ID-18-0456 Announcement from the Southern Heritage Air Foundation for the 2018 Stand Down (Honoring Veterans, Serving Veterans) Scott Mathis came before the Board of Mayor and Aldermen and announced their upcoming "Stand Down for Veterans" Event C. ID-18-0439 Approve request from the Miss Mississippi Pageant Corporation for permission to hold 5k run and 1 mile walk on Saturday, April 28, 2018 in downtown Vicksburg via the attached route Attachments: Ms Mississippi Run-Walk On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the request from the Miss Mississippi Pageant Corporation for permission to hold 5k run and 1 mile walk on Saturday, April 28, 2018 in downtown Vicksburg via the attached route . The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-18-0442 Approve request for sponsorship in the amount of $2,500.00 from Alcorn State University for a full page color, inside back cover ad in its Spring 2018 edition of the magazine pursuant to Sections 17-3-1 and 17-3-3 of the Mississippi Code Attachments: Alcorn Magazine Mayor Flaggs stated that purchasing an advertisement from Alcorn State University will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a full page ad from Alcorn State University for the Spring Edition of Alcorn, The University Magazine in the amount of $2,500.00. The City is authorized pursuant to Sec. 17-3-1 and 17-3-3 of the Mississippi Code of 1972. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-18-0444 Receive Vicksburg Police Department Crime Statistic Report for March 2018 Attachments: Crime Stats March 2018 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept the Vicksburg Police Department Crime Statistic Report for March 2018. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-18-0453 Approve request from Chief Moore to assess a fee of $5.00 for all Vicksburg Police Department employees who are issued a replacement security card (due to negligence) and that the monies collected be credited to the VPD Supply Fund and approve Security Card Replacement Fee Policy be added to VPD Policy and Procedures Manual Attachments: Security Card Replacement Fee On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve request from Chief Moore to assess a fee of $5.00 for all Vicksburg Police Department employees who are issued a replacement security card (due to negligence) and that the monies collected be credited to the VPD Supply Fund and approve Security Card Replacement Fee Policy be added to VPD Policy and Procedures Manual. ID-18-0454 Approve FY2019 Application for Airport Multimodal Funds for Drainage Improvements on South Drainage Channel at Vicksburg Municipal Airport Attachments: Grant Application On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Application for Airport Multimodal Funds for Drainage Improvements on South Drainage Channel at Vicksburg Municipal Airport. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-18-0443 Authorize Mayor to execute Authority to Cancel Deed of Trust for Kenneth S. Moses and Feleisha L. Moses Attachments: Cancel Deed On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Authority to Cancel Deed of Trust for Kenneth S. Moses and Feleisha L. Moses. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I. ID-18-0445 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Special Assessment 2 Victor Gray-Lewis, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following properties: South Frontage Road proposed Tate Street, PPIN 31012; owned by Chris Patel (cut grass/weeds, remove trash & debris, remove and replace undersized culverts) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to declare the foregoing property to be a public menace to the public health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owners. Along with the following actions: South Frontage Road proposed Tate Street, PPIN 31012; owned by Chris Patel - granted 30 day extension The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Policy Issues: A. ID-18-0447 Adopt Revised Breaks Policy Attachments: Breaks Policy Time Reporting Adjustment Form On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Revised Breaks Policy and Time Reporting Adjustment Form. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Contracts: B. ID-18-0441 Authorize Mayor to execute Retainer Agreement with Zuber Law Firm, LLC and Bossier & Associates, PLLC City of Vicksburg Page 3 Printed on 6/12/2018 Board of Mayor and Aldermen Minutes - Final April 16, 2018 Attachments: Retainer Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Retainer Agreement with Zuber Law Firm, LLC and Bossier & Associates, PLLC. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Docket of Claims: C. ID-18-0446 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 144651 through 144658. On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and Aldermen voted to approve Claims Docket. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for for New Hire in the Parks & Recreation Department 1); Resignation in the Police Department (1); Rescind Pay Adjustment in the Fire Department (1); Suspension in the Water Maintenance Department (1); Termination in the Water Maintenance Department (1). The motion was seconded by Alderman Monsour, Jr. and upon vote being taken, the following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for New Hire in the Parks & Recreation Department 1); Resignation in the Police Department (1); Rescind Pay Adjustment in the Fire Department (1); Suspension in the Water Maintenance Department (1); Termination in the Water Maintenance Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Walterine Langford - Associate City Attorney, Walter W. Osborne, Jr. - City Clerk, Annette Bradley - Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Brian Boykins - Mayor’s Administrative Assistant, Debra Goodman - Mayor’s Administrative Assistant, Alvin Coleman - North Ward Alderman’s Administrative Assistant, Joseph Stubbs - Police Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Personnel Matters: A. ID-18-0448 New Hire - Parks & Recreation (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for Cage Worker at $9.75 per hour in the Parks and Recreation Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-18-0449 Resignation - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept the Resignation from Police Officer in the Police Department, effective April 23, 2018. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-18-0450 Rescind Pay Adjustment - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the City of Vicksburg Page 4 Printed on 6/12/2018 Board of Mayor and Aldermen Minutes - Final April 16, 2018 Mayor and Aldermen voted to Rescind Pay Adjustment for EMS Deputy Chief in the Fire Department. The amount of $24.91 in longevity pay is being deducted from the employee's pay because he was inadvertently paid longevity pay when he was not due the same. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-18-0451 Suspension - Water Maintenance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Foreman for ten (10) days in the Water Maintenance Department. The employee violated City of Vicksburg Policy (f)(g)(n)(dd)(i). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-18-0452 Termination - Water Maintenance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Termination of a Laborer in the Water Maintenance Department, effective April 17, 2018. The employee violated City of Vicksburg Policy (c)(g)(i)(n)(s)(dd). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-18-0723 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Wednesday, April 25, 2018, to take up and act upon any and all matters that may come before the Board.
