and Aldermen voted to approve the request from Port Gibson Main Street for
permission to borrow seventy-five (75) metal barricades for their 24th Annual
Port Gibson Heritage Festival on Saturday, March 25, 2017. The motion was
adopted unanimously by the following vote:

Mayor Flaggs stated that purchasing an advertisement from Vicksburg Warren
School District will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsor ad from Vicksburg Warren School District for the
2016-2017 Athletic Banquet (Vicksburg High School and Warren Central High
School) in the amount of $500.00. The motion was adopted unanimously by the
following vote:

C. ID-17-0337 Approve request from American Legion Auxiliary Girls State Program for
allocation of funds in the amount of $2,000.00

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve allocation of funds in the amount of $2,000.00 to
the American Legion Auxiliary Girls State Program. The City is authorized
pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972, as amended.
This brings into favorable notice the opportunities, possibilities & resources of
the City and will be helpful toward advancing the moral, financial and other
interests of the City. The motion was adopted unanimously by the following
vote:

D. ID-17-0338 Approve request from the Southern Heritage Air Foundation for
sponsorship in the amount of $500.00 for "Four Days of History Event"

On motion of Alderman Thompson, seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsor ad from the Southern Heritage Air Foundation for
"Four Days of History Event" in the amount of $500.00. The motion was adopted
unanimously by the following vote:

the purchase of a full page ad from Alcorn State University Golden Class of 1967
Souvenir Booklet in the amount of $100.00. The motion was adopted
unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Thompson, and

and Aldermen voted to approve Addition to Employee Driving List for the
following: 1. Community Service - Evelyn Evon Cotton. The motion was adopted
unanimously by the following vote:

I. ID-17-0342 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public

On motion of Alderman Thompson, seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Award Sealed Bid for 2016 Street Resurfacing Program
South Ward to APAC-Mississippi, Inc. of Jackson, MS in the amount of
$1,525,526.55. The motion was adopted unanimously by the following vote:

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to authorize the Mayor to Execute the following:
1. Accept Grant Award for Additional FY16 Homeland Security Grant Funds;

The City Clerk presented the Docket of Claims numbering 137302 through
137319.
On motion of Alderman Mayfield, seconded by Alderman Thompson, the
Mayor and Alderman voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman

Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for Resignation in the Purchasing Department (1),
Suspension in the Police Department (1), Water Maintenance Department (3), Gas
Department (2), Grievance Hearing in the Police Department (1); Permission to
Post for Purchasing Specialist in the Purchasing Department (1). The motion
was seconded by Alderman Mayfield, and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion
was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Resignation in the Purchasing Department
(1), Suspension in the Police Department (1), Water Maintenance Department (3),
Gas Department (2), Grievance Hearing in the Police Department (1); Permission
to Post for Purchasing Specialist in the Purchasing Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City
Clerk, Walterine Langford - Human Resource Director, Tasha W. Jordan - Deputy

Human Resource Assistant, Danitta Reed - Southward's Administrative Assistant.

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept Resignation from Warehouse Receiving
in the Purchasing Department, effective March 28, 2017. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
C. ID-17-0352 Suspension - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Resignation from Police Officer in
the Police Department. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
D. ID-17-0353 Suspensions - Water Maintenance Department (3)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Suspensions regarding the
Foreman for ten (10) days, Laborer for three (3) days, Laborer indefinitely in
the Water Maintenance Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
E. ID-17-0354 Suspensions - Gas Department (2)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Suspension for Laborer for five (5)
days and ninety (90) day probation in the Gas Department. The other
employee was rescheduled for Friday, March 24, 2017. The motion was
adopted unanimously by the following vote:
