Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Promotions in the Recreation Department (2);
Promotion in Water & Gas Administration (1); Department Transfers in Community
Service (2); Longevity Pay in Water & Gas Administration (2); Pay Adjustment in
the Police Department (1); Pay Adjustment in the Fire Department (1); Suspension
in the Fire Department (1); Discussion in the Senior Center (1); Discussion in the
Water & Gas Administration (1); Discussion of the Social Media Policy.
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Promotions in the Recreation Department (2);
Promotion in Water & Gas Administration (1); Department Transfers in Community
Service (2); Longevity Pay in Water & Gas Administration (2); Pay Adjustment in
the Police Department (1); Pay Adjustment in the Fire Department (1); Suspension
in the Fire Department (1); Discussion in the Senior Center (1); Discussion in the
Water & Gas Administration (1); Discussion of the Social Media Policy.
The Mayor and Aldermen are now in executive session.

A. ID-20-0562 Promotions - Recreation Department (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Promotions of a Lifeguard/WSI from $8.25
per hour to Head Lifeguard Part-time at $9.00 per hour, effective May 20, 2020
and a Lifeguard Seasonal from $8.25 per hour to Head Lifeguard Part-time at
$9.00 per hour, effective May 20, 2020 in the Recreation Department. The motion
was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-0563 Promotion - Water & Gas Administration (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Promotion of a Utility Service Administrator
for six (6) months from $19.23 per hour to Interim Director at $48,000.00 annual,
effective June 17, 2020, at Water & Gas Administration. Employee will be taking
Tammye Christmas's position as the Water & Gas Director. The motion was
adopted unanimously by the following vote:

C. ID-20-0564 Department Transfers - Community Service (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Department Transfers of a Community
Service Forman from $9.27 per hour to a Water & Gas Administration Cashier at
$9.50 per hour, effective June 3, 2020. Employee is being transferred from
Community Service to Water & Gas Administration due to department
restructuring. A Community Service Foreman from $9.27 per hour to a Service
Locator at $10.00 per hour, effective June 17, 2020. Employee is being transferred
from Community Service to Gas Department due to department restructuring. The
motion was adopted unanimously by the following vote:

D. ID-20-0565 Longevity Pay - Water & Gas Administration (2)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the .09 cents Longevity Pay of a cashier from
$10.40 per hour to $10.49 ($10.40 + .09) for five (5) years of service and .09 cents
Longevity Pay of a cashier from $10.40 per hour to $10.49 ($10.40 + .09) for five (5)
years of service both effective June 15, 2020 in Water & Gas Administration. The
motion was adopted unanimously by the following vote:

E. ID-20-0566 Pay Adjustment - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment of a Patrol Officer/Field
Training Officer (FTO) from $15.94 per hour to a Patrol Officer at $15.19 ($15.94 -
0.75) per hour, effective June 10, 2020, in the Police Department. Employee is no
longer serving as a Field Training Officer. The motion was adopted unanimously
by the following vote:

F. ID-20-0567 Pay Adjustment - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment of a Firefighter III from
$10.64 ($10.58 + 0.06) per hour to a Firefighter I at $9.59 ($9.59 ($9.53 + 0.06) per
hour, effective June 10, 2020. Employee was demoted to a probationary
firefighter status (includes five (5) years longevity pay) in the Fire Department.
The motion was adopted unanimously by the following vote:

G. ID-20-0568 Suspension - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Firefighter I for 120 Hours (5
Shifts), effective Shifts of JUne 11, 14, 17, 20 and 23, 2020. Employee violated
Vicksburg Fire Department SOG 12.1.75 Attendance Policy for 24-Hour Shift
Employees, 7 occurrences. Because of a pattern of unapproved absences,
recommendation of a five-shift suspension, demotion to probationary firefighter
status and final warning issued in the Fire Department. The motion was adopted
unanimously by the following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, June 15, 2020, to take up and act upon any and
all matters that may come before the Board.
