Monsour, Jr., Alderman Wednesday, February 14, 2018 3:00 PM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs. Pledge of Allegiance was led by City Clerk Walter W. Osborne, Jr. 2. Roll Call Present: 3- Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: 4. Adopt Agenda Mayor Flaggs called the meeting to order. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to open the meeting. The motion was adopted unanimously by the following vote: Routine Agenda: A. ID-18-0194 Approve request from Mayor George Flaggs, Jr. to reserve motor coach on Thursday, February 15, 2018 from 10:00 a.m. until 12:00 (noon) Attachments: Shuttle Reservation On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the request from Mayor George Flaggs, Jr. to reserve motor coach on Thursday, February 15, 2018 from 10:00 a.m. until 12:00 (noon). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-18-0185 Authorize City Clerk to advertise the following: 1. Request for Proposals / Qualifications for Efficiency Services Program 2. Sealed Bids for Splash Pad Attachments: RFP - Efficiency Services On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the City Clerk to advertise the following: 1. Request for Proposals / Qualifications for Efficiency Services Program; 2. Sealed Bids for Splash Pad. ID-18-0199 Accept recommendation from committee regarding elevator and escalator maintenance bid On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Accept the recommendation from selection committee regarding elevator and escalator maintenance bid and award bid to Otis Elevator of Jackson, MS. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Resolutions: D. ID-18-0198 Adopt Resolution to Dissolve Grants Management Department and Place Employees and Duties in the Department of Finance and Administration City of Vicksburg Page 1 Board of Mayor and Aldermen Special Meeting Minutes - Final February 14, 2018 Attachments: Resolution - Grants Management On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt a Resolution to Dissolve the Grants Management Department and Place Employees and Duties in the Department of Finance and Administration. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Enactment No: RES 2016-281 Contracts: E. ID-18-0187 Authorize Mayor to execute Contract with Mason Tillman Associates, Ltd. for Disparity Study Attachments: Disparity Study On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract with Mason Tillman Associates, Ltd. for Disparity Study. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-18-0193 Authorize Mayor to execute Change Order #2 with TL Wallace for the Wastewater Treatment Plant Primary Clarifier Replacement Project [Blue Ink] Attachments: CO #2 Primary Clarifier On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Change Order #1 with TL Wallace for the Wastewater Treatment Plant Primary Clarifier Replacement Project [Blue Ink]. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment There being no further business appearing, on motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, and unanimously passed.
