The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for social and community service programs and the City is matching these funds. H. The City Clerk presented the Privilege License report for new businesses for the month of April 2020. The City Clerk presented report of Mayor and Treasure from the Vicksburg Police Department in the amount of $107,147.85 for April 2020. The City Clerk presented report of Tax Collection for City taxes from the Warren County Tax Collector for the month of April 2020. The City Clerk presented report of Delinquent Collections for City taxes from the Warren County Tax Collector for the month of April 2020. The City Clerk presented the April 2020 Detailed Budget Report for approval. ID-20-0499 Authorize Mayor to execute Service Agreement with Motorola Solutions Attachments: Agreement Motorola On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to authorize the Mayor to execute Service Agreement with Motorola Solutions. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Mayor Flaggs recused himself from the Board Meeting. Alderman Monsour, Jr., is now Mayor Pro Tem Monsour, Jr. K. On motion of Mayor Pro Tem Monsour, Jr., seconded by Alderman Mayfield, the Mayor Pro Tem and Alderman voted to approve the Claims Docket. The motion was adopted unanimously by the following vote: Aye: 2- Alderman Mayfield, and Alderman Monsour Jr. Recused: 1- Mayor Flaggs Mayor Flaggs returned to the Board Meeting. Mayor Pro Tem Monsour, Jr., is now Alderman Monsour, Jr. Executive Session: Alderman Mayfield moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Mayfield moved to go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Police Department (1); Suspension in Community Development (1); Disciplinary Hearing in the Police Department (1). The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Pay Adjustment in the Police Department (1); Suspension in Community Development (1); Disciplinary Hearing in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Joseph Stubbs - Police Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0501 Pay Adjustment - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Pay Adjustment of an Administrative Assistant/Payroll from $16.20 ($16.11 + .09) per hour to $17.85 ($16.11 + .09 + $1.65) per hour, effective May 22, 2020 in the Police Department. Employee earned a bachelor's degree in Business Administration-HR Management on May 2, 2020. The degree enhances her current position and therefore makes her eligible for an additional $1.65 per hour education incentive. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0502 Suspension - Community Development (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Suspension of a Code Enforcer for three (3) days with a 90-day probation, effective May 26, 2020 in the Community Development Department. Employee has excessive tardiness. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Officer Joseph Stubbs leaves Executive Session. C. ID-20-0505 Disciplinary Hearing - Police Department (1) On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to approve the Disciplinary Hearing of an Investigator who is currently suspended due to the violation of the Arrest Policy for an incident that occurred on or around May 10, 2020. Chief Moore recommended the Board allow City of Vicksburg Page 5 Printed on 6/10/2020 Board of Mayor and Aldermen Minutes - Final-revised May 22, 2020 employee to return to work on his next scheduled shift, compensate him back pay for the time he was out due to violation of the Arrest Policy and the option to revisit this violation pending the outcome of trial in the Police Department. The Board upheld the recommendation. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0542 Come Out of Executive Session and Approve All Items in Executive Session On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
