On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda, as amended. The motion was
adopted unanimously by the following vote:

Mayor Flaggs stated that purchasing an advertisement from the Red Carpet Bowl
Committee will bring into favorable notice the opportunities, possibilities and
resources of the City of Vicksburg and will be helpful toward advancing the
moral, financial and other interest of the City of Vicksburg.
On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from the Red Carpet Bowl Committee in the
amount of $5,000.00 for the 2020 Red Carpet Bowl Football Classic to be held in
August 2020. The City is authorized pursuant to Section 17-3-1 and Section 17-3-3
of the Mississippi Code of 1972.

Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted.
The Mayor and Aldermen discussed whether or not they should go into executive

session. Alderman Mayfield moved to go into executive session to discuss
Personnel Action Forms for: Status Change in the Police Department (1);
Promotion in the Fire Department (1); Promotion in the Traffic Department (1);
Pay Adjustment in the Fire Department (1); Transfer in the Traffic Department (1);
Transfer in the Police Department (1); Suspension in the Gas Department (1);
Termination in the Street Department (1); Disciplinary Hearing in the Gas
Distribution Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Forms for: Status Change in the Police Department (1);
Promotion in the Fire Department (1); Promotion in the Traffic Department (1);
Pay Adjustment in the Fire Department (1); Transfer in the Traffic Department (1);
Transfer in the Police Department (1); Suspension in the Gas Department (1);
Termination in the Street Department (1); Disciplinary Hearing in the Gas
Distribution Department (1).
The Mayor and Aldermen are now in executive session.

A. ID-20-0670 Status Change - Police Department (1)
No Action was taken
B. ID-20-0671 Promotion - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Promotion of a Firefighter Paramedic V from
$14.75 ($14.69 + .06) per hour to Lieutenant Paramedic I at $15.02 ($14.96 + .06)
per hour, effective July 15, 2020. Promotion includes .06 cent longevity pay for
five (5) years of service in the Fire Department. The motion was adopted
unanimously by the following vote:

C. ID-20-0672 Promotion - Traffic Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Promotion of a Traffic Maintenance
Supervisor from $12.10 per hour to an Assistant Supervisor at $14.00 per hour,
effective July 15, 2020, in the Traffic Department. The motion was adopted
unanimously by the following vote:

D. ID-20-0673 Pay Adjustment - Fire Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Pay Adjustment of a Lieutenant I from $12.50
($12.44 + .06 long.) to a Lieutenant IV at $13.37 ($13.31 + .06 long.) per hour,
effective July 15, 2020 in the Fire Department. Employee has met requirements
for increase in Tier Pay System (includes 5 years' longevity pay). The motion was
adopted unanimously by the following vote:

E. ID-20-0674 Transfer - Traffic Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Transfer of a Laborer in the Gas Department
from $9.62 ($9.53 + .09) per hour to a Traffic Maintenance Specialist at $11.84
($11.75 + .09) per hour, effective July 15, 2020 in the Traffic Department.
Employee is being transferred from Gas Laborer to Traffic Maintenance
Specialist. The motion was adopted unanimously by the following vote:

F. ID-20-0675 Transfer - Police Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Transfer of a Court Clerk at $11.00 per hour
to a Records Clerk at $11.00 per hour, effective July 15, 2020 in the Police
Department. The motion was adopted unanimously by the following vote:

G. ID-20-0676 Suspension - Gas Distribution (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Suspension of a Dispatcher, effective July 6,
2020, in Gas Distribution. Employee violated the City of Vicksburg's Arrest Policy.
The motion was adopted unanimously by the following vote:

H. ID-20-0678 Termination - Street Department (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Termination of an Asphalt Foreman, effective
July 10, 2020, in the Street Department. Employee was scheduled to return to
work on June 30, 2020, but has not done so. Employee is in violation of the COV
Attendance Policy and Personnel Rules and Regulations 4.1 (i), (p) and (z). The
motion was adopted unanimously by the following vote:

I. ID-20-0679 Disciplinary Hearing - Gas Distribution (1)
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Disciplinary Hearing of a Dispatcher in Gas
Distribution. Employee was arrested on July 5, 2020, for disorderly conduct and
was notified that she would be immediately suspended. Recommendation is to
allow the time she has been suspended to serve as discipline and allow her to
return to wok on July 10, 2020. Fine has been paid. The motion was adopted
unanimously by the following vote:

J. ID-20-0742 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned

all matters that may come before the Board.
