B. ID-17-1434 Approve request for radio sponsorship from River 101.3 / KHits 104.5 /
The Touch 92.7 for Happy Halloween Safety Campaign pursuant to Section
17-3-1 and 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from River 101.3 / KHits
104.5 / The Touch 92.7 will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of radio ads from River 101.3 / KHits 104.5 / The Touch 92.7 for the
Happy Halloween Safety Campaign in the amount of $400.00. The City is
authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The
motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to authorize the Mayor to Execute Contract
Amendment #2 with Central Asphalt Company, Inc. for the Kings Community
Park. The motion was adopted unanimously by the following vote:

Docket of Claims:
P. ID-17-1439 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 140911. Refund
checks numbering 9907390 through 9907420.
On motion of Alderman Mayfield, seconded by Monsour, Jr., the Mayor and
Aldermen voted to approve Claims Docket. The motion was adopted
unanimously by the following vote:

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Human Resource Department (1),
Parks and Recreation Maintenance Department (1), Community Development
Department (1), Police Department (1), Fire Department (1); Pay Adjustment in the
Fire Department (1); Department Transfer in the Legal Department (1);
Resignation in the Fire Department (1); Rescission of Resignation in the Police
Department (1) Suspension in the Street Department (reaffirm) (1); Termination in
the Street Department (1), Sewer Department (1); Personnel Matters in the Human
Resource Department (2), Permission to Post for one (1) Laborer in the Sewer
Department, Post for one (1) Laborer in the Water Maintenance Department. The
motion was seconded by Alderman Monsour, Jr., and upon vote being taken, the
following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Human Resource Department
(1), Parks and Recreation Maintenance Department (1), Community Development
Department (1), Police Department (1), Fire Department (1); Pay Adjustment in the
Fire Department (1); Department Transfer in the Legal Department (1);
Resignation in the Fire Department (1); Rescission of Resignation in the Police
Department (1) Suspension in the Street Department (reaffirm) (1); Termination in
the Street Department (1), Sewer Department (1); Personnel Matters in the Human
Resource Department (2), Permission to Post for one (1) Laborer in the Sewer
Department, Post for one (1) Laborer in the Water Maintenance Department.
The Mayor and Aldermen are now in executive session.

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the New Hire for Director at $80,000.00 annually
in the Human Resource Department. The motion was adopted unanimously
by the following vote:

Aldermen voted to approve the New Hire for Laborer at $8.25 per hour in the
Parks and Recreation Maintenance Department. The motion was adopted
unanimously by the following vote:

C. ID-17-1463 New Hire - Community Development Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the New Hire Housing Coordinator at $14.00 per
hour in the Community Development Department. The motion was adopted
unanimously by the following vote:

On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and

$9.50 per hour in the Police Department. The motion was adopted
unanimously by the following vote:

E. ID-17-1474 New Hire - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the New Hire for Paramedic I at $11.43 per hour
in the Fire Department. The motion was adopted unanimously by the
following vote:

F. ID-17-1465 Pay Adjustment - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Pay Adjustment for Firefighter I at $8.90 per
hour to Firefighter/Ambulance III at $10.72 per hour in the Fire Department.

G. ID-17-1466 Department Transfer - Legal Department (1)

hour in the Human Resource Department to Associate City Attorney at $52.34
per hour in the Legal Department, effective October 16, 2017. The motion was
adopted unanimously by the following vote:

H. ID-17-1467 Resignation - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to accept the Resignation from Paramedic in the Fire
Department, effective October 13, 2017. The motion was adopted
unanimously by the following vote:

A discussion was held. No action was taken.
J. ID-17-1468 Suspension - Street Department (reaffirm) (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to reaffirm the Suspension for Laborer indefinitely pending
termination in the Street Department. Employee was engaged in a physical
altercation with a female while on City property. The motion was adopted
unanimously by the following vote:
