On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, The Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from the Red Carpet Bowl Committee for the 2019 Red Carpet Bowl Football Classic in the amount of $5,000.00. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. E. ID-19-0631 Approve request for sponsorship in the amount of $200.00 for the Miss Black Mississippi / Louisiana USA Regional Pageant 2019 Souvenir Book pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Pageant Sponsorship Mayor Flaggs stated that purchasing an advertisement from the Miss Black Mississippi/Louisiana USA Regional Pageant will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. ID-19-0634 Approve the following requests from Roger Harris: 1. Permission to hold the third annual Vicksburg Vintage Motorcycle Show in the grass lot at the corner of Grove Street and Washington, known as the farmers market area on Saturday, November 2, 2019 from 9:00 a.m. to 3:00 p.m. 2. Use of electricity for PA System and fans under a hospitality tent 3. Sponsorship in the amount of $1,000.00 pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Motorcycle Show Advertisement I. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. J. ID-19-0637 Authorize City Clerk to advertise for Reverse Auction Bids for two (2) 2019 or newer 33,000 GVW Single Axle Dump Trucks with Beds K. ID-19-0626 Approve Claims Docket The City Clerk presented the Docket of Claims numbering 1547 through 1567 and 153678 through 153951. On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Claims Docket. Routine Agenda: A. ID-19-0627 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of June 2019 and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. B. ID-19-0635 Authorize advertising with Facebook pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize advertising with Facebook pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-0642 Adopt Budget Amendments On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt Budget Amendments. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-19-0641 Adopt Resolution to Request Proposals for the Disposition and Development of Property in Accordance with the Urban Renewal Plan for the Kuhn Memorial Hospital Area Adopted on April 18, 2016 Attachments: Kuhn RFP On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution to Request Proposals for the Disposition and Development of Property in Accordance with the Urban Renewal Plan for the Kuhn Memorial Hospital Area Adopted on April 18, 2016. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-19-0639 Adopt Revised Vicksburg Police Department Organization Chart Attachments: PD Organization Chart On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Revised Vicksburg Police Department Organization Chart. ID-19-0646 Accept Letter from Mississippi Department of Environmental Quality (MDEQ) Approving Executed Professional Services Contract with Allen & Hoshall for Sanitary Sewer System Rehabilitation (SRF C280-733-04) Attachments: WPCRLF Loan Program On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to accept the Letter from Mississippi Department of Environmental Quality (MDEQ) Approving Executed Professional Services Contract with Allen & Hoshall for Sanitary Sewer System Rehabilitation (SRF C280-733-04). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for Pay Adjustments in the Police Department (2), Longevity Pay at the City Auditorium (1), Longevity Pay in the I.T. Department (1), Suspension in the Ambulance Department (1), Rescind Education Incentive in the Police Department (1), Rescind New Hires Summer Youth Employment (2). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for Pay Adjustments in the Police Department (2), Longevity Pay at the City Auditorium (1), Longevity Pay in the I.T. Department (1), Suspension in the Ambulance Department (1), Rescind Education Incentive in the Police Department (1), Rescind New Hires Summer Youth Employment (2). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Joseph Stubbs - Police Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-19-0652 Pay Adjustments - Police Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Pay Adjustments of a Patrol Officer (FTO) from $17.28 per hour to a Patrol Officer at $16.53 per hour. Officer is no longer serving as a Field Training Officer and a Patrol Officer (FTO) from $16.94 per hour to a Patrol Officer at $16.19 per hour. Officer is no long serving as a Field Training Officer at the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-19-0653 Longevity Pay - City Auditorium (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Longevity Pay of an Assistant Manger at City Auditorium from $14.28 per hour to $14.37 per hour, effective June 18, 2019. Employee is entitled to an additional .09 cents per hour for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-19-0654 Longevity Pay - IT (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve pay increase of .26 cents per hour and .09 cents Longevity Pay for a Computer Programmer from $29.45 per hour to $29.80 per City of Vicksburg Page 4 Printed on 6/28/2019 Board of Mayor and Aldermen Minutes - Final June 10, 2019 hour in the IT Department, effective June 16, 2019. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-19-0655 Suspension - Ambulance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve Suspension of a Paramedic III for one (1) shift (24 hours) on June 17-18, 2019, in the Ambulance Department. Employee violated Vicksburg Fire Department Standard Operating Guideline 12.7.75 Attendance Policy for 24-Hour Shift. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-19-0656 Rescind - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Rescind the previous pay adjustment of a Captain-Patrol Commander on May 10, 2019, for an increase in education incentive in the amount of .79 cents. Employee should have received $1.94 increase for obtaining a Master's Degree in Criminal Justice on May 4, 2019, in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-19-0657 Rescind - Summer Youth (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Rescind New Hire Summer Worker. HR was notified of a negative drug screen and new hire action form was approved by the Board on June 3, 2019. Due to reporting discrepancy with Merit Health Clinic, the employee was confirmed negative, but the negative confirmation was in reference to a previous drug screen that was done in 2017. HR received a call after the employee's action form was approved stating that his drug screen requested by the City of Vicksburg was confirmed positive. To Rescind New Hire Summer Worker for informing HR that he would be taking another job after his action form had already been approved. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-19-0670 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, June 17, 2019, to take up and act upon any and all matters that may come before the Board.
