Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alvin Coleman, North Ward Administrative Assistant Pledge of Allegiance was led by Mayor Pro-Tem Alex J. Monsour, Jr. 2. Roll Call Present: 2- Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. Absent: 1- Mayor George Flaggs Jr. 3. Board Comments: 4. Adopt Agenda On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to adopt the Agenda as printed. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs Routine Agenda: A. ID-17-1437 Receive Request for Statement of Qualifications for Engineering Services for a new South Loop Road for the new Vicksburg Sports Complex On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Board proceeded to open Statement of Qualifications submitted for furnishing Engineering Services for a new South Loop Road in accordance with specifications and instructions for qualifications on file in the office of City Clerk: Proof of publication of legal advertisements was presented and ordered filed. ENGINEERING SERVICES FOR SOUTH LOOP ROAD FOR SPORTS COMPLEX STANTEC, 200 N. Congress St., Ste. 600; Jackson, MS 39201 EJES INCORPORATED, OF Jackson, MS WAGGONER ENGINEERING, of Jackson, MS LINFILED HUNTER & JUNIS INC., of Metairie, LA On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to accept and refer the foregoing Qualifications to the Selection Committee for review and recommendation back to the Board for award. Qualifications submitted by Tice Engineering, Inc. were received at 1:03 p.m., after the deadline of 9:00 a.m. on Tuesday, October 10, 2017.The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs B. ID-17-1479 Authorize City Clerk to advertise Sealed Bids for: 1. Drainage and Storm Sewer Improvements Project On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to authorize the City Clerk to advertise Sealed Bids for: 1. Drainage and Storm Sewer Improvements Project. Thomas (cut grass/weeds; remove trash &debris) 3712 Parkview St., PPIN 15764; owned by Kingdom Management Group, LLC (cut grass/weeds; remove trash &debris; remove dilapidated building) 2616 Roosevelt Avenue, PPIN 05024; owned by Willie Mae Murphy c/o Willie Mae Murphy (cut grass/weeds; remove trash &debris) On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to declare the foregoing properties to be a public menace to the public health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owners. Along with the following actions: 713 Dabney, PPIN 16732; owned by W S Properties & Investments (complied on grass/weeds only) 109 Linda Drive, PPIN 10761; owned by Louis L. & Carole E. Falls (complied on Grass/weeds/debris & vehicle removal) 3712 Parkview St., PPIN 15764; owned by Kingdom Management Group, LLC (complied on grass/weeds/debris only) 2616 Roosevelt Avenue, PPIN 05024; owned by Willie Mae Murphy c/o Willie Mae Murphy (granted 14 day extension) The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs Docket of Claims: D. ID-17-1438 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 140912 through 141199; 1156 through 1163. On motion of Alderman Mayfield, seconded by Mayor Pro-Tem Monsour, Jr., the Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs Executive Session: Mayor Pro-Tem Monsour, Jr. moved the Mayor Pro-Tem and Alderman go into a City of Vicksburg Page 2 Printed on 1/12/2018 Board of Mayor and Aldermen Minutes - Final October 10, 2017 closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Alderman Mayfield, Mayor Pro-Tem Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor Pro-Tem and Alderman discussed whether or not they should go into executive session. Mayor Pro-Tem Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for Rescission of Resignation in the Police Department (1); Rescind Action Form for New HIre in the Police Department (1); Termination in the Sewer Department (1). The motion was seconded by Alderman Mayfield, and upon vote being taken, the following voting aye: Mayor Pro-Tem Monsour, Jr., Alderman Mayfield. The motion was adopted unanimously. The Mayor Pro-Tem and Alderman announced they would go into executive session to discuss Personnel Action Forms for Rescission of Resignation in the Police Department (1); Rescind Action Form for New HIre in the Police Department (1); Termination in the Sewer Department (1). The Mayor Pro-Tem and Alderman are now in executive session. Those present at the executive session were Alderman Mayfield, Mayor Pro-Tem Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Walterine Langford - Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Alvin Coleman - North Ward Alderman’s Administrative Assistant. Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs Personnel Matters: A. ID-17-1478 Rescission of Resignation - Police Department (1) On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve Rescission of Resignation from Police Officer submitted on October 09, 2017 in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs B. ID-17-1480 Rescind Action Form - New Hire - Police Department (1) On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to Rescind Action Form dated October 09, 2017 for New Hire of Records Clerk (Part Time) in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs C. ID-17-1477 Termination - Sewer Department (1) On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve the Termination for Laborer in the Sewer Department, effective October 10, 2017. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Absent: 1- Mayor Flaggs D. ID-17-1785 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
