ID-20-0245 Approve request for advertisement in the amount of $500.00 from I Can Fly Ministries pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: I Can Fly Ministries Mayor Flaggs stated that purchasing an advertisement from I Can Fly Ministries will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from I Can Fly Ministries in the amount of $500.00. The City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972. E. ID-20-0247 Approve Claims Docket The City Clerk presented the Docket of Claims numbering: 154733, 1733-1753 and 160274-160595. Routine Agenda: B. ID-20-0244 Discuss Southern Cultural Heritage Center Updates Ms. Stacey Mahoney, of the Southern Cultural Heritage Center, came before the Board to inform the public of the upcoming events at the Southern Cultural Heritage Center for the month of March 2020 and invited the public to attend. The Mayor and Aldermen thanked Ms. Mahoney for attending the meeting. C. ID-20-0250 Authorize Mayor to execute Loan Amendment Request to MDEQ for SRF C280733-04 Attachments: Loan Amendment Request On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Loan Amendment Request to MDEQ for SRF C280733-04. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0258 Authorize City Clerk to transfer funds from the Bond Bank Account and place into Vicksburg Water and Gas General Fund (pooled cash): 1. City of Vicksburg (2015 Public Improvement) in the amount of $1,886,732.10 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the City Clerk to transfer funds from the Bond Bank Account and place into Vicksburg Water and Gas General Fund (pooled cash): 1. City of Vicksburg (2015 Public Improvement) in the amount of $1,886,732.10. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor Flaggs moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Police Department (1); Pay Adjustment in the Fire Department (1); Pay Adjustment in the Ambulance Department (1); Retro Pay in the Police Department (1); Suspension in the Police Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Police Department (1); Pay Adjustment in the Fire Department (1); Pay Adjustment in the Ambulance Department (1); Retro Pay in the Police Department (1); Suspension in the Police Department (1). ID-20-0260 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Lieutenant in the Narcotics Division from $29.50 ($29.41 + .09) per hour to $30.00 ($29.41 + .09 + .50) per hour in the Police Department. Employee is entitled to an additional .50 cents per hour increase for fifteen (15) years of service, effective January 13, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0261 Pay Adjustment - Fire Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Firefighter I from $9.53 per hour to a Firefighter/Ambulance III at $11.42 per hour in the Fire Department, effective March 11, 2020. Employee has completed requirements of probationary period and is assigned to an ambulance. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0262 Pay Adjustment - Ambulance Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of a Paramedic IV from $13.87 per hour to a Paramedic V at $14.90 per hour in the Ambulance Department. Employee has met requirements for increase in Tier Pay System, effective March 11, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0263 Retro Pay - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Retro Pay of a Lieutenant in the Narcotics Division in the Police Department from $29.50 ($29.41 + .09) per hour to $30.00 ($29.41 + .09 + .50), effective January 13, 2020. Employee is due an additional .50 cents per hour for fifteen (15) years of service from January 13, 2020 to March 2, 2020. The total number of regular hours worked is 311.31 (311.37 x .50 = $155.69). No overtime was worked from 1/13/2020-3/1/2020. The total retro pay requested and due to employee is $155.69. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0264 Suspension - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Police Officer for four (4) days and four (4) month probation with remedial training selected by Chief Moore in the Police Department, effective March 11, 2020. Officer is in violation of multiple Vicksburg Police Department Policy and Procedures. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-20-0298 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
