On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to adopt the Agenda as amended. The motion was adopted
unanimously by the following vote:

A. ID-17-0820 Discuss Committee Recommendation for Solid Waste Collection and
Disposal
On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve the Committee Recommendation for Solid Waste
Collection, Disposal and Debris on City right of way to Waste Management of
Madison, MS, contingent upon committee negotiating for lower amount. The
motion was adopted unanimously by the following vote:

B. ID-17-0822 Continue State of Emergency for:
1. Repairs of Kemp Bottom Road Bridge
2. Repair Clarifier #1 at Water Treatment Plant
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to Continue State of Emergency for the following: 1. Repairs
of Kemp Bottom Road Bridge; 2. Repair Clarifier #1 at Water Treatment Plant. The
motion was adopted unanimously by the following vote:

C. ID-17-0819 Adopt Budget Amendments
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor

and Aldermen voted to adopt Budget Amendments for June 23, 2017. The motion
was adopted unanimously by the following vote:

D. ID-17-0821 Authorize City Clerk to advertise Sealed Bids for:
1. Beulah Cemetery Main Entrance Gate Project
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to authorize the City Clerk to advertise Sealed Bids for
Beulah Cemetery Main Entrance Gate Project. The motion was adopted
unanimously by the following vote:

ID-17-0878 Approve Ad to the Vicksburg Post for the City of Vicksburg's Board of
Mayor and Aldermen Inauguration/Swearing-In Ceremony to be held on

On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve Ad to the Vicksburg Post for the City of
Vicksburg's Board of Mayor and Aldermen Inauguration/Swearing-In Ceremony
to be held on Sunday, July 2nd at 6:00 p.m. The motion was adopted
unanimously by the following vote:

E. ID-17-0818 Hearing to determine whether or not the properties listed on the
Community Development Agenda are a public menace to the public
health, safety, and welfare of the community
Attachments: Special Assessment
Victor Gray-Lewis, Director of Community Development, came for a hearing
before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:
1720 Crawford Street, PPIN 17871; owned by the State of Mississippi (cut
grass/weeds, remove grass & debris, remove dilapidated building)
1617 Jackson Street, PPIN 17577; owned by Saul Fultz (cut grass/weeds, remove
grass & debris, remove dilapidated building)
Grove Street, PPIN 24655; owned by the State of Mississippi (cut grass/weeds,
remove grass & debris)
400 Linda Drive, PPIN 10863; owned by James D. Jr. & Patricia Winters (remove
inoperable vehicles)
238 Manship, PPIN 25742; owned by Cury Winters (remove inoperable vehicles)
1900 Martin Luther King, PPIN 20601; owned by Walter Watson (cut grass/weeds,
remove grass & debris, remove dilapidated building)
On motion of Alderman Mayfield, seconded by Alderman Thompson, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director of
Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. The motion
was adopted unanimously by the following vote:

The City Sexton presented report of collections, account opening graves, etc.
for the month of May 2017 as follows: Riles Funeral Home - $600.00; Dillon
Chisley Funeral Home - $600.00; Fisher Funeral Home -$200.00; Glenwood
Funeral Home - $100.00; Jefferson Funeral Home - $2,225.00; Lakeview
Funeral Home - $3,050.00.
The City Clerk presented the Privilege License Report for new businesses for
the month of May 2017
The City Clerk presented report of Mayor and Treasure from the Vicksburg
Police Department in the amount of $154,977.07 for May 2017
The City Clerk presented the May 2017 Detailed Budget Report for Approval.

On motion of Alderman Thompson, seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the following Reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax
Collection, Delinquent Tax Collection. The motion was unanimously adopted
by the attached vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Executive Session:
Alderman Thompson moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman
Thompson, Alderman Mayfield. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Thompson moved to go into executive session to discuss
Personnel Action Forms for Resignation in the Administration Department,
Resignation in the Airport Department; Pay Adjustments in the Police Department
(4), Retirement in the Community Service Department (1); Hire Date Correction in
City Pool (1); Suspension in the Gas Department (1); Termination in the Sewer
Department (1); Permission to Post for Full Time Videographer/Editor in
VTV/TV23 (1), Post for Computer Specialist in the Information Technology
Department (1); Suspension in the Gas Department (1). The motion was
seconded by Alderman Mayfield, and upon vote being taken, the following voting
aye: Mayor Flaggs, Alderman Thompson, Alderman Mayfield. The motion was
adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Resignation in the Administration
Department, Resignation in the Airport Department; Pay Adjustments in the
Police Department (4), Retirement in the Community Service Department (1); Hire
Date Correction in City Pool (1); Suspension in the Gas Department (1);
Termination in the Sewer Department (1); Permission to Post for Full Time
Videographer/Editor in VTV/TV23 (1), Post for Computer Specialist in the
Information Technology Department (1); Suspension in the Gas Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Thompson,
Alderman Mayfield, Nancy Thomas - City Attorney, John W. Carroll, Sr. - Assistant
City Clerk, Walterine Langford - Human Resource Director, Brian Boykins -

Personnel Matters:
A. ID-17-0824 Resignation - Administration (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept the Resignation from Summer Youth Worker in
Administration, effective June 21, 2017. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
B. ID-17-0825 Resignation - Airport (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to accept the Resignation from Director at the Airport,
effective June 30, 2017. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
C. ID-17-0826 Pay Adjustments - Police Department (3)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve Pay Adjustments for Two (2) Patrol Officers
from $14.60 per hour to $14.80 per hour, Patrol Officer from $18.05 per hour
to $18.25 per hour in the Police Department. The motion was adopted
unanimously by the following vote:

D. ID-17-0827 Retirement - Community Service Department (1)
A discussion was held. No action was taken.
E. ID-17-0828 Hire Date Correction - City Pool (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve the Hire Date Correction for Lifeguard at
$7.75 per hour from June 20, 2017 to June 21, 2017 at $7.75 per hour at the
City Pool. The motion was adopted unanimously by the following vote:

F. ID-17-0832 Suspension - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve the Suspension for Laborer, pending
termination hearing in the Gas Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
G. ID-17-0829 Termination - Sewer Department (1)
On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to approve the Termination for Laborer in the Sewer
Department, effective June 23, 2017. Employee was placed on forty-five (45)
day probation. Employee was not to miss any work and to come to work on
time, and has failed to comply with the above provisions. The motion was
adopted unanimously by the following vote:

H. ID-17-0830 Permission to Post - Full Time Videographer/Editor - VTV/TV23 (1)

On motion of Mayor Flaggs, seconded by Alderman Thompson, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Thompson
Alderman Mayfield recused himself from the Board Meeting.
Docket of Claims:
H. ID-17-0817 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 139013 through
139254; 1090 and 1091.
On motion of Mayor Flaggs, save and except check number 139224 for United
Security Services, seconded by Alderman Thompson, the Mayor and
Alderman voted to approve the Claims Docket. Voting aye: Mayor Flaggs,
Alderman Thompson. None voting nay, the motion was unanimously
adopted
Aye: 2- Mayor Flaggs, and Alderman Thompson
Recused: 1- Alderman Mayfield
Alderman Mayfield returned to the Board Meeting.
Mayor Flaggs left the Board Meeting.
Alderman Thompson is now Mayor Pro-Tem.
H. ID-17-0817 Approve Claims Docket
On motion of Mayor Pro-Tem Thompson, seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve Claims Docket check number
139224 for United Security Services. Voting aye: Mayor Pro-Tem Thompson,
Alderman Mayfield. None voting nay, the motion was unanimously adopted.
Aye: 2- Alderman Mayfield, and Alderman Thompson
Absent: 1- Mayor Flaggs
Adjournment
On motion of Mayor Pro-Tem Thompson, seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Alderman of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Wednesday, July 05, 2017, to take up and act upon any
and all matters that may come before the Board.
