Invocation was given by Alderman Michael A. Mayfield, Sr.
Pledge of Allegiance was led by Walter W. Osborne, Jr.

4. Adopt Agenda
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Agenda as printed. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Approval of Consent Agenda Items:
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to approve the Consent Agenda Items. The motion was
adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-20-0978 Approve the following Personnel Action Form:
1. Retirement - Cemetery (1)
B. ID-20-0977 Authorize Mayor to execute Sales Agreement with Vicksburg Daily News
for the following:
1. COVID-19 Ordinance advertisement ($1,000.00) / Firemen Employment
advertisement ($200.00) for a total amount of $1,200.00 for the month of
September
2. COVID-19 Ordinance advertisement in the amount of $1,000.00 for the
month of October
pursuant to Section 17-3-1 and Section 17-3-3 of the Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Vicksburg Daily News
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial
and other interest of the City of Vicksburg.
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved
the purchase of a sponsorship ad from Vicksburg Daily News in the amount of
$1,000.00 for COVID-19 Ordinance advertisement for the month of October. The
City is authorized pursuant to Section 17-3-1 and 17-3-3 of the Mississippi Code of
1972.
C. ID-20-0984 Authorize City Clerk to transfer funds from the following separate/special
bank accounts and place into City's pooled cash account:

1. ERBR Kemp Bottom Bridge Project Account in the amount of
$17,051.91
2. City of Vicksburg 2016 COV Tourism Account in the amount of
$5,857.00
3. From Gen Obligation Bond Account to Water & Gas Account in the
amount of $284,085.41
D. ID-20-0986 Approve request for advertisement in the amount of $5,000.00 from Central
MS Cornhole pursuant to Section 17-3-1 and Section 17-3-3 of the
Mississippi Code

Mayor Flaggs stated that purchasing an advertisement from Central MS Cornhole
will bring into favorable notice the opportunities, possibilities and resources of
the City of Vicksburg and will be helpful toward advancing the moral, financial

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, and
unanimously passed, the Mayor and Aldermen of the City of Vicksburg approved

$5,000.00 for their regional tournament. The City is authorized pursuant to
Section 17-3-1 and 17-3-3 of the Mississippi Code of 1972.
E. ID-20-0958 Approve Claims Docket
The City Clerk presented the Docket of Claims numbering: 1866-1869, 165335,
165336-165401 for approval.
Routine Agenda:
A. ID-20-0975 Adopt Budget Amendments
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to adopt the Budget Amendments for September 30, 2020.
The motion was adopted unanimously by the following vote:

B. ID-20-0976 ADOPT RESOLUTION TO ENHANCE A TWO BLOCK AREA OF THE
WASHINGTON STREET RECREATION AND LEISURE DISTRICT BY
ALLOWING THE RESTAURANTS TO PLACE TABLES ON THE
SIDEWALKS AND PARKING SPACES IN THE EVENINGS FOR THE
WEEKENDS DURING OCTOBER AND MAKING WASHINGTON
STREET ONE-WAY FOR VEHICULAR TRAFFIC BETWEEN CLAY
STREET AND SOUTH STREET IN THE EVENINGS FROM 7:00 PM
UNTIL MIDNIGHT ON FRIDAY AND SATURDAY EVENINGS

On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to adopt the Resolution To Enhance aTwo Block Area of the
Washington Street Recreation and Leisure District By Allowing The Restaurants
To Place Tables On the Sidewalks and Parking Spaces in the Evenings For the
Weekends During October and Making Washington Street One-Way for Vehicular
Traffic Between Clay Street and South Street in the Evenings From 7:00 p.m. until
Midnight on Friday and Saturday Evenings. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
C. ID-20-0985 Accept recommendation of committee that the Board enter into a contract
for engineering services with Stantec for Levee Improvement Project

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to accept the recommendation of committee that the Board
enter into a contract for engineering services with Stantec for Levee
Improvement Project. The motion was adopted unanimously by the following
vote:

Agreement Addendum with Southern Scripts, LLC

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., the Mayor
and Aldermen voted to ratify the Mayor's execution of First Amendment to
Business Associate Agreement Addendum with Southern Scripts, LLC. The
motion was adopted unanimously by the following vote:

E. ID-20-0974 Ratify Mayor's execution of Mississippi Department of Transportation
Application for Permit to Locate Certain Facilities on or to Perform Certain
Work on State Highway Right of Way

On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to ratify the Mayor's execution of Mississippi Department of
Transportation Application for Permit to Locate Certain Facilities on or to
Perform Certain Work on State Highway Right of Way. The motion was adopted
unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
Executive Session:
Mayor Flaggs moved the Mayor and Aldermen go into a closed meeting to
determine if the Board should go into executive session. The motion was
seconded by Alderman Monsour, Jr. Voting aye, Mayor Flaggs, Alderman
Mayfield, Alderman Monsour, Jr. None voting nay, the motion was unanimously
adopted.
The Mayor and Aldermen discussed whether or not they should go into executive
session. Mayor Flaggs moved to go into executive session to discuss Personnel
Action Form for: Termination in the Fire Department (1).
The motion was seconded by Alderman Monsour, Jr. Upon vote being taken, the
following voted aye: Mayor Flaggs, Alderman Mayfield, Alderman Monsour, Jr.
The motion was adopted unanimously.
The Mayor and Aldermen announced they would go into executive session to
discuss Personnel Action Form for: Termination in the Fire Department (1).
The Mayor and Aldermen are now in executive session.
Those present at the executive session were Mayor Flaggs, Alderman Mayfield,
Alderman Monsour, Jr., Nancy Thomas - City Attorney, Walter W. Osborne, Jr. -
City Clerk, Fermika Smith - Interim Human Resource Director, Craig Danczyk -
Fire Chief, Jacob Artman - Firefighter, Sam Andrews - Mayor’s Administrative
Assistant, Tabatha Martin Crawford - Compliance Officer.
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
A. ID-20-0979 Termination - Fire Department (1)
On motion of Mayor Flaggs, seconded by Alderman Monsour, Jr., the Mayor and
Aldermen voted to disapprove the Termination of a Firefighter I Fire
Department. Recommendation two (2) day suspension (2 shifts) and 45 day
probation. Per Chief, employee cell phone must be re-activated before returning
to work. The motion was adopted unanimously by the following vote:
Aye: 3- Mayor Flaggs, Alderman Mayfield, and Alderman Monsour Jr.
B. ID-20-1039 Come Out of Executive Session and Approve All Items Taken Up in
Executive Session
On motion of Alderman Monsour, Jr., seconded by Alderman Mayfield, the Mayor
and Aldermen voted to Come Out of Executive Session and Approve All Items
Taken Up in Executive Session. The motion was adopted unanimously by the
following vote:

On motion of Alderman Mayfield, seconded by Alderman Monsour, Jr., and

unanimously passed, the Mayor and Aldermen of the City of Vicksburg adjourned
to meet 10 o’clock a.m., Monday, October 5, 2020, to take up and act upon any
and all matters that may come before the Board.
