A. ID-17-0290 Southern Cultural Heritage Center Updates
Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of March 2017 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Massey for attending the meeting.
B. ID-17-0286 Approve the following requests from Hope Outdoors, West MS Chapter:
1. Permission to hold a 5k walk/run/1-mile fun run on Saturday, August
19, 2017 from 7:00 a.m. to 11:00 a.m.
2. Close Cherry Street from Harrison Street to Shannon Alley from 6:00
a.m. to 11:00 a.m. to accommodate day of registration, the walk/run/fun
run, and cleanup
3. Close streets while runners/walkers present (See attached map)
4. Mayor welcome guests to the city and thank those in the community
for supporting Hope Outdoors

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to authorize the Mayor to execute Agreement with
Engineering Resource Group, Inc. for Vicksburg Auditorium HVAC and Boiler
Renovation. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Recreation Programs/Tennis (1),
Community Service Department (1); Pay Adjustment in the Police Department (1),
Building Maintenance Department (2); Promotion in the Police Department (1);
Termination in the Fire Department (1); Resignation in the Police Department (1);
Permission to Post for Seasonal Workers in the Right of Way Department (5).
The motion was seconded by Alderman Mayfield, and upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Recreation Programs/Tennis
(1), Community Service Department (1); Pay Adjustment in the Police Department
(1), Building Maintenance Department (2); Promotion in the Police Department
(1); Termination in the Fire Department (1); Resignation in the Police Department
(1); Permission to Post for Seasonal Workers in the Right of Way Department (5).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve New Hire for Tennis Helper at $8.00
per hour in the Recreation Programs/Tennis. The motion was adopted
unanimously by the following vote:

Mayor and Aldermen voted to approve New Hire for Foreman at $8.00 per
hour in the Community Service Department. The motion was adopted
unanimously by the following vote:

D. ID-17-0327 Pay Adjustment - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for Crime Prevention
Specialist from $10.00 per hour to $10.33 per hour in the Police Department.

$16.00 per hour to $16.44 per hour, Heat/Air Conditioning from $14.00 per

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Promotion for Crime Scene
Investigator from $20.55 per hour to Sergeant at $24.95 per hour in the Police
Department. The motion was adopted unanimously by the following vote:

G. ID-17-0330 Termination - Fire Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Termination for Probationary
Firefighter for failure to fulfill Vicksburg Fire Department Standard Operating
Guideline 9.1.4, in the Fire Department. The motion was adopted unanimously
by the following vote:

H. ID-17-0332 Resignation - Police Department (1)
On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept Resignation from Police Officer in the
Police Department, effective March 06, 2017. The motion was adopted
unanimously by the following vote:

On motion of Mayor Flaggs, seconded by Alderman Thompson, and unanimously
