On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to open the Appeal Hearing for Kay Monsour owner of
Southern Cottage - Green Door Market located at 1100 Washington Street. The
motion was adopted unanimously by the following vote:
Today being the date set for hearing the appeal of Kay Monsour, from the
decision of the Architectural Review Board rendered in meeting held on August
22, 2017 appealing the decision of the Architectural Review Board denying the
request to keep signs that were installed without a Certificate of Appropriateness
at 1100 Washington Street, Vicksburg, Mississippi, which was thereupon ordered
filed.

matter of record hereof as thoughtfully set out herein.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to take under advisement the appeal to remove signs from
Southern Cottage - Green Door Market, located at 1100 Washington Street,
Vicksburg, Mississippi. The motion was adopted unanimously.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to close the Public Hearing on Kay Monsour, owner of
Southern Cottage - Green Door Market, located at 1100 Washington Street. The
motion was adopted unanimously by the following vote:

Development Agenda are a public menace to the public health, safety and
welfare of the community

before the Board to discuss and request permission to proceed to cut, clean and
demolish the following properties:

230 Spout Spring Road, PPIN 14514; owned by Quenton L. Loving (cut
grass/weeds; remove trash & debris)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing properties to be a public menace to
the public health, safety & welfare of the community and authorize the Director
of Community Development to proceed to cut, clean and demolish structures with
all charges incurred to be assessed against the property owners. The motion was
adopted unanimously by the following vote:

H. ID-17-1343 Approve request for permission from the Vicksburg and Warren County
Historical Society to block Cherry, Jackson, Monroe and Grove Streets

and Warren County Historical Society to block Cherry, Jackson, Monroe and
Grove Streets surrounding the Old Court House Museum for its annual flea
market on Saturday, October 7, 2017 from 8:00 a.m. to 5:00 p.m.. The motion was
adopted unanimously by the following vote:

University will bring into favorable notice the opportunities, possibilities and

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsor ad from Alcorn State University for its 9th Annual
Purple and Gold Golf Tournament in the amount of $100.00. The City is
authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The
motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve the following Reports: City Sexton,
Privilege License, Mayor and Treasure, Detail Budget Report, Monthly Tax
Collection, Delinquent Tax Collection. The motion was unanimously adopted
by the attached vote:

Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was

$8.25 per hour in the Sewer Department. The motion was adopted
unanimously by the following vote:

B. ID-17-1360 New Hires - Parks and Recreation Maintenance (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the

hour, Maintenance Technician at $11.00 per hour in the Parks and Recreation
Maintenance. The motion was adopted unanimously by the following vote:

$12.18 per hour to Lieutenant IV at $12.74 per hour in the Fire Department.

September 19, 2017 from $10.59 per hour to $10.67 per hour and Rescind
Longevity Pay Action Form from September 15, 2017 for a Records Clerk in
the Police Department, for ten (10) years of service. The motion was adopted
unanimously by the following vote:

J. ID-17-1368 Rescind Pay Adjustment - Sewer Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to Rescind Pay Adjustment for Laborer in the
Sewer Department, approved on September 15, 2017 Board Meeting. The
motion was adopted unanimously by the following vote:

K. ID-17-1370 Retro Pay Adjustment - Information Technology (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Retro Pay Adjustment for Computer
Programmer in the Information Technology Department. Retro Pay is for
overtime hours worked for the following pay periods August 02, 2017 thru
August 15, 2017 and August 16, 2017 thru August 29, 2017. Total overtime
hours worked were 12.98 x $42.50 (overtime rate) per hour = $551.65, total
amount due. The motion was adopted unanimously by the following vote:
