Monsour, Jr., Alderman Monday, October 1, 2018 10:00 AM City Hall Annex Board Room 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Trollars Moore. Pledge of Allegiance was led by Alderman Alex J. Monsour, Jr. 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. Osborne,Jr., City Clerk Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: Mayor Flaggs appointed the following: E-911 Committee 'Pursuant to Section 39 of the Special Charter of the City of Vicksburg that describes the duties specified only to the mayor of the city, I have appointed a committee to provide oversight for the city's involvement with the Vicksburg-Warren E-911 going forward. Members of this committee will include City Attorney Nancy Thomas, City Fire Chief Craig Danczyk, and City Director of Finance and Administration Doug Whittington with Chief Danczyk serving as the chairman of the committee. I will serve as an ex-officio member of the committee.' Mayor Flaggs appointed the following: Committee to resolve the deficiency identified in this year's audit report 'Pursuant to Section 39 of the Special Charter of the City of Vicksburg that describes the duties specified only to the mayor of the city, I have appointed a committee to resolve the deficiency identified in this year's audit report. Members of this committee will include Anna Booth, Janice Carter, Pam Newton, Toni Terrett, Nancy Thomas, and Doug Whittington. I will serve as an ex-officio member of the committee. 4. Adopt Agenda On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Agenda as printed. The Mayor and Aldermen thanked Ms. Kirklin for attending the meeting. C. ID-18-1339 Riverfest Committee Report Ms. Annette Kirklin, of the Riverfest Committee, came before the Board to inform the public of the upcoming events and invited the public to attend. ID-18-1362 Longevity Pay - City Auditorium (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay for Auditorium Manager from $22.15 per hour to $22.24 per hour at the City Auditorium. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-18-1363 Longevity Pay - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay for Police Officer from $10.28 per hour to $10.37 per hour in the Police Department. ID-18-1364 New Hire - Parks & Recreation (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for Basketball Referee at $25.00 per hour in the Parks & Recreation Department. ID-18-1365 New Hire - Sewer Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve New Hire for Laborer at $8.25 per hour in the Sewer Department. ID-18-1366 Departmental Transfer - North Ward - Administration (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Departmental Transfer for Permit Technician at $10.82 per hour in the Community Development Department to North Ward Liasion at $13.22 per hour in the North Ward Administration. ID-18-1367 Departmental Transfer - Safety Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Departmental Transfer for Fire-Paramedic at $11.89 per hour in the Fire Department to Safety Director at $42,000.00 annually in the Safety Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-18-1368 Pay Adjustments - Police Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustments for Patrol Officer at $15.55 per hour to $15.75 per hour, for Police Officer at $17.00 per hour to $17.20 per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-18-1369 Resignation - City Clerk's Office (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept Resignation from Deputy Clerk in the City Clerk's Office,effective October 26, 2018. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I. ID-18-1370 Discussion Matter - City Clerk's Office (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to deny the Discussion Matter in the City Clerk's Office. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I.1 ID-18-1379 Suspension - Fire Department (1) On motion of Mayor Flaggs seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension for Probationary Firefighter I. Employee did not meet requirements of his probation and failed to fulfill Vicksburg Fire Department Standard Operating Guideline 9.1.1 which reads, in part "The entry-level fire fighter must complete the following steps during a twelve (12) month probationary period. Must successfully complete the Mississippi State Fire Academy NFPA 1001 course." Also, VFD SOG 9.1.3 which reads, in part, "Each employee will have one (1) opporunity to successfully complete the Mississippi Stare Fire Academy 1001 course." He failed the course in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. J. ID-18-1371 Suspension - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension for Laborer for five (5) days in the Gas Department for violating the City of Vicksburg attendance policy 7.4 (c)(i)(ii) on September 21, 2018. Employee was a no call no show. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. K. ID-18-1372 Suspension - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension for Investigator in the Police Department, for ten (10) days and fifteen (15) day probation. The employee violated the Vicksburg Police Department Policy and Procedures Authorize Use of Vehicles and Social Networking. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. L.
