On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from River 101.3, KHits 104.5 and 92.7 The Touch in the amount of $450.00 for May, $450.00 for July and $450.00 for August. Monsour, Jr. left the Board Meeting A. ID-19-0504 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of May 2019, and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. B. ID-19-0525 Approve the following requests from Leadership Vicksburg Class 2018-2019 for Disc Golf: 1. Authorize the purchase of bench supplies (lumber, screws, bolts, quickcrete for setting, etc) in the amount of $500.00 for building and installation of nine (9) wooden benches 2. ID-19-0527 Authorize Mayor to Execute Change Order No. 2 with Schindler Elevator Corporation for Vicksburg Convention Center Elevator / Escalator Renovations Attachments: Change Order #2 Elevator Escalator On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and Alderman voted to authorize the Mayor to Execute Change Order No. 2 with Schindler Elevator Corporation for Vicksburg Convention Center Elevator / Escalator Renovations. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. E. ID-19-0510 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Special Assessment Victor Gray-Lewis, Director of Community Development, came for a hearing before the Board to discuss and request to proceed to cut, clean and demolish the following property: 1612 Jackson Street, PPIN 021861; owned by Pearl Plump et al c/o Archie Plump - (cut grass/weeds, remove trash & debris) On motion of Alderman Mayfield, seconded by Mayor Flaggs., the Mayor and Alderman voted to declare the foregoing property which has not complied to be a menace to the public health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish the structure with all charges incurred to be assessed against the property owners. In the event an extension is granted, if owner has not complied at the end of extension period, the Director of Community Development is authorized to proceed; along with the following action: 1612 Jackson Street, PPIN 021861; owned by Pearl Plump et al c/o Archie Plump - Not Complied The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. City of Vicksburg Page 4 Printed on 5/24/2019 Board of Mayor and Aldermen Minutes - Final May 10, 2019 Executive Session: Mayor Flaggs moved the Mayor and Alderman go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield. None voting nay, the motion was unanimously adopted. The Mayor and Alderman discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for Pay Adjustment in the Parks & Recreation Department (1), Pay Adjustment in the Police Department (1), Longevity Pay in the Building Maintenance Department (1), Suspensions in the Sewer Department (2), Request for Extended Medical Leave in the Legal Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield. The motion was adopted unanimously. The Mayor and Alderman announced they would go into executive session to discuss Personnel Action Forms for Pay Adjustment in the Parks & Recreation Department (1), Pay Adjustment in the Police Department (1), Longevity Pay in the Building Maintenance Department (1), Suspensions in the Sewer Department (2), Request for Extended Medical Leave in the Legal Department (1). The Mayor and Alderman are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Julie Decker - Prosecuting City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Xavier Craft - Police Officer. Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. A. ID-19-0530 Pay Adjustment - Parks & Recreation (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Pay Adjustment of a Lifeguard from $8.25 per hour to $8.50 per hour. Lifeguard is beginning her third year at City Pool and wages will increase .25 cents each year of employment, effective May 31, 2019 in the Parks Recreation Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. B. ID-19-0531 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Pay Adjustment of a Captain/Patrol Commander from $30.00 per hour to $30.79 per hour, effective May 10, 2019. Employee has completed her Master's Degree in Criminal Justice on May 4, 2019, and is entitled to a pay increase for education incentive of .79 cents per hour in the Police Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. C. ID-19-0532 Longevity Pay - Building Maintenance (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Longevity Pay of Head Custodian from $12.47 per hour to $12.73 per hour, effective May 12, 2019 in the Building Maintenance Department. Employee is entitled to .09 cents longevity increase for fifteen (15) years of service and a pay increase of .17 cents. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. D. ID-19-0533 Suspensions - Sewer Department (2) City of Vicksburg Page 5 Printed on 5/24/2019 Board of Mayor and Aldermen Minutes - Final May 10, 2019 On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Suspensions of a Laborer effective May 10, 2019. Employee is suspended pending the outcome of his case due to violation of the City of Vicksburg's Arrest Policy. Employee is set to return to work on Monday, May 13, 2019; a Laborer effective immediately in the Sewer Department. Employee is suspended pending termination for violation of the City of Vicksburg's Arrest Policy. Employee was arrested for a felony bank fraud charge with Trustmark Bank. He was arrested on the jobsite on Monday, May 6, 2019, by the Warren County Sheriff Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. E. ID-19-0534 Request for Extended Medical Leave - Legal Department (1) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Alderman voted to approve the Request for Extended Medical Leave of an Associate City Attorney. Employee has exhausted her FMLA and Extended Sick Leave and is requesting an additional four (4) weeks effective May 4, 2019 through June 11, 2019, in the Legal Department. The motion was adopted unanimously by the following vote: Aye: 2- Mayor Flaggs, and Alderman Mayfield Absent: 1- Alderman Monsour Jr. F. ID-19-0559 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Mayfield, seconded by Mayor Flaggs, the Mayor and Alderman voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
