Monsour, Jr., Alderman Tuesday, April 28, 2020 3:00 PM Robert M. Walker Building Special Called 1. Invocation, Pledge of Allegiance and Call to Order Invocation was given by Alderman Michael A. Mayfield, Sr. Pledge of Allegiance was led by Walter W. Osborne, Jr. 2. Roll Call Also Present: Nancy Thomas, City Attorney Walter W. Osborne, Jr., City Clerk Present: 3 - Mayor George Flaggs Jr. Alderman Michael A. Mayfield Sr. Alderman Alex J. Monsour Jr. 3. Routine Agenda: A. ID-20-0393 Acknowledge Proclamation That A Civil Emergency Exists In The City of Vicksburg, Mississippi Due To The Spread Of The Coronavirus (COVID-19) And In The Interest Of Public Safety And Welfare, Measures Such As Shelter In Place, A Curfew, Closure Of Non-Essential Businesses, Social Distancing And Limitations On Gatherings Are Hereby Ordered Beginning At 8:00 A.M. On Monday, April 27, 2020 Until 8:00 A.M. On May 11, 2020 Attachments: Proclamation COVID-19 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to acknowledge the Proclamation That A Civil Emergency Exists In The City of Vicksburg, Mississippi Due To The Spread Of The Coronavirus (COVID-19) And In The Interest Of Public Safety And Welfare, Measures Such As Shelter In Place, A Curfew, Closure Of Non-Essential Businesses, Social Distancing And Limitations On Gatherings Are Hereby Ordered Beginning At 8:00 A.M. On Monday, April 27, 2020 Until 8:00 A.M. On May 11, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0390 Approve request from Southern Cultural Heritage Foundation to close Crawford Street between Adams and Cherry Streets from 5:00 p.m. until midnight on Saturday, June 20, 2020 for their 3rd Annual Star Spangled Night Run Attachments: Night Run On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the request from Southern Cultural Heritage Foundation to close Crawford Street between Adams and Cherry Streets from 5:00 p.m. until midnight on Saturday, June 20, 2020, for their 3rd Annual Star Spangled Night Run. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0398 Approve request for advertisement in the amount of $425.00 from The Vicksburg Post for its Adopt A Pet section of the newspaper pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: City Sponsorship-Adopt A Pet.docx (1) Mayor Flaggs stated that purchasing an advertisement from The Vicksburg Post will bring into favorable notice the opportunities, possibilities and resources of City of Vicksburg Page 1 Board of Mayor and Aldermen Special Meeting Minutes - Final April 28, 2020 the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the purchase of a sponsorship ad from The Vicksburg Post in the amount of $425.00 for its Adopt A Pet section of the newspaper. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code of 1972. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0391 Adopt Resolution Of The Board Of Mayor And Aldermen Of The City Of Vicksburg, Mississippi, Urging The United States Congress To Support Direct Federal Funding To All Municipalities In Mississippi To Help Fight COVID-19 And Protect Local Citizens From The Effects Of The Novel Coronavirus Attachments: Resolution Federal Funding COVID-19 On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution Of The Board Of Mayor And Aldermen Of The City Of Vicksburg, Mississippi, Urging The United States Congress To Support Direct Federal Funding To All Municipalities In Mississippi To Help Fight COVID-19 And Protect Local Citizens From The Effects Of The Novel Coronavirus. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0394 Adopt Resolution Authorizing The Mayor Of The City Of Vicksburg To Execute Those Documents And Agreements Required In Connection With The Application For The Water Pollution Control Revolving Fund Loan Program Through The Mississippi Department of Environmental Quality And Naming The Mayor As The Authorized Representative For The City Of Vicksburg, Mississippi Attachments: Resolution WPCRFLP On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Resolution Authorizing The Mayor Of The City Of Vicksburg To Execute Those Documents And Agreements Required In Connection With The Application For The Water Pollution Control Revolving Fund Loan Program Through The Mississippi Department of Environmental Quality And Naming The Mayor As The Authorized Representative For The City Of Vicksburg, Mississippi. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-20-0397 Authorize Mayor to execute Agreement for Professional Services for CSAP Year 4 Repairs with Allen & Hoshall Attachments: Agreement Allen & Hoshall On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Agreement for Professional Services for CSAP Year 4 Repairs with Allen & Hoshall. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment There being no further business appearing, on motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed.
