The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Executive Session: Alderman Monsour, Jr., moved the Mayor and Aldermen go into a closed meeting to determine if the Board should go into executive session. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr., moved to go into executive session to discuss Personnel Action Forms for: Longevity Pay in the R.O.W Department (1); Longevity Pay in the Ambulance Department (1); Pay Adjustment in the Police Department (1); Request for Interim-Supervisor Pay in the Safety Department (1); Suspension in the Water Mains Department (1); Disciplinary Hearing in Animal Control (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Longevity Pay in the R.O.W Department (1); Longevity Pay in the Ambulance Department (1); Pay Adjustment in the Police Department (1); Request for Interim-Supervisor Pay in the Safety Department (1); Suspension in the Water Mains Department (1); Disciplinary Hearing in Animal Control (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-0928 Longevity Pay - R.O.W. (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of a Mechanic I from $16.35 per hour to $16.44 ($16.35 + .09) per hour, effective September 16, 2020. Employee is entitled to an increase of .09 cents for five (5) years of service in the Right Of Way (R.O.W.) Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-0929 Longevity Pay - Ambulance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of an EMS Paramedic from $14.90 per hour to $14.96 ($14.90 + .06) per hour, effective September 30, 2020. Employee is entitled to a .06 cents increase for five (5) years of service in the Ambulance Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0930 Pay Adjustment - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of an Acting B-Watch Commander from $22.20 ($21.28 + .17 + .75) per hour to a Patrol Officer/K-9 at $21.45 ($22.03 + .17 - .75) per hour, effective September 21, 2020. ID-20-0931 Request for Interim-Supervisor Pay - Safety (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Request for Interim-Supervisor Pay of a Safety Clerk an additional $1 per hour, effective September 16, 2020, for approximately 6-8 weeks while the Safety Director is out on sick leave until he returns in the Safety Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-0932 Suspension - Water Mains (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Suspension of a Laborer for three (3) days, effective September 21, 2020. Employee has twenty-six (26) tardies with twelve (12) of those being over the six (6) minute grace period in the past 90 days in the Water Mains Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. F. ID-20-0933 Disciplinary Hearing - Animal Control (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Disciplinary Hearing of an Animal Control Officer. Charges were pending against employee for a misdemeanor simple assault charge. After meeting with his Supervisor, Legal Department, Prosecutor and employee, it was determined to waive the suspension pending the outcome of the trial for self defense. Animal cruelty charge was dismissed in the Animal Control Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-20-0991 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield., the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Adjournment On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Friday, September 25, 2020, to take up and act upon any and all matters that may come before the Board.
