. Owner will demolish on the 61st day, if not,
the city will on the 62nd day. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Upon completion of testimony, on motion of Alderman Mayfield, seconded by
Alderman Thompson, the Mayor and Aldermen voted to close hearing of Malcolm
Carson. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Thompson.
None voting nay, the motion was unanimously adopted.

Jackson, MS; Heavy Duty Conventional Dump Truck to McComb Diesel, Inc., of
Magnolia, MS; Vacuum Leaf Collector Truck to Ingram Equipment Co., of Pelham,
AL. Reject bid from Sansom Equipment Co., for not meeting the bid
specifications. The motion was adopted unanimously by the following vote:

C. ID-17-0264 Authorize issuance of requisition number 1704337 in the amount of
$5,836.00 to Sangoma U.S., Inc. to purchase a server for the IT
Department (Sole Source)

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize issuance of requisition number 1704337 in the
amount of $5,836.00 to Sangoma U.S., Inc. to purchase a server for the IT
Department (Sole Source). The motion was adopted unanimously by the
following vote:

D. ID-17-0257 Approve request from Chief Atkins to declare badge as surplus property
for Retired Captain Harold Gaines and authorize sale for $85.00

and Aldermen voted to approve request from Fire Chief Charles Atkins to declare
badge as surplus property for Retired Captain Harold Gaines and authorize sale

and Aldermen voted to approve invoice #2960 for payment in the amount of
$1,665.68 from Vicksburg-Tallulah Regional Airport for the month of January
2017. The motion was adopted unanimously by the following vote:

G. ID-17-0266 Approve request for advertisement from the Vicksburg High Gator
Booster Club for the 3rd Annual "Malcolm Butler Football Camp"

Mayor Flaggs stated that purchasing an advertisement from Vicksburg High
School Gator Booster Club will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Thompson, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a banner from Vicksburg High School Gator Booster Club for the
3rd Annual "Malcolm Butler Football Camp" in the amount of $2,500.00. The
motion was adopted unanimously by the following vote:

H. ID-17-0255 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety, and welfare of the community

Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
816 Patton, PPIN 15684; owned by Ewell & Natasha Blackmore (cut grass/weeds;
remove trash & debris; remove inoperable vehicles)
1610 Sky Farm Ave., PPIN 19767; owned by the State of Mississippi (cut
grass/wees; remove trash & debris)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing properties not complied to be a
public menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the
property owners. The motion was adopted unanimously by the following vote:

for the month of January 2017 as follows: Riles Funeral Home - $600.00;

Glenwood Funeral Home - $400.00; Jefferson Funeral Home - $1,500.00;
Lakeview Funeral Home - $1,625.00; Miscellaneous - $250.00.
The City Clerk presented the Privilege License Report for new businesses for
the month of January 2017
The City Clerk presented report of Mayor and Treasure from the Vicksburg
Police Department in the amount of $140,647.16 for January 2017
The City Clerk presented the January 2017 Detailed Budget Report for
Approval.

On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Aldermen voted to approve the following Reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax
Collection, Delinquent Tax Collection. The motion was unanimously adopted
by the attached vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Information Technology Department
(2); Pay Adjustments in the Police Department (3), Gas Department (1);
Retirement in the Fire Department (2). The motion was seconded by Alderman
Thompson, and upon vote being taken, the following voting aye: Mayor Flaggs,

Alderman Thompson, Alderman Mayfield. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Information Technology
Department (2); Pay Adjustments in the Police Department (3), Gas Department
(1); Retirement in the Fire Department (2).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Tasha W. Jordan - Deputy City Clerk, Debra Goodman - Mayor’s
Administrative Assistant.

Personnel Matters:
A. ID-17-0272 New Hires- Information Technology Department (2)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hires for Information Specialist at
$9.50 per hour, Computer Specialist at $14.50 per hour in the Information
Technology Department. The motion was adopted unanimously by the
following vote:

B. ID-17-0267 Pay Adjustments - Police Department (3)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments Officer at $23.80 per
hour to $24.00 per hour, Officer at $15.95 per hour to $16.15 per hour, Officer
at $16.00 per hour to $16.20 per hour in the Police Department. The motion
was adopted unanimously by the following vote:

C. ID-17-0268 Pay Adjustment - Gas Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Serviceman from
$8.50 per hour to $8.80 per hour in the Gas Department. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
D. ID-17-0269 Retirement - Fire Department (2)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Retirement from Deputy Chief,
effective February 23, 2017; Captain, effective February 28, 2017 in the Fire
Department. The motion was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the

unanimously by the following vote:

Alderman voted to approve the Claims Docket. Voting aye: Mayor Flaggs,
Alderman Thompson. None voting nay, the motion was unanimously adopted.

Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted. The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Thompson, and
unanimously passed, the Mayor Pro-Tem and Alderman of the City of Vicksburg
