Lendsi Radio V105.5 FM for Miss Mississippi and Miss Outstanding Teen
Pageants ($295 a month for the months of April, May and June) pursuant to
Section 17-3-1 and Section 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Lendsi Radio V105.5
FM will bring into favorable notice the opportunities, possibilities and resources
of the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., and second by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of sponsorship ad from Lendsi Radio V105.5 FM in the amount of
$885.00 ($295 a month for months of April, May and June) for Miss Mississippi and
Miss Outstanding Teen Pageants. The City is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972.
G. ID-20-0196 Approve request for payment from Vicksburg-Warren 911 for the city's
share of 15 full-time and 4 part-time E-911 dispatchers' salaries, matching
benefits, and insurance for:

Mayor Flaggs stated that purchasing an advertisement from Junius Ward Johnson

On motion of Alderman Monsour, Jr., and second by Alderman Mayfield, and

amount of $1,000.00 for Run Thru History. The City is authorized pursuant to

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to open the Appeal Hearing regarding Zoning Board of Appeals
for Elizabeth Nelson to operate a Bed and Breakfast at 2430 Drummond Street.
The motion was adopted unanimously by the following vote: Aye; Mayor Flaggs,
Alderman Mayfield, and Alderman Monsour, Jr.
Today being the date set for hearing the appeal of Elizabeth Nelson from the
decision of the Zoning Board of Appeals rendered in meeting held on January 7,
2020, granting a special exception to operate a Bed and Breakfast located at
2430 Drummond Street which is zoned R-3 Two-Family Residential, as provided
by Section 406.3-1.1(3) of the Zoning Ordinance, Ordinance 71-8 of the Code of
Ordinances of the City of Vicksburg, as amended. The Zoning Board of Appeals
gave Ms. Nelson twelve (12) months to begin action necessary for which the
special exception was granted, failure to begin exception will expire on January
7, 2021. The testimony was taken by Leigh Ann Dewease, bonded reporter, and is
made a matter of record hereof as thoughtfully set out herein.
The minutes of the Zoning Board meeting are made a matter of record hereof as
thoughtfully set out herein.
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to take this matter under advisement.

D. ID-20-0189 Hearing to determine whether or not the properties listed on the Community
Development Agenda are a public menace to the public health, safety and
welfare of the community

Jeff Richardson, Director of Community Development, came for a hearing before
the Board to discuss and request permission to proceed to cut, clean and
demolish the following property:
3630 Halls Ferry Road, PPIN 011789; owned by Mary B. Ward - (Cut grass/weeds,
remove trash & debris, remove Semi-truck trailer)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to declare the foregoing property which has not complied to
be a public menace to the public health, safety & welfare of the community and
authorize the Director of Community Development to proceed to cut, clean and
demolish structure with all charges incurred to be assessed against the property
owner. In the event an extension is granted, if owner has not complied at the
end of the extension period, the Director of Community Development is
authorized to proceed; along with the following actions:

Mayor Flaggs recused himself from the Board Meeting.

N. ID-20-0198 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering 1724-1732 and
159940-160273.
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Claims Docket. The motion
was adopted unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Recused: 1- Mayor Flaggs
Mayor Flaggs returned to the Board Meeting.
Mayor Pro-Tem Monsour, Jr. is now Alderman Monsour, Jr.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Request for Extension of Medical Leave in the Police
Department (1); Suspension in the Water Department (1); Suspension in the Fire
Department (1); Suspension in the Police Department (1); Termination in the
Water Department (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Extension of Medical Leave in
the Police Department (1); Suspension in the Water Department (1); Suspension
in the Fire Department (1); Suspension in the Police Department (1); Termination
in the Water Department (1).
The Mayor and Aldermen are now in executive session.

A. ID-20-0208 Request for Extension of Medical Leave - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Request for Extension of Medical Leave in
the Police Department. The motion was adopted unanimously by the following
vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0209 Suspension - Water Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Laborer immediately in the
Water Department, effective February 18, 2020. Employee was arrested on
February 12, 2020, and was released from jail on Friday, February 14, 2020, with
a charge of Disorderly Conduct/Failure to Comply. Per the COV Arrest Policy, he
is immediately suspended pending termination. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0210 Suspension - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Firefighter III for 8 hours +
24 hours (1 shift) = 32 hours in the Fire Department, effective 8 hours March 1,
2020, and 24 hours March 4, 2020. Employee violated Relief of Duty, Absent
Without Leave, Second Offense (suspend 8 hours without pay) which also
resulted in a 6th occurrence of unapproved leave (suspend 24 hours without pay).
The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
D. ID-20-0211 Suspension - Police Department (1)
This agenda item will continue until Monday, March 2, 2020.
E. ID-20-0212 Termination - Water Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Termination of a Laborer immediately in the
Water Department, effective February 18, 2020. Employee was arrested on
February 12, 2020, with a charge of Disorderly Conduct/Failure to Comply.
Employee has been suspended since February 18, 2020. Recommendation is for
the time suspended to serve as punishment. This is employee's second arrest; on
third, the recommendation will be termination. The motion was adopted
unanimously by the following vote:

Executive Session

Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
