On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Board
proceeded to open bids submitted for furnishing Escalator and Elevator
Maintenance; Continuing Sewer Assessment Program Year Three in accordance
with specifications and instructions for bidding on file in the office of City Clerk:
Proof of publication of legal advertisements was presented and ordered filed.

and Aldermen voted to accept and refer the foregoing bids to the Purchasing
Department and Various Departments for review and recommendation back to
the Board for award. The motion was adopted unanimously by the following

B. ID-18-0023 Southern Cultural Heritage Center Updates
Ms. Stacey Massey, of the Southern Cultural Heritage Center came before the
Board to inform the public of the upcoming events at the Southern Cultural
Heritage Center for the month of January 2018 and invited the public to attend.
The Mayor and Aldermen thanked Ms. Massey for attending the meeting.
C. ID-18-0026 Approve request from River 101.3, K Hits 104.5 and 92.7 The Touch for
sponsorship for the 9th Annual Chili for Children Cook-Off pursuant to
Sections 17-3-1 and 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from River 101.3, K Hits
104.5 and 92.7 The Touch will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of radio ads from River 101.3, K Hits 104.5 and 92.7 The Touch for
the 9th Annual Chili Children Cook-Off in the amount of $450.00. The City is
authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The

resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Vicksburg Main Street for the 2nd Annual
River Revelers Masked Ball to be held at the Southern Cultrual Heritage
Foundation on February 03, 2018 in the amount of $5,000.00. The City is
authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Increase Mileage Rate Reimbursement for
City Employees Traveling on City Business from $0.535 Cents Per Mile to $0.545
Cents Per Mile in Private Vehicles (if no government vehicle is available) and
from $0.17 Cents Per Mile to $0.18 Cents Per Mile (if government vehicle is
available). The motion was adopted unanimously by the following vote:

K. ID-18-0028 Approve request from H.I.V. Services, Inc. for allocation of matching funds
in the amount of $26,000.00 in accordance with Section 21-19-3 of the

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Aldermen voted to approve allocation of funds in the amount of $26,000.00 to HIV
Services, Inc. The City is authorized pursuant to Sec. 21-19-3 of the Mississippi
Code of 1972, as amended, for matching funds for social and community service
programs to prevent diseases and the City is matching these funds. The motion
was adopted unanimously by the following vote:

in the amount of $100.00. The City is authorized pursuant to Sec. 17-3-1 and

The City Clerk presented the Docket of Claims numbering 142626 through
142875; 1195 through 1204. Refund checks numbering 9907550 through
9907586.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for New Hire in the Sewer Department (1); Rescind
Approved Termination in the Street Department (1); Pay Adjustments in the
Police Department (49); Suspension in the City Court (1); Termination in the
Airport (1), Parks and Recreation (2); Permission to Post for Part-Time Laborer in
the Animal Control Department (1). The motion was seconded by Alderman
Monsour, Jr., and upon vote being taken, the following voting aye: Mayor Flaggs,
Alderman Mayfield, Alderman Monsour, Jr.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hire in the Sewer Department (1);
Rescind Approved Termination in the Street Department (1); Pay Adjustments in
the Police Department (49); Suspension in the City Court (1); Termination in the
Airport (1), Parks and Recreation (2); Permission to Post for Part-Time Laborer in
the Animal Control Department (1).
The Mayor and Aldermen are now in executive session.

in the Sewer Department. The motion was adopted unanimously by the

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the

December 28, 2017 Terminating a Concrete Foreman in the Street
Department. Set Termination Hearing for January 16, 2018 Board Meeting.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Suspension of Deputy Court Clerk for
twelve (12) hours in Court Services. Employee interfered with normal
operation of court. The motion was adopted unanimously by the following
vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Termination for Operations Manager
in the Airport Department, effective January 10, 2018. The motion was
adopted unanimously by the following vote:

E. ID-18-0052 Terminations - Parks and Recreation (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Terminations for Two (2)
Scorekeepers in the Parks and Recreation Department, effective January 10,
2018. The motion was adopted unanimously by the following vote:
