On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:

A. ID-20-0414 Employee Anniversaries:
10 years of service: Nikki Hunter - Gas Department

Mayor Flaggs recognized Nikki Hunter in the Gas Department with ten (10) years
of service. Richard Wilson, Sammy Brocato, John Brewer, Craig Danczyk, Daryl
Collins and Joe Graham in the Fire Department each with twenty-five (25) years
of service.
The Mayor and Aldermen congratulated Nikki Hunter, Richard Wilson, Sammy
Brocato, John Brewer, Craig Danczyk, Daryl Collins, Joe Graham for their years
of service with the City of Vicksburg.

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was

Mayor Flaggs stated that purchasing an advertisement from K Hits 104.5, River
101.3 and 92.7 The Touch will bring into favorable notice the opportunities,
possibilities and resources of the City of Vicksburg and will be helpful toward
advancing the moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed. The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from K Hits 104.5, River 101.3 and 92.7 The
Touch in the amount of $500.00 for Salutes to 2020 Graduates. The City is
authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code
of 1972.
D. ID-20-0400 Approve request for advertisement in the amount of $500.00 for a full page
color ad in the Vicksburg Post for "A Tribute to Heroes" Memorial Day
section of the newspaper pursuant to Section 17-3-1 and Section 17-3-3 of
the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed. The Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from The Vicksburg Post in the amount of
$500.00 for a full page color ad for "A Tribute to Heroes" Memorial Day. The City
is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to authorize the Mayor to execute Lease Agreement with
Paul Lynn Construction, LLC for approximately 76 acres of the Vicksburg
Municipal Airport property. The motion was adopted unanimously by the
following vote:

Executive Session:
Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Request for Employee Educational Incentive in the
Police Department(1); Longevity Pay in the Gas Department(1); Pay Adjustments
in the Police Department(5); Retro Pay in the Fire Department(1); Retro Pay in the
Animal Control Department(1); Retro Pay in the Sewer Department(1); Retro Pay
in the Water Department (1); Suspension in the Fire Department(1); Termination
in the Sewer Department(1).

The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Request for Employee Educational Incentive
in the Police Department(1); Longevity Pay in the Gas Department(1); Pay
Adjustments in the Police Department(5); Retro Pay in the Fire Department(1);
Retro Pay in the Animal Control Department(1); Retro Pay in the Sewer
Department(1); Retro Pay in the Water Department (1); Suspension in the Fire
Department(1); Termination in the Sewer Department(1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,

A. ID-20-0416 Request for Employee Educational Incentive - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Request for Employee Educational Incentive
of an Investigator in the Police Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0417 Longevity Pay - Gas Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Longevity Pay of a Meter Reader in the Gas
Department, from $9.57 ($9.48 + .09) per hour to $9.65 ($9.48 + .09 + .08) per hour,
effective May 11, 2020. Employee is entitled to an additional .08 cents increase
for ten (10) years of service. The motion was adopted unanimously by the
following vote:

C. ID-20-0418 Pay Adjustments - Police Department (5)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustments of a Police Officer from
$16.48 per hour to $16.68 ($16.48 + .20) per hour, effective May 9, 2020. Officer is
entitled to an additional .20 cents increase for two (2) years of service; a Police
Officer/FTO from $17.19 per hour to $17.39 ($17.19 + .20) per hour, effective May 9,
2020. Officer is entitled to an additional .20 cents per hour for two (2) years of
service; an Investigator from $18.11 per hour to $18.31($18.11 + .20) per hour,
effective May 10, 2020. Officer is entitled to an additional .20 cents per hour for
seven (7) years of service; a Patrol Officer from $15.80 per hour to $16.00 ($15.80 +
.20) per hour, effective May 11, 2020. Officer is entitled to an additional .20 cents
per hour for four (4) years of service; a Patrol Officer from $16.56 per hour to
$16.76 ($16.56 + .20) per hour, effective May 11, 2020. Officer is entitled to an
additional .20 per hour for four (4) years of service in the Police Department. The
motion was adopted unanimously by the following vote:

D. ID-20-0419 Retro Pay - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Retro Pay of a Captain V (+1) of $287.96,
effective January 29, 2020. Employee met his requirements for increase in the
Tier Pay System in January, which includes longevity pay of twenty (20) years
(.25), but his increase was not given to him at the time. Therefore; he is due a
retro pay in the amount of $287.96 for hours worked during the time period of
January 17, 2020 through April 21, 2020 in the Fire Department. The motion was
adopted unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Retro Pay of an Animal Control Officer in the
amount of $153.25, effective February 28, 2020. Employee reached his six (6)
month of employment with the City of Vicksburg on February 28, 2020, and was
entitled to a minimum wage increase from $8.25 per hour to $8.50 per hour.
Employee is due a total of $153.25 in retro pay for his time worked from February
28, 2020 through March 24, 2020. The motion was adopted unanimously by the
following vote:

F. ID-20-0421 Retro Pay - Sewer Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Retro Pay of a Laborer in the amount of
$40.04. Employee reached his six (6) months of employment with the City of
Vicksburg on February 28, 2020, and was entitled to a minimum wage increase
from $8.25 per hour to $8.50 per hour. Employee is due a total of $40.04 in retro
pay for his time worked from February 28, 2020 through March 24, 2020; a
Laborer in the amount of $36.01, effective February 28, 2020. Employee has
reached his six (6) months of employment with the City of Vicksburg on February
28, 2020, and was entitled to a minimum wage increase from $8.25 per hour to
$8.50 per hour in the Sewer Department. Employee retro pay for his time worked
from February 28, 2020 through March 24, 2020. The motion was adopted
unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Retro Pay of a Laborer in the amount of
$39.55 in the Water Department. Employee reached his six (6) months of
employment with the City of Vicksburg on February 28, 2020 and was entitled to a
minimum wage increase from $8.25 per hour to $8.50 per hour. Employee is due
retro pay for his time worked from February 28, 2020 through March 24, 2020. The
motion was adopted unanimously by the following vote:

H. ID-20-0423 Suspension - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Lieutenant I for one (1) shift
(24 hours) of May 12-13, 2020 in the Fire Department. Employee violated the
Vicksburg Fire Department Standard Operating Guideline 12.1.75 Attendance
Policy for 24-Hour Shift Employee, six (6) occurrences (March 1, 2020). The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.

I. ID-20-0424 Termination - Sewer Department (1)
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
Mayor Pro-Tem and Alderman voted to approve the Termination of a Laborer in
the Sewer Department, effective May 4, 2020. Employee was recommended for
termination due to violation of the COV's Personnel Rules and Regulations,
specifically insubordination and carelessness in the use of city property. In lieu of
termination, the Board approved a five (5) day suspension and a ninety (90) day
probation with zero tolerance for future offenses. The motion was adopted
unanimously by the following vote:
Aye: 2- Alderman Mayfield, and Alderman Monsour Jr.
Absent: 1- Mayor Flaggs
J. ID-20-0495 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the
