Credit Card Attachments: City Sexton Privilege License M &T Report Tax Collection Delinquent Tax The City Sexton presented report of collections, account opening graves etc. for the month of March 2020 as follows: Glenwood Funeral Home - $1,000.00; W.H. Jefferson Funeral Home - $1,825.00; Lakeview Funeral Home - $1,975.00; Charles Riles Funeral Home - $1,725.00; C.J. Williams Mortuary Services - $350.00; Misc. - $550.00. Total burials were 26. Total paid burials were $7,425.00 The City Clerk presented the Privilege License Report for new businesses for the month of March 2020. The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $146,089.35 for March 2020. The City Clerk presented the March 2020 Detailed Budget Report for approval. The City Clerk presented the March 2020 Credit Card Report for approval as follows: Mayor Flaggs - $2,196.20; Alderman Monsour, Jr. - $1,164.26; Purchasing Department - $8,053.31 Attachments: Supporting documentation following minutes: Routine Agenda: A. ID-20-0375 Authorize Mayor to execute Contractor's Agreements with Dixon Interior Finishing, Inc. for rehabilitation of the following properties (Blue Ink): 1. 2601 Drummond Street for the total sum of $84,923.00 2. 1703 Grove Street for the total sum of $60,340.00 Attachments: Drummond Street Grove Street On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to authorize the Mayor to execute Contractor's Agreements with Dixon Interior Finishing, Inc. for rehabilitation of the following properties (Blue Ink): 1. 2601 Drummond Street for the total sum of $84,923.00; 2. 1703 Grove Street for the total sum of $60,340.00. ID-20-0377 Accept and Authorize Mayor to execute Memorandum from VenuWorks of Vicksburg, LLC regarding Payroll Protection Program (PPP) Secured Loan Attachments: Venuworks Memorandum On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to accept the Contract and Authorize Mayor to execute Memorandum from VenuWorks of Vicksburg, LLC regarding Payroll Protection Program (PPP) Secured Loan. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-20-0385 Ratify executed application for CARES Act funds for Vicksburg Municipal Airport from FAA Attachments: sf424 application On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to ratify allocation of funds for the executed application for CARES Act funds for Vicksburg Municipal Airport from FAA in the amount of $30,000. The City is authorized pursuant to Section 61-3-69 of the Mississippi Code for operation of airports. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Mayor Flaggs recused himself from the Board Meeting. Alderman Monsour, Jr., is now Mayor Pro-Tem Monsour, Jr. H. ID-20-0361 Approve Claims Docket On motion of Mayor Pro-Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro-Tem and Alderman voted to approve the Claims Docket numbering: 1764-1766; 161293-161296; 161297-161679. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Recused: 1- Mayor Flaggs Mayor Flaggs returned to the Board Meeting. Mayor Pro-Tem Monsour, Jr., is now Alderman Monsour, Jr. Executive Session: Alderman Monsour, Jr. moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for: Longevity Pay in the Purchasing Department (1); Pay Adjustments in the Police Department (2); Pay Adjustment in the Fire Department (1). The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Longevity Pay in the Purchasing Department (1); Pay Adjustments in the Police Department (2); Pay Adjustment in the Fire Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0372 Longevity Pay - Purchasing Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of a Purchasing Specialist from $11.67 per hour to $11.76($11.67+.09) per hour in the Purchasing Department. Employee is entitled to an additional .09 cents increase for five (5) years of service, effective April 29, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0373 Pay Adjustments - Police Department (2) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustments of a Patrol/FTO from $18.38 to a Patrol Officer at $17.63($18.38-.75) per hour, effective April 22, 2020. Officer is no longer serving as a Field Training Officer; and a Police Officer from $16.44 per hour to a FTO Officer at $17.19($16.44+.75) per hour in the Police Department. Employee is serving as a FTO Officer, effective April 23, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0380 Pay Adjustment - Fire Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of a Firefighter III from $10.64($10.58+.06) per hour to a Firefighter/Ambulance III at $11.48($11.42+.06) per hour, effective April 22, 2020, in the Fire Department. Employee is now assigned to an ambulance and includes an increase of .06 cents for five (5) years of longevity pay. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0457 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Monday, May 04, 2020, to take up and act upon any and all matters that may come before the Board.
