Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael Mayfield, Sr. Pledge of Allegiance was led by Walter W. Osborne, Jr. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Recess the Board Meeting and Reconvene at 1:30 p.m. today. The motion was unanimously adopted by the following votes: Aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. ID-19-0619 Employee Anniversaries: 1. 25 years of service: Jeff Richardson - Landscaping Department 2. 15 years of service: Samuel Landers - Building Maintenance Department Mayor Flaggs recognized Jeff Richardson in the Landscaping Department with twenty-five (25) years of service and Samuel Landers in the Building Maintenance Department with fifteen (15) years of service. The Mayor and Aldermen congratulated Jeff Richardson and Samuel Landers for their years of service with the City of Vicksburg. B. ID-19-0609 Senior Center Ambassador for the Month of June 2019 Jennifer Harper came before the Board and presented Dian Anderson as the Senior Center Ambassador for the month of June 2019. The Mayor and Aldermen thanked Ms. Anderson as Ambassador for June 2019. Approval of Consent Agenda Items: On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Consent Agenda Items. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from I Can Fly Ministries in the amount of $500.00. The City is authorized pursuant to Sections 17-3-1 and 17-3-3 of the Mississippi Code of 1972. E. ID-19-0606 Approve Request for sponsorship in the amount of $5,000.00 from Total Outreach Uplifting Our Community Through Hope (TOUCH), Inc. for their Summer Youth Program pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: TOUCH Sponsorship Mayor Flaggs stated that purchasing an advertisement from Total Outreach Uplifting Our Community Through Hope (TOUCH), Inc. will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. ID-19-0598 Discuss Vicksburg Convention Center Updates Ms. Donna Gray, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of June 2019 and invited the public to attend. The Mayor and Aldermen thanked Ms. Gray for attending the meeting. B. The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Pay Adjustments in the Police Department (2); Pay Adjustment in the Community Development Department (1); Longevity Pay in the Building Maintenance Department (1); Suspension in the Ambulance Department (1); Terminations in the Sewer Department (2); Request for Extended Medical Leave in the Sewer Department (1). ID-19-0621 Pay Adjustments - Police Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustments of a Patrol Officer from $15.97 per hour to $16.17 per hour, effective June 10, 2019. Officer is entitled to an additional .20 cents increase for six (6) years of service and a Patrol Officer from $16.79 per hour to $16.99 per hour, effective June 12, 2019. Officer is entitled to an additional .20 cents increase for six (6) years of service in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-19-0622 Pay Adjustment - Community Development (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of an Assistant Public Works Director .35 cents longevity pay from $31.20 to $31.55 per hour and a pay increase to $36.90 per hour, effective June 28, 2019. Employee will take on the position of Community Development Director in the Community Development Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-0623 Longevity Pay - Building Maintenance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay of an Electrician I from $20.87 per hour to $20.96 per hour, effective June 14, 2019. Employee is entitled to an additional .09 cents increase for fifteen (15) years of service in the Building Maintenance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-19-0624 Terminations - Sewer Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Terminations of a Laborer, effective June 3, 2019. Employee was arrested on the job for a felony charge of seven (7) counts of false pretense and has been suspended without pay since the incident. Employee is being recommended for termination due to violation of the COV's arrest policy and a Laborer, effective May 24, 2019. Employee has three (3) unexcused absences and is in violation of he COV's Attendance Policy and the Personnel Rules and Regulations 4.1 (i) and (p) in the Sewer Department. ID-19-0625 Request for Extended Medical Leave - Sewer Department (1) On motion of Alderman Monsour, Jr., seconded by Mayor Flaggs, the Mayor and Aldermen voted to approve the Request for Extended Medical Leave in the Sewer Department for an additional four (4) weeks. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-19-0629 Suspension - Ambulance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension in the Ambulance Department, effective June 1, 2019. Employee is on immediate suspension pending further investigation for violating the COV's Arrest Policy.
