On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Declare Friday, November 10, 2017 a City Holiday in
observance of Veterans Day. The motion was adopted unanimously by the

Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for Longevity Pay in the Fire Department (1), Human
Resource Department (1), Legal Department (1); Pay Adjustments in the Police
Department (4), Correction Action Form in the Police Department (1);
Resignations in the Police Department (2); Suspension in the Police Department
(1); Reaffirm Suspension in the Street Department (1); Suspension in the Fire
Department (1); Reaffirm Suspension in the Fire Department (1); Suspension in
the Gas Department (1); Termination in the Sewer Department (1), Fire
Department (1); Longevity Pay in the Police Department (1). The motion was
seconded by Alderman Monsour, Jr., and upon vote being taken, the following
voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The
motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to

Personnel Matters:
A. ID-17-1425 Longevity - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Longevity Pay for Firefighter from $13.94 per
hour to $14.00 per hour in the Fire Department, for 20 years of service. The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-17-1426 Longevity - Human Resource (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Longevity Pay for Director/Associate
Attorney from $52.25 per hour to $52.34 per hour in the Human Resource
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-17-1427 Longevity - Legal Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Longevity Pay for City Attorney from $54.46
per hour to $54.55 per hour in the Legal Department. The motion was
adopted unanimously by the following vote:

C.1 ID-17-1446 Longevity Pay - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Longevity Pay for Internal Affairs from $24.38
per hour to $25.88 per hour in the Police Department. The motion was
adopted unanimously by the following vote:

D. ID-17-1411 Pay Adjustments - Police Department (3)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Pay Adjustments for Patrol Officer from
$14.40 per hour to $14.60 per hour, Patrol Officer from $16.15 per hour to
$15.40 per hour, Patrol Officer/FTO at $16.05 per hour to Patrol Officer at
$15.30 per hour in the Police Department. The motion was adopted
unanimously by the following vote:

E. ID-17-1412 Correction Action Form - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Correction Action Form for Patrol Officer
at $16.30 per hour to FTO Officer at $16.15 per hour in the Police Department.
The motion was adopted unanimously by the following vote:

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension of Police Officer pending
October 16, 2017 Termination Hearing in the Police Department. Employee
chared with violation of Policy Number 2.12 Professional Conduct (numbers 2
and 3); Policy Number 2.14 (Conduct unbecoming)The motion was adopted
unanimously by the following vote:

H. ID-17-1415 Reaffirm Suspension - Street Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to Reaffirm Suspension for Laborer indefinitely in the
Street Department, effective immediately. Employee charged with Felony
Murder Accessory After the Fact. The motion was adopted unanimously by
the following vote:

I. ID-17-1416 Suspension - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension for a Paramedic I for one (1)
shift (24 hours) in the Fire Department. Employee violated Vicksburg Fire
Department Standard Operating Guideline 12.1.75 Attendance Policy for
24-Hour Shift Employees (6 occurences) The motion was adopted
unanimously by the following vote:

J. ID-17-1430 Reaffirm Suspension - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Reaffirm Suspension for Probationary
Firefighter pending termination in the Fire Department, effective September
29, 2017. Probationary did not meet requirements of his probation. The
motion was adopted unanimously by the following vote:

K. ID-17-1429 Suspension - Gas Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension for Laborer in the Gas
Department, for five (5) days. The motion was adopted unanimously by the
following vote:

L. ID-17-1417 Termination - Sewer Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve Termination Seasonal Laborer for violation
of City's Attendance Policy in the Sewer Department, effective October 02,
2017. The motion was adopted unanimously by the following vote:
