and Aldermen voted to adopt the Agenda as printed. The motion was adopted

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor

Mayor Flaggs stated that purchasing an advertisement from the Vicksburg Daily
News will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
invoice #1295 from the Vicksburg Daily News in the amount of $1,000.00 for
COVID-19 Ordinance Advertising. The City is authorized pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code of 1972.
D. ID-20-0435 Approve Pay Application No. 4 in the amount of $674,252.31 with Path

Citizens Of The City Of Vicksburg, Mississippi. The motion was adopted
unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to authorize the Mayor to Approve a 30-Day Contract
Extension with Seabury Maritime from May 1, 2020 To Complete the Market
Analysis of the Vicksburg USA Multimodal Port Development Project. The motion
was adopted unanimously by the following vote:

E. ID-20-0438 Authorize the Mayor to execute Request for Cash No. 12 with the
Mississippi Home Corporation for 2016 Home Investment Partnership

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg voted to
authorize the Mayor to execute Contract and Addendum between City of
Vicksburg, MS and Pyroman, LLC in the amount of $45,000.00 for July 4th
Fireworks. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of
the Mississippi Code of 1972. The motion was adopted unanimously by the
following vote:

G. ID-20-0431 Ratify execution of Airport Grant Agreement to FAA for $30,000 pursuant
to CARES Act

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to ratify the execution of Airport Grant Agreement to FAA for
$30,000 pursuant to CARES Act. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting
to determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Monsour, Jr. moved to go into executive session to discuss
Personnel Action Forms for: Pay Adjustments in the Fire Department (3),
Termination in Building Maintenance (1).
The motion was seconded by Alderman Mayfield. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Pay Adjustments in the Fire Department (3),
Termination in Building Maintenance (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan -
Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-20-0440 Pay Adjustments - Fire Department (3)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of a Firefighter I at $9.53
per hour to a Firefighter III at $10.58 per hour, effective May 6, 2020. Employee
has completed probationary period and all requirements for tier increase; a
Firefighter III at $10.58 per hour to Firefighter/Ambulance III at $11.42 per hour,
effective May 6, 2020. Employee has been assigned to an ambulance; a
Firefighter III $ 10.58 per hour to a Firefighter/Ambulance III at $11.42 per hour,
effective May 6, 2020. Employee has been assigned to an ambulance in the Fire
Department. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0441 Termination - Building Maintenance (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Termination of a Heat Air Technician in
Building Maintenance. Employee is in violation of COV Policies and Procedures
specifically Rule IV 4.1 (c), (f), (i), (n), (r), (cc). Employee vehicle was tracked from
March 2, 2020 - April 6, 2020 at two (2) businesses. The motion was adopted
unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Adjournment
On motion of Mayor Flaggs, seconded by Alderman Mayfield, and unanimously
passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10
o’clock a.m., Monday, May 18, 2020, to take up and act upon any and all matters
that may come before the Board.
