Adopt Agenda On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to adopt the Agenda as printed. ID-20-0998 Employee Anniversaries: 5 years of service: Gary Jackson - Recreation Maintenance 15 years of service: James Butler - Right of Way Department 30 years of service: Barry Cole - Fire Department Mayor Flaggs recognized Gary Jackson in the Recreation Maintenance Department with five (5) years of service, James Butler in the Right of Way Department with fifteen (15) years of service and Barry Cole in the Fire Department with thirty (30) years of service. ID-20-0982 Approve request from Triumph Ministries, Inc. dba Kings Empowerment Center for allocation of matching funds in the amount of $10,000.00 pursuant to Section 21-19-65 of the Mississippi Code (after school tutorial program and other educational programs for the youths and adults) Attachments: Triumph Ministries Allocation On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve allocation of funds in the amount of $10,000.00 to Triumph Ministries, Inc., dba Kings Empowerment Center for after school tutorial program and other educational programs for the youths and adults. The City is authorized pursuant to Section 21-19-65 of the Mississippi Code of 1972, as amended, for matching funds for social and community service programs and the City is matching these funds. D. ID-20-0988 Approve request from Debbie Haworth Peacock for: 1. Permission to host The Reindeer Run 5K in Downtown Vicksburg at Catfish Row on Saturday, December 5, 2020 from 8:00 a.m - 11:00 a.m. 2. ID-20-1008 Ratify approval of request for advertisement in the amount $500.00 for the 9th Annual Pink The Runway Breast Cancer Benefit Fashion Show pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code Attachments: Fashion Show Advertisement Mayor Flaggs stated that purchasing an advertisement from Friends of Survivors Breast Cancer Organization will bring into favorable notice the opportunities, possibilities and resources of the City of Vicksburg and will be helpful toward advancing the moral, financial and other interest of the City of Vicksburg. On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved the purchase of a sponsorship ad from Friends of Survivors Cancer Organization in the amount of $500.00 for the 9th Annual Pink the Runway Breast Cancer Benefit Fashion Show. The City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972. Routine Agenda: A. ID-20-1010 Acknowledge Proclamation Regarding the Re-Opening of Vicksburg While Minimizing the Risk of Infection and to Prevent the Spread of COVID-19, Effective Monday, October 5, 2020 at 8:00 A.M. Through 8:00 A.M. on November 2, 2020 Attachments: Proclamation COVID-19 On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor and Aldermen voted to acknowledge the Proclamation Regarding the Re-Opening of Vicksburg While Minimizing the Risk of Infection and to Prevent the Spread of COVID-19, Effective Monday, October 5, 2020, at 8:00 A.M. Through 8:00 A.M. on November 2, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-0990 Hearing to determine whether or not the properties listed on the Community Development Agenda are a public menace to the public health, safety and welfare of the community Attachments: Master Copy of the Agenda for October 5 2020 Jeff Richardson, Director of Community Development, came for a hearing before the Board to discuss and request permission to proceed to cut, clean and demolish the following properties: 1. 2295 Dana Road, PPIN 011517; owned by Toney D. Pierce - (Cut grass/weeds, remove trash & debris, remove overhang from the building) 2. 2628 Ken Karyl Avenue, PPIN 005051; owned by Willie Mae Benard - (Cut grass/weeds, remove trash & debris) 3. 111 Missy Detch Circle, PPIN 027014; owned by Ethel Dorsey & David Nettles - (Cut grass/weeds, remove trash & debris, remove manufactured home) 4. 1800 South I-20 Frontage Road, PPIN 013045; owned by DPS Association c/o AFI Management Co. - (Cut grass/weeds, remove trash & debris, remove dilapidated dumpster enclosures & old pallets) 5. 1409 Spring Street, PPIN 017867; owned by Leonard Kendrick White and Arone Washington - (Cut grass/weeds, remove trash & debris) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to declare the foregoing properties which have not complied to be a public menace to the health, safety & welfare of the community and authorize the Director of Community Development to proceed to cut, clean and demolish structures with all charges incurred to be assessed against the property owner(s). In the event an extension is granted, if owner(s) has/have not complied at the end of the extension period, the Director of Community Development is authorized to proceed; along with the following actions: 1. 2295 Dana Road, PPIN 011517; owned by Toney D. The motion was seconded by Alderman Mayfield. Voting aye, Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously adopted. The Mayor and Aldermen discussed whether or not they should go into executive session. Alderman Monsour, Jr., moved to go into executive session to discuss Personnel Action Forms for: Status Change in the Cemetery Department (1); Transfer in the Gas Department (1); Transfer in Animal Control (1); Longevity Pay City of Vicksburg Page 3 Printed on 11/2/2020 Board of Mayor and Aldermen Minutes - Final October 5, 2020 in the Right of Way Department (1); Longevity Pay in Recreation Maintenance (1); Pay Adjustment in the Police Department (1); Pay Adjustment in the Ambulance Department (1). The motion was seconded by Alderman Mayfield. Upon vote being taken, the following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr. The motion was adopted unanimously. The Mayor and Aldermen announced they would go into executive session to discuss Personnel Action Forms for: Status Change in the Cemetery Department (1); Transfer in the Gas Department (1); Transfer in Animal Control (1); Longevity Pay in the Right of Way Department (1); Longevity Pay in Recreation Maintenance (1); Pay Adjustment in the Police Department (1); Pay Adjustment in the Ambulance Department (1). The Mayor and Aldermen are now in executive session. Those present at the executive session were Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. - City Clerk, Fermika Smith - Interim Human Resource Director, Tasha W. Jordan - Deputy City Clerk, Sam Andrews - Mayor’s Administrative Assistant, Tabatha Martin Crawford - Compliance Officer. Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. A. ID-20-1000 Status Change - Cemetery Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Status Change of a Part-Time Administration Assistant at $10.50 per hour to a Full-Time Administration Assistant at $10.50 per hour, effective October 7, 2020, in the Cemetery Department. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. B. ID-20-1001 Transfer - Gas Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Transfer of a Gas Laborer from $8.76 per hour in the Gas Department to an Equipment Operator at $10.50 in the Cemetery Department, effective October 7, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. C. ID-20-1002 Transfer - Animal Control (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Transfer of a Part-Time AC Officer at $8.50 per hour in Animal Control to a Gas Laborer in the Gas Department at $8.50 per hour, effective October 7, 2020. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. D. ID-20-1003 Longevity Pay - Right of Way Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of an Equipment Operator from $10.69 ($10.52 + .09 + .08) per hour to $10.78 ($10.52 + .09 + .08 + .09) per hour, effective October 12, 2020, in the Right of Way Department. Employee is entitled to a .09 cent increase for fifteen (15) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. E. ID-20-1004 Longevity Pay - Recreation Maintenance (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Longevity Pay of a Maintenance Technician from $20.12 per hour to $20.21 ($20.12 + .09) per hour, effective October 14, 2020, in the Recreation Maintenance (Parks & Recreation) Department. Employee is entitled to a .09 cent increase for five (5) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. City of Vicksburg Page 4 Printed on 11/2/2020 Board of Mayor and Aldermen Minutes - Final October 5, 2020 F. ID-20-1005 Pay Adjustment - Police Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of a Patrol Officer/Field Training Officer (FTO) from $15.94 per hour to a Patrol Officer at $15.19 ($15.94 - .75) per hour, effective October 4, 2020, in the Police Department. Officer is no longer serving as a Field Training Officer. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. G. ID-20-1006 Pay Adjustment - Ambulance Department (1) On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to approve the Pay Adjustment of a Captain Paramedic V+ from $18.84 ($18.59 + .25) per hour to $19.10 ($18.85 + .25) per hour, effective October 7, 2020, in the Ambulance Department. Captain may receive one raise per year after completing fifth tier, with satisfactory evaluation and physical agility test. Increase also includes longevity pay of .25 cents for twenty (20) years of service. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. H. ID-20-1064 Come Out of Executive Session and Approve All Items Taken Up in Executive Session On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor and Aldermen voted to Come Out of Executive Session and Approve All Items Taken Up in Executive Session. The motion was adopted unanimously by the following vote: Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr. Adjournment On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned to meet 10 o’clock a.m., Wednesday, October 7, 2020, to take up and act upon any and all matters that may come before the Board.
