On motion of Alderman Monsour, Jr., and seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Alcorn State University in the amount of $5,000.00 for its 40th Annual Jazz Festival. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. F. ID-20-0222 Authorize advertisement in the amount of $870.04 in the Vicksburg Post for the Historical Marker Unveiling of Mr. Tommie Lee Williams, Sr. pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Marker Williams Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., and seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Fastlife Ducks Youth Football and Cheer in the amount of $1,875.00. Youth Girls Fast Pitch Softball for payment of insurance and affiliation fees in the amount of $3,036.00 Attachments: VGSA Reimbursement Routine Agenda: A. ID-20-0218 Discuss Vicksburg Convention Center Updates Ms. Elyce Curry, of the Vicksburg Convention Center, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center for the month of March 2020 and invited the public to attend. The Mayor and Aldermen thanked Ms. Curry for attending the meeting. B. ID-20-0219 Discuss Vicksburg Convention and Visitors Bureau Updates Ms. Laura Beth Strickland, of the Vicksburg Convention and Visitors Bureau, came before the Board to inform the public of the upcoming events at the Vicksburg Convention Center and Visitors Bureau for the month of March 2020 and invited the public to attend. The Mayor and Aldermen thanked Ms. Strickland for attending the meeting. C. ID-20-0243 Authorize City Clerk to transfer funds from the following special accounts and place into city's pooled cash account: 1. ERBR-Kemp Bottom Road Bridge Project in the amount of $34,133.14 2. City of Vicksburg Feasibility Study in the amount of $115,924.79 3. MS Home Corp Grant Funds in the amount of $15,837.67 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the City Clerk to transfer funds from the following special accounts and place into city's pooled cash account: 1. ERBR-Kemp Bottom Road Bridge Project in the amount of $34,133.14; 2. City of Vicksburg Port Feasibility Study in the amount of $115,924.79; 3. MS Home Corp Grant Funds in the amount of $15,837.67. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0227 Adopt Budget Amendments On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Budget Amendments for March 2, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0229 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Master Copy of the Agenda for March 2 2020 Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following property: Olive Street, PPIN 017396; owned by Helen Thomas (Cut grass/weeds, remove trash and debris) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to declare the foregoing property which has not compiled to be a public menace to the public health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owner; along with the following actions: Olive Street, PPIN 017396; owned by Helen Thomas - Not Complied The motion was adopted unanimously by the following vote: City of Vicksburg Page 3 Printed on 4/7/2020 Board of Mayor and Aldermen Minutes - Final March 2, 2020 Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-20-0231 Approve request from Fountain Construction to close Mulberry Street in front of the Convention Center on March 10-11, 2020 to replace rooftop units Attachments: Crane Road Closure On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the request from Fountain Construction to close Mulberry Street in front of the Convention Center on March 10-11, 2020 to replace rooftop units. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-20-0236 Adopt Resolution regarding Special Exception for 2430 Drummond Street - Oak Hall (formerly Stained Glass Manor) On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution regarding Special Exception for 2430 Drummond Street - Oak Hall (formerly Stained Glass Manor). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-20-0230 Adopt Resolution to Settle Claim With Ergon Biofuels, Inc. Concerning Natural Gas Bill Attachments: Resolution Ergon On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution to Settle Claim With Ergon Biofuels, Inc. Concerning Natural Gas Bill. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. I. ID-20-0233 Authorize Mayor to execute Agreement with Vicksburg Girls' Softball Association for use of city's softball fields Attachments: Girls Softball Agreement On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Agreement with Vicksburg Girls' Softball Association for use of city's softball fields. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. J. ID-20-0234 Authorize Mayor to execute Contract Amendment No. 1 with Moss Construction for Fuzzy Johnson Park Improvements (Blue Ink) Attachments: Fuzzy Johnson Improvements Amendment No. 1 On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Contract Amendment No. 1 with Moss Construction for Fuzzy Johnson Park Improvements (Blue Ink). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for: Longevity Pay in the Inspection Department (1); Pay Adjustment in the Police Department (1); Suspension in the Ambulance Department (1); Suspension in the Police Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. City of Vicksburg Page 4 Printed on 4/7/2020 Board of Mayor and Aldermen Minutes - Final March 2, 2020 The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Longevity Pay in the Inspection Department (1); Pay Adjustment in the Police Department (1); Suspension in the Ambulance Department (1); Suspension in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Debra Goodman - Mayor’s Administrative Assistant, Sam Andrews - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Kelsey Conner - Human Resource Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0239 Longevity Pay - Inspection Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of a Code Enforcer from $18.33 per hour to $18.42 ($18.33 + .09) per hour in the Inspection Department. Employee is entitled to an additional .09 cent per hour for five (5) years of service, effective March 18, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0240 Pay Adjustment - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of an Officer from $22.16 per hour to $22.36 ($22.16 + .20) per hour, effective March 4, 2020, in the Police Department. Officer is entitled an additional .20 cents per hour increase for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0241 Suspension - Ambulance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Paramedic I for 72 Hours (3 Shifts; March 5, 8 and 11) in the Ambulance Department. Employee continued failure to complete ambulance patient care reports by the end of each shift (Vicksburg Fire Department SOG 10.10.3) and telling supervisors falsely that they were complete. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0242 Suspension - Police Department (1) This agenda item will be continued until March 10, 2020 E. ID-20-0297 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Tuesday, March 10, 2020, to take up and act upon any and all matters that may come before the Board.
