Monsour, Jr., Alderman Monday, March 16, 2020 10:00 AM Robert M. Walker Building 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Mayor George Flaggs, Jr. Pledge of Allegiance was led by Alderman Michael A. Mayfield, Sr. 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. Osborne, Jr., City Clerk Tasha W. Jordan, Deputy City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Board Comments: Meeting went into Recess Meeting Reconvened On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the City of Vicksburg's Policy and Procedure for Coronavirus (COVID-19). The motion was adopted unanimously by the following vote: Aye: 3 - Mayor Flaggs, Alderman Mayfield, and Alderman Monosur, Jr. 4. Adopt Agenda ADD: Under Consent Agenda Letter J (ID-20-0310) Authorize City Clerk to transfer $500,000.00 from City of Vicksburg 2016 COV Tourism to City Pooled Cash Account at BancorpSouth On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Agenda, as amended. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Approval of Consent Agenda Items: On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Approval of Consent Agenda Items. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0266 Adopt Board Meeting Minutes for: 1. February 25, 2020 B. ID-20-0274 Receive Vicksburg Police Department Crime Statistic Report for: 1. February 2020 Attachments: Crime Stats February 2020 C. ID-20-0268 Approve request for advertisement in the amount of $150.00 from Jackson State University Golden Class of 1970 pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: JSU Advertisement Mayor Flaggs stated that purchasing an advertisement from Jackson State University Golden Class of 1970 will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. D. ID-20-0269 Approve request for advertisement in the amount of $500.00 from Mississippi Skilled Trades Expo pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Trade Expo Advertisement Mayor Flaggs stated that purchasing an advertisement from Mississippi Skilled Trades Expo will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Mississippi Skilled Trades Expo in the amount of $500.00. ID-20-0270 Approve request for advertisement in the amount of $8,000.00 from the Miss Mississippi Corporation for the 2020 Miss Mississippi Outstanding Teen Pageant pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Outstanding Teen Advertisement Mayor Flaggs stated that purchasing an advertisement from Miss Mississippi Corporation will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Miss Mississippi Corporation in the amount of $8,000.00 for the 2020 Miss Mississippi Outstanding Teen Pageant. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. F. ID-20-0272 Approve invoice #3626 for payment in the amount of $3,889.44 from Vicksburg-Tallulah Regional Airport for the month of February 2020 Attachments: VTR Invoice G. ID-20-0273 Authorize the Mayor to execute Request for Cash No. 11 with the Mississippi Home Corporation for 2016 Home Investment Partnership Program (1228-M16-SG-280-374) (Blue Ink) Attachments: HOME Request for Cash #11 H. ID-20-0275 Approve Pay Application No. 2 in the amount of $313,098.34 with Path Company for Energy Equipment Installation Contract and Authorize Doug Whittington to process payment Attachments: Pay App #2 PATH Co. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0267 Authorize Mayor to execute Contract for Services at the Jesse Brent Lower Mississippi River Museum with Clint Sanders Attachments: Sanders Contract On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Contract for Services at the Jesse Brent Lower Mississippi River Museum with Clint Sanders. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0278 Authorize Mayor to execute Contract for Services with Glen Palmer (Census Liaison) Attachments: Palmer Contract On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Contract for Services with Glen Palmer (Census Liaison). The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0282 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Master Copy of the Agenda for March 16 2020 Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following property: 2624 Washington Street, PPIN 015190; owned by Anthony Chiplin - (Cut grass/weeds, remove trash and debris, remove inoperable vehicles) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to declare the property which have not complied to be a public menace to the public health, safety and welfare of the community and authorize the Director of Community to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owner; along with the following actions: 2624 Washington Street, PPIN 015190; owned by Anthony Chiplin - Thirty (30) days to clean up The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the ROW City of Vicksburg Page 3 Printed on 4/7/2020 Board of Mayor and Aldermen Minutes - Final March 16, 2020 Department (1) and Request for Extended Medical Leave in the Police Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Request for Extended Medical Leave in the ROW Department (1) and Request for Extended Medical Leave in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Tasha W. Jordan - Deputy City Clerk, Debra Goodman - Mayor’s Administrative Assistant, Leroy Thomas - North Ward Alderman’s Administrative Assistant, Kelsey Conner - Human Resource Administrative Assistant. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0280 Request for Extended Medical Leave - ROW Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request for Extended Medical Leave for thirty (30) days for an employee in the ROW Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0281 Request for Extended Medical Leave - Police Department (1) On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Request for Extended Medical Leave of a Police Officer an additional two (2) weeks and five (5) days with a return date of March 25, 2020, in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0311 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Wednesday, March 25, 2020, to take up and act upon any and all matters that may come before the Board.
