The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Request for Employee Educational Incentive in the Police Department(1); Longevity Pay in the Gas Department(1); Pay Adjustments in the Police Department(5); Retro Pay in the Fire Department(1); Retro Pay in the Animal Control Department(1); Retro Pay in the Sewer Department(1); Retro Pay in the Water Department (1); Suspension in the Fire Department(1); Termination in the Sewer Department(1). ID-20-0416 Request for Employee Educational Incentive - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Request for Employee Educational Incentive of an Investigator in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0417 Longevity Pay - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of a Meter Reader in the Gas Department, from $9.57 ($9.48 + .09) per hour to $9.65 ($9.48 + .09 + .08) per hour, effective May 11, 2020. Employee is entitled to an additional .08 cents increase for ten (10) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0418 Pay Adjustments - Police Department (5) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustments of a Police Officer from $16.48 per hour to $16.68 ($16.48 + .20) per hour, effective May 9, 2020. Officer is entitled to an additional .20 cents increase for two (2) years of service; a Police Officer/FTO from $17.19 per hour to $17.39 ($17.19 + .20) per hour, effective May 9, 2020. Officer is entitled to an additional .20 cents per hour for two (2) years of service; an Investigator from $18.11 per hour to $18.31($18.11 + .20) per hour, effective May 10, 2020. Officer is entitled to an additional .20 cents per hour for seven (7) years of service; a Patrol Officer from $15.80 per hour to $16.00 ($15.80 + .20) per hour, effective May 11, 2020. Officer is entitled to an additional .20 cents per hour for four (4) years of service; a Patrol Officer from $16.56 per hour to $16.76 ($16.56 + .20) per hour, effective May 11, 2020. Officer is entitled to an additional .20 per hour for four (4) years of service in the Police Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0419 Retro Pay - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retro Pay of a Captain V (+1) of $287.96, effective January 29, 2020. Employee met his requirements for increase in the Tier Pay System in January, which includes longevity pay of twenty (20) years (.25), but his increase was not given to him at the time. Therefore; he is due a retro pay in the amount of $287.96 for hours worked during the time period of January 17, 2020 through April 21, 2020 in the Fire Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0420 Retro Pay - Animal Control (1) City of Vicksburg Page 6 Printed on 6/1/2020 Board of Mayor and Aldermen Minutes - Final May 4, 2020 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retro Pay of an Animal Control Officer in the amount of $153.25, effective February 28, 2020. Employee reached his six (6) month of employment with the City of Vicksburg on February 28, 2020, and was entitled to a minimum wage increase from $8.25 per hour to $8.50 per hour. Employee is due a total of $153.25 in retro pay for his time worked from February 28, 2020 through March 24, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-20-0421 Retro Pay - Sewer Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retro Pay of a Laborer in the amount of $40.04. Employee reached his six (6) months of employment with the City of Vicksburg on February 28, 2020, and was entitled to a minimum wage increase from $8.25 per hour to $8.50 per hour. Employee is due a total of $40.04 in retro pay for his time worked from February 28, 2020 through March 24, 2020; a Laborer in the amount of $36.01, effective February 28, 2020. Employee has reached his six (6) months of employment with the City of Vicksburg on February 28, 2020, and was entitled to a minimum wage increase from $8.25 per hour to $8.50 per hour in the Sewer Department. Employee retro pay for his time worked from February 28, 2020 through March 24, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-20-0422 Retro Pay - Water Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Retro Pay of a Laborer in the amount of $39.55 in the Water Department. Employee reached his six (6) months of employment with the City of Vicksburg on February 28, 2020 and was entitled to a minimum wage increase from $8.25 per hour to $8.50 per hour. Employee is due retro pay for his time worked from February 28, 2020 through March 24, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-20-0424 Termination - Sewer Department (1) On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve the Termination of a Laborer in the Sewer Department, effective May 4, 2020. Employee was recommended for termination due to violation of the COV's Personnel Rules and Regulations, specifically insubordination and carelessness in the use of city property. In lieu of termination, the Board approved a five (5) day suspension and a ninety (90) day probation with zero tolerance for future offenses.
