On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda as amended. The motion was adopted
unanimously by the following vote:

1. Street Department - Stephan Gray
Mayor Flaggs recognized Stephan Gray in the Street Department; with five (5)
years of service.
The Mayor and Aldermen congratulated Stephan Gray for his years of service

A. ID-17-1250 Continue State of Emergency for Waste Water Treatment Plant Flooding
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to continue the State of Emergency for Waste Water
Treatment Plant Flooding. The motion was adopted unanimously by the

B. ID-17-1244 Southern Cultural Heritage Center Updates
Ms. Stacey Massey Mahoney, of the Southern Cultural Heritage Center came
before the Board to inform the public of the upcoming events at the Southern
Cultural Heritage Center for the month of September 2017 and invited the public
to attend.
The Mayor and Aldermen thanked Ms. Massey Mahoney for attending the
meeting.
C. ID-17-1246 Approve the following requests from Jacob's Ladder Learning Center:
1. Permission to hold a Turkey Trot 5K Walk/Run/1-Mile Fun Run and After
Party on Saturday, November 18, 2017 from 7:00 a.m. until 11:00 a.m
2. Close Monroe Street from 7:00 a.m. - 10:00 a.m. to accommodate
day-of registration, parking, walk/run/fun run, after party, and clean up
3. Close streets via attached route while runners and walkers are present
4. In addition to original route, close area from Monroe Street to Belmont,
Washington, and Crawford for Fun Run starting at 9:00 a.m. while runners
and walkers are present
5. Mayor to welcome guests to the city and thank those in the community for
support
6. Increased police patrol for the duration of the run/walk/fun run
7. Use of Channel 23 to inform community about event

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the requests from Jacob's Ladder Learning
Center:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve Change Order No. 3 with Apac-Mississippi for
2017 Street Resurfacing Project South Ward. The motion was adopted

E. ID-17-1248 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

The City Clerk presented the Docket of Claims numbering 140327 through

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr.. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Street Department (1); New Hire
in the Park and Recreation Maintenance Department (1); Pay Adjustment in the
Fire Department (1), Police Department (5); Resignation in the Gas Department
(1), Police Department (2); Suspension in the Fire Department (1); Permission to
Post for Foreman in the Sewer Department (1), Post for Maintenance Technician
in the Parks and Recreation Maintenance Department (1), Permission to Post for

Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Street Department (1);
New Hire in the Park and Recreation Maintenance Department (1); Pay
Adjustment in the Fire Department (1), Police Department (5); Resignation in the
Gas Department (1), Police Department (2); Suspension in the Fire Department
(1); Permission to Post for Foreman in the Sewer Department (1), Post for

Personnel Matters:
A. ID-17-1253 Longevity - Street Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for Welder from $14.49
per hour to $14.58 per hour in the Street Department, for five (5) years of
service. The motion was adopted unanimously by the following vote:

B. ID-17-1254 New Hire - Park and Recreation Maintenance (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the New Hire for Laborer at $8.00 per
hour in the Park and Recreation Maintenance Department. The motion was
adopted unanimously by the following vote:

C. ID-17-1255 Pay Adjustment - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment for
Firefighter/Ambulance III at $10.72 per hour to Firefighter Paramedic III at
$12.96 per hour in the Fire Department. The motion was adopted
unanimously by the following vote:

D. ID-17-1256 Pay Adjustments - Police Department (5)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustments for Narcotics/NET at
$15.80 to $16.00 per hour, Patrol Officer at $14.60 per hour to $14.80 per hour,
Investigator at $16.75 per hour to $16.95 per hour, Two (2) Patrol Officers at
$15.30 per hour to Patrol Officer - FTO at $16.05 per hour in the Police
Department. The motion was adopted unanimously by the following vote:

E. ID-17-1257 Resignation - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Resignation from a Gas Serviceman
in the Gas Department, effective September 01, 2017. The motion was
adopted unanimously by the following vote:

F. ID-17-1258 Resignations - Police Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to accept the Resignations from a Captain and a
Crossing Guard in the Police Department, effective September 08, 2017. The

G. ID-17-1259 Suspension - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve the Suspension of a Firefighter
Paramedic in the Fire Department, for one (1) shift (24 hours), for failure to
fully and accurately complete ambulance patient care reports, after multiple
counseling sessions. The motion was adopted unanimously by the following
vote:

H. ID-17-1260 Permission to Post - Foreman - Sewer Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the

Sewer Department. The motion was adopted unanimously by the following
vote:
