Annual Mississippi Fire Chiefs and Firefighters Conference to be held on
May 30th through June 2, 2019 pursuant to Section 17-3-1 and Section
17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Mississippi Fire
Chiefs and Firefighters will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Mississippi Fire Chiefs and Firefighters for
82nd Annual Conference to be held on May 30th through June 2, 2019, in the
amount of $8,500.00. The City is authorized pursuant to Section 17-3-1 and
Section 17-3-3 of the Mississippi Code of 1972.
G. ID-19-0573 Approve request for sponsorship in the amount of $293.30 from Alexis
Murrell for a city wide health fair pursuant to Section 17-3-1 and Section
17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Alexis Murrell will

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Claims Docket. The motion was adopted
unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen authorized the Mayor to accept the Application to Apply for Grant
Funds for Museum Operations for the Corps of Engineers.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for Pay Adjustments in the Police Department(2);
Termination in the Gas Department(1); Termination in the Sewer Department(1);
Education Incentive Request in the Public Works Department(1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Pay Adjustments in the Police Department(2);
Termination in the Gas Department(1); Termination in the Sewer Department(1);
Education Incentive Request in the Public Works Department(1).
The Mayor and Aldermen are now in executive session.

Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-19-0590 Pay Adjustments - Police Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments for an Investigator from
$17.41 per hour to $17.61 per hour, effective May 26, 2019. Employee is entitled to
an additional .20 cents per hour for three (3) years of service and an Investigator
from $19.42 per hour to $19.62 per hour. Employee is entitled to an additional .20
cents per hour for nine (9) years of service, effective May 27, 2019, with the
Police Department. The motion was adopted unanimously by the following vote:

B. ID-19-0591 Termination - Gas Department (1)
This agenda item was removed.
C. ID-19-0592 Termination - Sewer Department (1)
This agenda item is continued until June 3, 2019 Board Meeting.
D. ID-19-0593 Education Incentive Request - Public Works Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Education Incentive Request in the Public
Works Department. The motion was adopted unanimously by the following vote:

E. ID-19-0640 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
