Board Comments: Mayor Flaggs appointed the following committee for joint agreement with Warren County for Tax Abatements: Nancy Thomas, Chair Walter W. Osborne, Jr. Doug Whittington Jeff Richardson 4. Adopt Agenda On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Agenda as printed. Located at 2455 North Frontage Road and The City of Vicksburg, Mississippi Attachments: MOU Waffle House On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to ratify the Mayor's execution of Memorandum of Understanding Between Waffle House, Inc. Located at 2455 North Frontage Road and The City of Vicksburg, Mississippi. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0688 Adopt Budget Amendments On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to adopt the Budget Amendments for July 20, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0686 Adopt Final Resolution Granting Ad Valorem Taxes: 1. Award contract for quotes received from Concept Home Builders, LLC for a lump sum of $15,000.00 and Skipper Construction, Inc. for a lump sum of $16,200.00 for construction of a restroom facility in the hangar for the project entitled "Hangar Rehabilitation" at the Vicksburg Municipal Airport to Concept Home Builders, LLC in the amount of $15,000.00 2. Authorize Mayor to execute Contract [MDOT Project No. MM-0073-0220] Attachments: Hangar Rehabilitation Project On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to accept the recommendation of Neel-Schaffer, Inc. to: 1. Award contract for quotes received from Concept Home Builders, LLC for a lump sum of $15,000.00 and Skipper Construction, Inc. for a lump sum of $16,200.00 for construction of a restroom facility in the hangar for the project entitled "Hangar Rehabilitation" at the Vicksburg Municipal Airport to Concept Home Builders, LLC in the amount of $15,000.00; 2. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr. moved to go into executive session to discuss Personnel Action Forms for: Transfer in the Senior Center (1); Longevity Pay in the Police Department (1); Longevity Pay in the Water Department (1); Educational Incentive Pay in the Police Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Transfer in the Senior Center (1); Longevity Pay in the Police Department (1); Longevity Pay in the Water Department (1); Educational Incentive Pay in the Police Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabitha Martin Crawford - Police Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0697 Transfer - Senior Center (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Transfer of a Senior Center Supervisor from $21.17 ($20.91 + .26) to Housing Coordinator $14.26 ($14.00 + .26) per hour, effective July 22, 2020, in the Senior Center. Employee is transferred due to the Senior Center not reopening due to Covid-19 Pandemic. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0698 Longevity Pay - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the .09 cent Longevity Pay of a Secretary in the Police Department for five (5) years of service from $10.40 per hour to $10.49 ($10.40 + .09) per hour, effective July 22, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0699 Longevity Pay - Water Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the .09 cent Longevity Pay of an Assistant Supervisor in the Water Department for five (5) years of service from $16.48 per hour to $16.57 ($16.48 + .09) per hour, effective July 22, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-0700 Educational Incentive Pay - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Educational Incentive Pay of a Secretary II from $12.30 ($12.04 + .26) per hour to $13.45 ($12.04 + .26 + $1.15) per hour, effective July 20, 2020, in the Police Department. Employee obtained a bachelor's degree in Business Administration from Alcorn State University on May 2, 2020. Employee is eligible to receive an additional $1.15 per hour for education incentive. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0748 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session.
