Mayor George Flaggs, Jr. announced the Swearing in Ceremony for Angela
Carpenter, Appointed Municipal Court Judge, will be held at 1:00 p.m. on
December 17th in the Municipal Court Room at the Vicksburg Police Department.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:

The City Clerk presented the Docket of Claims numbering 1399 through 1406
and 149607 through 149873.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the
Mayor and Aldermen voted to approve Claims Docket. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Monsour,Jr., moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr., moved to go into executive session to discuss
Personnel Action Forms for Longevity in the Right of Way Department (1),
Longevity in the Fire Department (1), Pay Adjustment in the Police Department
(1), Pay Adjustment in the Fire Department (1), Resignation in the Police
Department (1), Suspension in the Right of Way Department (1), Termination in
Vehicle Maintenance Department (1), Discussion Matter in the Fire Department
(1). The motion was seconded by Alderman Mayfield and upon vote being taken,
the following vote aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity in the Right of Way Department (1),
Longevity in the Fire Department (1), Pay Adjustment in the Police Department
(1), Pay Adjustment in the Fire Department (1), Resignation in the Police
Department (1), Suspension in the Right of Way Department (1), Termination in
Vehicle Maintenance Department (1), Discussion Matter in the Fire Department
(1).
The Mayor and Aldermen are now in executive session.

A. ID-18-1686 Longevity Pay - Right of Way Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for ROW Mechanic I
from $20.17 per hour to $20.26 per hour in the Right of Way Department for
twenty (20) years of service, effective December 3, 2018. The motion was
adopted unanimously by the following vote:

B. ID-18-1687 Longevity Pay - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Longevity Pay for Fire/Ambulance
from $11.15 per hour to $11.21 per hour in the Fire Department for ten (10)
years of service, effective December 3, 2018. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-18-1688 Pay Adjustment - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment from $16.63 per hour
to $15.88 per hour in the Police Department. Officer is no longer serving as a
Field Training Officer, effective December 5, 2018. The motion was adopted
unanimously by the following vote:

D. ID-18-1689 Pay Adjustment - Ambulance Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Pay Adjustment from Paramedic I at
$11.89 per hour to Paramedic IV at $13.47 per hour in the Ambulance
Department, effective December 5, 2018. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
E. ID-18-1690 Resignation - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Resignation in the Police Department,
effective December 14, 2018. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
F. ID-18-1691 Suspension - Right of Way Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen voted to approve Suspension of an Operator for two (2)
days in the Right of Way Department, effective December 10, 2018. Employee
failed to comply with the City of Vicksburg Probationary Policy for New Hire
Attendance Guideline for unexcused absences. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
G. ID-18-1692 Termination - Vehicle Maintenance Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen held a discussion and voted to reinstate with back pay an
employee in the Vehicle Maintenance Department. The motion was adopted
unanimously by the following vote:

H. ID-18-1693 Discussion Matter - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the
Mayor and Aldermen held a discussion and voted to approve a medical
payment claim for a firefighter in the Fire Department. The motion was
adopted unanimously by the following vote:

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o'clock a.m., Monday, December 17, 2018, to take up and act upon any
and all matters that may come before the Board.
