A. ID-19-0562 Employee Anniversaries:
1. 5 years of service: Charles Foster - Landscape Department

Mayor Flaggs recognized Charles Foster in the Landscaping Department with five
(5) years of service and Willie Holt in the Ambulance Department with twenty (20)
years of service.
The Mayor and Alderman congratulated Charles Foster and Willie Holt for their
years of service with the City of Vicksburg.
B. ID-19-0560 Recognition - Captain Penny Jones, Officer Markeetia Johnson
Mayor Flaggs and Alderman Mayfield congratulated Captain Penny Jones and
Officer Markeetia Johnson for earning their master's degree in Criminal Justice
from Alcorn State University on May 4, 2019, while working full time. The Board
thanked them for wearing their badge with honor and making Vicksburg proud.

Mayor Flaggs stated that purchasing an advertisement from Fayette Community
Service Organization will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Mayor Flaggs, and unanimously
passed, The Mayor and Alderman of the City of Vicksburg approved the purchase
of a sponsorship ad from Fayette Community Service Organization for Fat to Fit
Olympic Games in the amount of $1,000.00. The City is authorized pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code (Inner City Youth
Budget).
G. ID-19-0557 Approve request for allocation of funds in the amount of $17,000.00 to The
Community Fund for Four Seasons of the Arts for the 2019 Calendar Year

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to approve allocation of funds in the amount of $17,000.00 to The
Community Fund for Four Seasons of the Arts for the 2019 Calendar Year.
H. ID-19-0553 Authorize City Clerk to advertise for Reverse Auction Bids for a 52,000
GVW Tandem Axle Tractor for the Street Department
I. ID-19-0538 Authorize Mayor to Execute Retainer Agreement with en8 Design (Erin
Norwood) to create Social Media and Branding Images for the Office of the
Mayor

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to uphold the decision of the Zoning Board of Appeals denying
the request for a variance to park and operate commercial trucks in an R-3 Zone.
The motion was adopted unanimously by the following vote:

On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and
Alderman voted to declare the foregoing properties which have not complied to
be a menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structures with all charges incurred to be assessed against the property
owners. In the event an extension is granted, if owner has not complied at the
end of extension period, the Director of Community Development is authorized to
proceed; along with the following actions:

Executive Session:
Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield.
None voting nay, the motion was unanimously adopted.
The Mayor and Alderman discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Forms for Longevity Pay in the Landscaping Department (1), Longevity
Pay in the Ambulance Department (1), Termination in the Fire Department (1),
Termination in the Sewer Department (1), Request for Extended Sick Leave in
the Sewer Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted
unanimously.

The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for Longevity Pay in the Landscaping
Department (1), Longevity Pay in the Ambulance Department (1), Termination in
the Fire Department (1), Termination in the Sewer Department (1), Request for
Extended Sick Leave in the Sewer Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith
- Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam
Andrews - Mayor’s Administrative Assistant, Joseph Stubbs - Police Officer.
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
A. ID-19-0564 Longevity Pay - Landscape Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Longevity Pay of a Laborer from $8.50 per hour to
$8.59 per hour. Employee is entitled to an additional .09 cents per hour for five (5)
years of service in the Landscape Department, effective May 22, 2019. The motion
was adopted unanimously by the following vote:

Absent: 1- Alderman Monsour Jr.
B. ID-19-0565 Longevity Pay - Ambulance Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve pay increase of .19 per hour and .06 longevity for an
EMS/Firefighter from $16.70 per hour to $16.95 per hour, effective May 23, 2019 in
the Ambulance Department. The motion was adopted unanimously by the
following vote:
Aye: 2- Mayor Flaggs, and Alderman Mayfield
Absent: 1- Alderman Monsour Jr.
C. ID-19-0566 Termination - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Termination of a Firefighter I in the Fire
Department. Employee did not meet requirements of his probation. Failed to
fulfill Vicksburg Fire Department Standard Operating Guideline 9.1.1 which
reads, in part, "The entry-level firefighter must complete the following steps
during a 12-month probationary period. Must be a nationally and state registered
EMT. Must maintain both certifications." Employee failed the National Registry of
EMT's exam for the third and final time. The motion was adopted unanimously by
the following vote:

D. ID-19-0567 Termination - Sewer Department (1)
This agenda item has been rescheduled until Friday, May 24, 2019
E. ID-19-0568 Request for Extended Sick Leave - Sewer Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Alderman voted to approve the Request for Extended Sick Leave in the Sewer
Department for an additional two (2) weeks, effective May 15, 2019. Employee has
exhausted his Family Medical Leave of Absence (FMLA). The motion was
adopted unanimously by the following vote:
