Department
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to adopt the Agenda, as amended. The motion was adopted
unanimously by the following vote:

Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to determine if the Board
should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye,
Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was
unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive session. Mayor
Flaggs moved to go into executive session to discuss Personnel Actions Forms for: Discussion
of a Personnel Matter in the Fire Department and a Discussion of a Personnel Matter in the
Finance & Accounting Department.
The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye:
Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously.
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman
Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith -
Interim Human Resource Director, Sam Andrews - Mayor’s Administrative Assistant, Doug
Whittington - Accounting Director.
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and Aldermen voted to
Come Out of Executive Session. The motion was adopted unanimously by the following vote:

Approval of Consent Agenda Items:
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was
adopted unanimously by the following vote:

C. ID-20-0634 Approve request for advertisement in the amount of $20,000.00
($4,000.00/year for 5 years) from Vicksburg Warren School District Athletic
and Activities Department for Vicksburg High School pursuant to Section
17-3-1 and Section 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Vicksburg Warren
School District Athletic and Activities Department for Vicksburg High School will
bring into favorable notice the opportunities, possibilities and resources of the
City of Vicksburg and will be helpful toward advancing the moral, financial and
other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Vicksburg Warren School District Athletic
and Activities Department for Vicksburg High School in the amount of $20,000.00
($4,000.00/year for 5 years). The City is authorized pursuant to Section 17-3-1 and
17-3-3 of the Mississippi Code of 1972.
D. ID-20-0635 Approve Applications from the Vicksburg Warren School District for
Complimentary Use of the City Auditorium:
1. Athletic Hall of Fame Banquet: September 3rd and 4th , 2020
2. Science Fair: February 22nd, 23rd and 24th, 2021
3. Honor Choir: March 23rd and 24th 2021

and Aldermen voted to adopt An Ordinance Of The City of Vicksburg, Mississippi
To Regulate The Use Of Electric Scooters Equipped With GPS; To Regulate
Persons That Provide These Vehicles For Compensation; To Establish Certain
Fees and Fines; And For Other Related Purposes. The motion was adopted
unanimously by the following vote:

on-line application on behalf of the City of Vicksburg to the Department of

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to ratify the Mayor's execution of Certification designating Nancy
Allen to make on-line application on behalf of the City of Vicksburg to the

and Aldermen voted to authorize the Mayor to execute Contract for Services for
Jesse Brent Lower Mississippi River Museum Operations (Blue Ink): 1. Calvin
Buie, 2. Mary Helen Franklin, 3. Roosevelt Felix, 4. Clint Sanders. The motion
was adopted unanimously by the following vote:

(1); Retro Pay in the Recreation Department (2); Suspension in the Fire
Department (1); Discussion of a Personnel Matter in the Fire Department (1),
Discussion of a Personnel Matter in the Finance & Accounting Department (1),
Craig Danczyk - Fire Chief.
The Mayor and Aldermen are now in executive session.

A. ID-20-0645 Request for Leave - Police Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Request for Leave of a Part-Time Police Officer
in the Police Department. Officer had surgery on June 5, 2020 and is currently
attending physical therapy. Officer expects to return to work in the month of
August 2020. The motion was adopted unanimously by the following vote:

B. ID-20-0646 Retro Pay - Recreation Department (2)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Retro Pay of a Head Lifeguard in the amount of
$8.43, effective May 20, 2020. This retro pay is to pay employee for hours worked
between May 20, 2020 through June 2, 2020; whereas she did not receive the new
rate of $9.00 per hour for her promotion to Head Lifeguard. Employee worked
33.72 hours x .25 (increase) for a total retro pay amount of $8.43; a Head
Lifeguard in the amount of $6.67, effective May 20, 2020. This retro pay is to pay
employee for hours worked between May 20, 2020 through June 2, 2020; whereas
he did not receive the new rate of $9.00 per hour for he promotion to Head
Lifeguard. Employee worked 26.67 hours x .25 (increase) for a total retro pay
amount of $6.67 in the Recreation Department. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0647 Suspension - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Mayfield, the Mayor and
Aldermen voted to approve the Suspension of a Paramedic II, for eight (8) hours,
effective July 8-9, 2020 (11:00 p.m. until 7:00 a.m.) in the Fire Department.
Employee violated Vicksburg Fire Department Standard Operating Guidelines
12.1.75 Relief or Duty B "Absent without leave; second offense: suspended eight
(8) hours without pay. Offense date June 23, 2020. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.

Up in Executive Session. The motion was adopted unanimously by the following
vote:

Adjournment
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Friday, July 10, 2020, to take up and act upon any and all
matters that may come before the Board.
