Aldermen voted to approve the request for sponsorship in the amount of $799.00

Section 17-3-1 and Section 17-3-3 of the Mississippi Code [Mayor's Discretionary
Funds]. The motion was adopted unanimously by the following vote:

Card. The motion was adopted unanimously by the following vote:

Mayor Flaggs recused himself from the Board Meeting.
Alderman Monsour, Jr. is now Mayor Pro-Tem Monsour, Jr.
P. ID-18-1586 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 149336 through 149594
and 1395 through 1398.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for New Hires in the Police Department (2); New Hire in
the Fire Department (1); Pay Adjustment in the Police Department (1);
Resignation in City Court (1); Resignation in the Fire Department (1); Department
Transfer in Main Street (1); Suspension in the Fire Department (1); Suspension in
the Right-of-Way Department (1); Discussion Matter in the Police Department (1).
The motion was seconded by Alderman Mayfield, upon vote being taken, the

following voting aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for New Hires in the Police Department (2); New
Hire in the Fire Department (1); Pay Adjustment in the Police Department (1);
Resignation in City Court (1); Resignation in the Fire Department (1); Department
Transfer in Main Street (1); Suspension in the Fire Department (1); Suspension in
the Right-of-Way Department (1); Discussion Matter in the Police Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Milton Moore - Police

Assistant, Joseph Stubbs - Police Officer.

Personnel Matters:
A. ID-18-1622 New Hires - Police Department (2)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve New Hires for Part-Time Police Officer at
$25.00 per hour, effective November 21, 2018, and a Police Officer at $14.75
per hour in the Police Department. The motion was adopted unanimously by
the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-18-1623 New Hire - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the New Hire (lateral transfer) for Firefighter
IV at $10.71 per hour, effective December 5, 2018, in the Fire Department. The
motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-18-1624 Pay Adjustment - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Pay Adjustment for Patrol Officer at
$16.87 per hour to $17.87 per hour in the Police Department, effective
November 21, 2018. Patrol Officer is being assigned to the Investigations
Division which entitles him to an additional $1.00 more per hour increase.
The motion was adopted unanimously by the following vote:

D. ID-18-1625 Resignation - City Court (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Resignation as Municipal Court Judge in
City Court, effective December 25, 2018. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
E. ID-18-1626 Resignation - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Resignation/Retirement of Captain in the
Fire Department, effective November 16, 2018. The motion was adopted
unanimously by the following vote:

F. ID-18-1627 Department Transfer - Main Street (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Department Transfer as Administrative
Assistant from South Ward Office to Main Street, effective November 21,
2018. The motion was adopted unanimously by the following vote:

G. ID-18-1628 Suspension - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to approve the Suspension of Firefighter III in the Fire
Department for three (3) shifts plus one (1) previous shift suspension.
Employee violated Vicksburg Fire Department Standard Operating Guideline
12.1.75 Attendance Policy for 24-Hour Shift, seven (7) occurrences. The
motion was adopted unanimously by the following vote:

G.1 ID-18-1631 Suspension - Right of Way Department (1)
This Agenda Item was tabled until December 3, 2018.

Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

Adjournment
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, December 03, 2018, to take up and act upon
any and all matters that may come before the Board.
